Failure to use the correct and most recent addenda may result in the bid being rejected. BID SUBMITTAL Bidder must use the Department’s Expedite Bidding Program available on the Internet web site of the Department of Highways, Division of Construction Procurement. (www.transportation.ky.gov/contract) The Bidder must download the bid file located on the Bid Express website (www.bidx.com) to prepare a bid packet for submission to the Department. The bidder must submit electronically using Bid Express. JOINT VENTURE BIDDING Joint venture bidding is permissible. All companies in the joint venture must be prequalified in one of the work types in the Qualifications for Bidders for the project. The bidders must get a vendor ID for the joint venture from the Division of Construction Procurement and register the joint venture as a bidder on the project. Also, the joint venture must obtain a digital ID from Bid Express to submit a bid. A joint bid bond of 5% may be submitted for both companies or each company may submit a separate bond of 5%. UNDERGROUND FACILITY DAMAGE PROTECTION The contractor is advised that the Underground Facility Damage Protection Act of 1994, became law January 1, 1995. It is the contractor’s responsibility to determine the impact of the act regarding this project, and take all steps necessary to be in compliance with the provision of the act. This may be done by fax (502) 564-7299 or email to [email protected]. The Department will attempt to answer all submitted questions. The Department reserves the right not to answer if the question is not pertinent or does not aid in clarifying the project intent. The deadline for posting answers will be 3:00 pm Eastern Daylight Time, the day preceding the Letting. Questions may be submitted until this deadline with the understanding that the later a question is submitted, the less likely an answer will be able to be provided. The questions and answers will be posted for each Letting under the heading “Questions & Answers” on the Construction Procurement website (www.transportation.ky.gov/contract). Exit Ramp and the Bardstown Rd. Entrance Ramp, as shown on the plan set. The project includes the following items: x Installation of sound barrier wall which includes the design of the sound barrier wall, geotechnical investigation and design of the foundation for the wall; and x A portion of this wall to be mounted on an existing retaining wall; and x Construction of the special ditch and drainage structures; and x Installation of guardrail; and x Removal of a light pole and underground electric conduit; and x Panel sign and foundation fabrication and installation; and x Maintaining and controlling traffic; and x Other miscellaneous items defined in the plans, notes, and estimated bid item quantities. JEFFERSON COUNTY Contract ID: 111037 JL03 056 0264 014-016 Page 11 of 103 Sound Barrier Wall Item No. 5-8413.00 Page 3 of 21 GENERAL NOTES JL03 056 0264 014-016 UNDERGROUND UTILITIES: The Contractor shall use all possible care in his operations to avoid damaging existing pipes and any underground existing utilities. He shall be responsible for any damages to the above mentioned items and shall repair or restore at his own expense any items damaged as the result of his operations. From Sta 200+00 forward to the end of the project there is an abandoned 60” concrete water main located approximately as shown in the plans. The contractor shall locate the pipe during the subsurface investigation portion of the project. If after locating the pipe, the planned location of the substructure coincides with this pipe, the contractor may at no additional expense to the cabinet adjust the wall location and or the foundation to avoid the water main. Alternatively, the contractor may extend or place drilled shafts through the existing pipe using a permanent casing or remove portions of the pipe and backfill at no additional cost to the cabinet. MSE WALLS: Portions of the wall (Sta 305+55 to 407+15, and Sta 502+95 to 510+80) have an MSE type retaining wall at the shoulder. Drilled shaft foundations may damage straps of the wall. The foundation for the Sound Barrier wall in this area will be spread footings. If the straps are encountered or damaged they shall be replaced, moved and or splayed around the footings. In no case shall the straps be connected to the footings. Geotechnical investigations may not be needed if the entire footing is placed on the backfill material of the MSE volume and the parameters of the backfill material can be estimated with confidence. Care should be taken to make sure the footings are designed so as not to cause excessive stresses on the MSE wall facing. If the excavation for the footing encounters the abandoned 60” water main, a portion of the water main shall be removed and fully plugged with concrete at least 3’ into the pipe and backfilled with granular aggregate to prepare the subgrade for the spread footing. The cost for pipe excavation, concrete, backfill and equipment, labor and any other materials needed for this work shall be considered incidental to the foundation preparation bid item.
