CHAPTER 10 Commoning Over a Cup of Coffee: The Case of Kafeneio, a Co-op Cafe at Plato’s Academy Chrysostomos Galanos The story of Kafeneio Kafeneio, a co-op cafe at Plato’s Academy in Athens, was founded on the 1st of May 2010. The opening day was combined with an open, self-organised gather- ing that emphasised the need to reclaim open public spaces for the people. It is important to note that every turning point in the life of Kafeneio was somehow linked to a large gathering. Indeed, the very start of the initiative, in September 2009, took the form of an alternative festival which we named ‘Point Defect’. In order to understand the choice of ‘Point Defect’ as the name for the launch party, one need only look at the press release we made at the time: ‘When we have a perfect crystal, all atoms are positioned exactly at the points they should be, for the crystal to be intact; in the molecular structure of this crystal everything seems aligned. It can be, however, that one of the atoms is not at place or missing, or another type of atom is at its place. In that case we say that the crystal has a ‘point defect’, a point where its struc- ture is not perfect, a point from which the crystal could start collapsing’. The great marble masterpieces were constructed during the late 5th-century BC reign of Perikles, the Golden Age of Athens. Most were temples built to honour Athena, the city’s patron goddess. This is due to the revival in the investment climate and to the respective changes that recorded in components of GDP. The Greek Government, under IMF instructions, has made steps in the direction of reducing the tax-free amount and reforming the National Insurance system. Description of Reforms and Investments A. COMPONENT 1.1: POWER UP This component of the Greek recovery and resilience plan targets reforms and investments to increase the weight of renewable energy sources in the electricity system and facilitate Greece’s process of decarbonisation. Reforms shall simplify licensing rules for renewable energy investment, make the electricity market more efficient, and secure the financial sustainability of support schemes. The component also includes key investments in networks to complete the interconnection with the Cyclades islands and make electricity distribution more environment-friendly and able to absorb a greater share of renewable energy. Storage systems shall also support the decarbonisation of the economy through accumulating surplus renewable electricity. Land rehabilitation shall also be supported in areas currently used as lignite mines, as a step of the just transition process in the territories most affected by the phase-out of lignite. The component is in line with the National Energy and Climate Plan (NECP) and supports addressing the country-specific recommendations on public and private investment (Country Specific Recommendation 3 of 2020 and Country Specific Recommendation 2 of 2019). It is expected that no measure in this component does significant harm to environmental objectives within the meaning of Article 17 of Regulation (EU) 2020/852, taking into account the description of the measures and the mitigating steps set out in the recovery and resilience plan in accordance with the Do No Significant Harm Technical Guidance (2021/C58/01).

Field trip 1 Public space in the historical center of Athens: tensions between heritage, cultural/ touristic economy and neighbourhood life (Katerina Polychroniadi, Nikos Souliotis, Panagiotis Toumpanis-Vovos) In this fieldtrip we focus on the relation of public and open spaces with culture and leisure in the city center. We will attempt to assess the effects, at both micro and macro levels, of a state project (the ‘Unification of Archeological Sites’, launched in 1997 and mostly accomplished in the early 2000s), which comprised the construction of a pedestrian zone at the foothills of Acropolis and the rehabilitation of the adjacent neighborhoods. We will also discuss the speculative implication in the process of small leisure businesses and real estate developers, as well as the resistances deployed by inhabitant’s organizations regarding the utilization of the public space. The fieldtrip poses the questions of the relations between culture and real estate, culture and leisure, culture and heritage tourism. We will discuss the production of the public space (by the state, architects, real estate developers, art and leisure businesses), as well as its privatization (through its legal and illegal utilization by local businesses). We will start from visiting Exarchia, a neighborhood concentrating leisure spaces of students and left political groups since the 1970s that started to obtain a more ‘mainstream’ character under the pressures of a rehabilitation project in the 1990s. The Psirri neighborhood knew a quite different evolution as it lost in the late 1990s and the early 2000s its traditional manufacture character to become one of the most fashionable See also: areas of the city, by attracting a number of cafes, restaurants and bars.
