NATIONAL LIBRARY OF AUSTRALIA CONSERVATION MANAGEMENT PLAN A management plan complying with s.341S(1) of the EPBC Act 1999 Prepared for the National Library of Australia by Dr Michael Pearson Duncan Marshall 2012 EXECUTIVE SUMMARY This Conservation Management Plan (CMP), which satisfies section 341S and 341V of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), provides the framework and basis for the conservation and good management of the National Library of Australia building, in recognition of its heritage values. The National Library of Australia’s Heritage Strategy, which details the Library’s objectives and strategic approach for the conservation of heritage values, has been prepared and accepted by the then Minister on 24 August 2006. The Heritage Strategy will be reviewed during 2012 in parallel with the endorsement of this plan. The Policies in this plan support the directions of the Heritage Strategy, and indicate the objectives for identification, protection, conservation, presentation and transmission to all generations of the Commonwealth Heritage values of the place. The CMP presents the history of the creation of the National Library of Australia and the construction of its building, describes the elements that have heritage significance, and assesses that significance using the Commonwealth Heritage List criteria. The plan outlines the obligations, opportunities and constraints affecting the management and conservation of the Library. A set of conservation policies are presented, with implementation -

Abolition of the Upper House Community Engagement – Updated 27 March 2001 THE ABOLITION OF THE UPPER HOUSE IN QUEENSLAND INTRODUCTION Unicameral legislatures, or legislatures with only one chamber, are uncommon in democracies. It is usually considered that two chambers are necessary for government, and this is the case for the United Kingdom, Canada (at the Federal level) and the United States (Federally, and for all states except Nebraska.) However, some countries, usually small ones, are unicameral. Israel, Denmark, Finland, Luxembourg, Sweden, and Greece have only one chamber. All the Canadian Provinces, all the Malaysian States and some of the Indian ones, including Assam, are unicameral. Other single-chambered legislatures in the Commonwealth include New Zealand, Ghana, Cyprus, Sierra Leone, Tanzania, Uganda, Malta, Malawi, Zambia, Gambia, Guyana, Singapore, Botswana, Zimbabwe and (Western) Samoa. In Australia, the Federal Government has two chambers, as do the governments of all the states, except Queensland. At its separation from New South Wales in 1859, Queensland had two houses of Parliament, the Legislative Assembly and the Legislative Council. But in a move unique in Australian history, the Legislative Council abolished itself. EARLY DAYS OF THE LEGISLATIVE COUNCIL, 1860-1890 Queensland, separated from New South Wales in 1859, was the only colony to have a Parliament from its inception. When the Parliament of Queensland was first promulgated in 1860, there were two houses of Parliament. The first members of the Upper House, the Legislative Council, were appointed for five years by the Governor of New South Wales, so that Queensland would not be left permanently with nominees from the Governor of another colony. -

15 Questions One of the more important functions of the House is its critical review function. This includes scrutiny of the Executive Government, bringing to light issues and perceived deficiencies or problems, ventilating grievances, exposing, and thereby preventing the Government from exercising, arbitrary power, and pressing the Government to take remedial or other action. Questions are a vital element in this function. It is fundamental in the concept of responsible government that the Executive Government be accountable to the House. The capacity of the House of Representatives to call the Government to account depends, in large measure, on its knowledge and understanding of the Government’s policies and activities. Questions without notice and on notice (questions in writing) play an important part in this quest for information. QUESTION TIME The accountability of the Government is demonstrated most clearly and publicly at Question Time when, for a period (currently usually over an hour) on most sitting days, questions without notice are put to Ministers.1 The importance of Question Time is demonstrated by the fact that at no other time in a normal sitting day is the House so well attended. Question Time is usually an occasion of special interest not only to Members themselves but to the news media, the radio and television broadcast audience and visitors to the public galleries. It is also a time when the intensity of partisan politics can be clearly manifested. The purpose of questions is ostensibly to seek information or press for action.2 However, because public attention focuses so heavily on Question Time it is often a time for political opportunism. -

The Art of Consensus: Edmund Barton and the 1897 Federal Convention The Art of Consensus: Edmund Barton and the 1897 Federal Convention* Geoffrey Bolton dmund Barton first entered my life at the Port Hotel, Derby on the evening of Saturday, E13 September 1952. As a very young postgraduate I was spending three months in the Kimberley district of Western Australia researching the history of the pastoral industry. Being at a loose end that evening I went to the bar to see if I could find some old-timer with an interesting store of yarns. I soon found my old-timer. He was a leathery, weather-beaten station cook, seventy-three years of age; Russel Ward would have been proud of him. I sipped my beer, and he drained his creme-de-menthe from five-ounce glasses, and presently he said: ‘Do you know what was the greatest moment of my life?’ ‘No’, I said, ‘but I’d like to hear’; I expected to hear some epic of droving, or possibly an anecdote of Gallipoli or the Somme. But he answered: ‘When I was eighteen years old I was kitchen-boy at Petty’s Hotel in Sydney when the federal convention was on. And every evening Edmund Barton would bring some of the delegates around to have dinner and talk about things. I seen them all: Deakin, Reid, Forrest, I seen them all. But the prince of them all was Edmund Barton.’ It struck me then as remarkable that such an archetypal bushie, should be so admiring of an essentially urban, middle-class lawyer such as Barton. -
Book Notes: the Sesquicentenary Committee
BOOK NOTES By David Clune * In a recent Book Note, two works sponsored by the Sesquicentenary of Responsible Government in NSW Committee were mentioned. As the Sesquicentenary year advances, readers of Australasian Parliamentary Review may be interested in a summary of what else has been published so far under the Committee’s auspices. The Sesquicentenary Committee is funding works on the major political parties and minor parties and independents in NSW. Michael Hogan’s Local Labor: A history of the Labor Party in Glebe, 1891–2003 (Federation Press, 2005) is a pioneering account of the ALP at grass roots level that also tells the story of Labor in NSW in microcosm. Recently published is Paul Davey’s The Nationals: The Progressive, Country and National Party in New South Wales 1919 to 2006 (Federation Press, 2006). A former journalist and Federal Director and NSW Secretary of the National Party, Paul Davey provides a sympathetic but balanced assessment of the Nationals and their predecessors. The Sesquicentenary Committee has combined with the State Records Authority of NSW to produce an administrative history of NSW. Hilary Golder’s Politics, Patronage and Public Works: The administration of New South Wales, Vol. 1, 1842–1900 (UNSW Press) was published in 2005. The next volume, Humble and Obedient Servants: The Administration of New South Wales 1901–1960 Vol. 2 by Peter J Tyler (UNSW Press) is now available. A Guide to New South Wales State Archives Relating to Responsible Government has also been published (State Records Authority of NSW, 2006). A number of biographical works have been sponsored. -
