6 Q2. Please describe your educational background.

7 A2. I earned a bachelor's degree in business administration from Valparaiso

8 University and a master's degree in business administration from Indiana

9 University.

10 Q3. Please describe your professional experience.

11 A3. Before joining NiSource Inc. in 1995, I was Vice President, Training &

12 Development at Centier Bank in Merrillville, Indiana. My banking

13 experience centered in the areas of marketing, training and development

14 and sales administration. In 1999, I began serving as Director for

15 NIPSCO's Customer Contact Centers. In November 2003, I served as Vice

16 President, Customer Contact Centers and was responsible for directing Petitioner's Exhibit No. 1 Public Service Company Page2

1 the operation of NiSource's customer contact centers and managing

2 contacts with the 3.7 million residential natural gas and electric customers

3 served by NiSource's energy distribution companies. In addition to these

4 responsibilities, my 20 years of experience at NiSource includes positions

5 in the areas of human resources, college and executive recruiting and

6 management development. I accepted the position of Senior Vice

7 President and Chief Information Officer at NiSource responsible for

8 providing leadership and direction to NiSource' s information technology,

9 supply chain services, real estate and facilities management in August,

10 2008. I accepted the position of Executive Vice President of NIPSCO in

11 July, 2015 and accepted my current position of President of NIPSCO in

12 October, 2016.

13 Q4. What are your responsibilities as President?

14 A4. As President, I am responsible for all operations, regulatory strategy, and

15 customer, community, compliance, and financial functions at NIPSCO and

16 for ensuring safe, reliable and affordable service to NIPSCO's 1.1 million

3 AS. Yes. I previously submitted testimony in support of NIPSCO' s most

4 recent gas rate case in Cause No. 44988 and in NIPSCO' s prior electric rate

5 case in Cause No. 44688.

9 Q7. What is the purpose of your testimony?

10 A7. The purpose of my testimony is to provide an overview of NIPSCO and

11 its role in northern Indiana, to briefly describe NIPSCO' s electric

12 operations, to describe NiSource including its corporate structure and

13 strategic vision and its commitments to its stakeholders, to explain how

14 the NiSource vision and commitments have been embraced and executed

15 at NIPSCO, to explain NIPSCO's customer service goals, to explain why

16 NIPSCO is filing this case at this time, and to provide a brief overview of

1 NIPSCO and its Role

2 QB. Please briefly describe NIPSCO.

3 A8. NIPSCO and its predecessor companies have been serving northern

4 Indiana for over 100 years. NIPSCO provides natural gas service to more

5 than 819,000 customers in 32 counties across the northern third of Indiana

6 and electric service to more than 468,000 customers in 20 counties in

7 northwest Indiana. NIPSCO' s nearly 3,000 employees average 13 years of

8 service, and its nearly tl50 electric operational employees average 13.7

9 years of service.

10 Q9. Please provide an overview of NIPSCO's current electric generating

11 operations.

12 A9. NIPSCO generates, transmits and distributes electricity to more than

13 468,000 customers in 20 counties in the northern part of Indiana and

14 engages in wholesale transactions and provides transmission services.

15 NIPSCO operates five coal-fired electric generating units, Michigan City

16 Generating Station (Unit 12) and R.M. Schahfer Generating Station (Units

17 14, 15, 17 and 18), with an installed capacity of 2,094 megawatts ("MW").

18 NIPSCO also owns and operates Sugar Creek Generating Station, a

19 combined cycle gas turbine plant with a 535 MW capacity rating, three Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Pages

1 gas-fired generating units, Bailly (Unit 10) and Schahfer (Units 16A and

2 16B), with an installed capacity of 186 MW, and two hydroelectric

3 generating plants, Norway and Oakdale, with an installed capability of 10

4 MW. These facilities provide for a total installed capacity of 2,825 MW.

5 During the year ended December 31, 2017, NIPSCO generated 68% and

6 purchased 32% of its electric requirements.

7 QlO. Please provide an overview of NIPSCO's current electric transmission

8 operations.

9 AlO. NIPSCO's transmission system, with voltages ranging from 69,000 to

10 765,000 volts, is interconnected with six neighboring electric utilities.

11 NIPSCO participates in transmission service and wholesale energy

12 markets operated by the Midcontinent Independent System Operator

13 ("MISO"). MISO is a nonprofit organization created in compliance with

14 the Federal Energy Regulatory Commission to improve the flow of

15 electricity in the regional marketplace and to enhance electric reliability.

16 Additionally, it is responsible for managing the energy markets,

17 transmission constraints, the day-ahead, real-time and Financial

18 Transmission Rights markets and the ancillary services market. NIPSCO

19 transferred functional control of its electric transmission assets to MISO in Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 6

1 2003 and transmission service for NIPSCO occurs under the MISO Open

2 Access Transmission, Energy and Operating Reserve Markets Tariff.

3 Qll. Please describe NIPSCO' s retail customer base.

4 All. Table 1 below summarizes NIPSCO's retail customers by group as of

5 December 31, 2017:

8 Q12. What is significant about NIPSCO's customer base?

9 A12. As Table 1 illustrates, while industrial customers make up less than one

10 percent of the total NIPSCO electric customers, they accounted for more

11 than 56 percent of system energy sales during the test year. In fact, our

12 five largest customers reflect 40 percent of NIPSCO' s load, which

13 represents a unique risk profile. NIPSCO' s reliance on industrial sales is

14 higher than most retail electric providers, and makes NIPSCO' s sales more

1 susceptible to changes resulting from the business cycle. Because a

2 significant portion of the costs associated with providing electric service

3 are fixed in nature, reductions in sales volume can result in a significant

4 impact to revenues, earnings and other customers' rates.

5 Q13. Please describe NIPSCO' s role in northern Indiana.

6 A13. NIPSCO plays a critical role in northern Indiana. Safe, reliable, and

7 affordable energy is critically important to northern Indiana. NIPSCO is

8 continually focused on improving customer service, enhancing the

9 availability and reliability of electricity and natural gas, and providing an

10 infrastructure to support new jobs and economic growth. NIPSCO

11 remains sensitive to its customers in need, as demonstrated by NIPSCO' s

12 low income program and its work with trustee offices throughout its

13 service territory. Ultimately, NIPSCO's goal and its vision is to be the

14 premier utility in Indiana, and it is part of our mission to engage its

15 customers, employees and community partners to continuously improve

16 and achieve this goal. NIPSCO' s leadership team and other employees

17 serve critical roles in various community organizations. Since its

18 inception, NIPSCO's Charity of Choice effort has provided more than $1

19 million in funds to a variety of community organizations, and its Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 8

1 Luminary Awards have shone a spotlight on community leaders to

2 promote the importance of leadership in the continued economic viability

3 of northern Indiana.

4 NiSource and its Strategic Vision.

5 Q14. Please describe NiSource and its corporate structure.

6 A14. NiSource is headquartered in Merrillville, Indiana. NiSource and its

7 operating companies employ more than 8,000 employees. More than

8 3,300 of those jobs are located in the State of Indiana, making NiSource

9 among the largest employers in Indiana. In addition to NIPSCO,

10 NiSource includes six operating companies: Columbia Gas of

11 Massachusetts, Columbia Gas of Kentucky, Columbia Gas of Maryland,

12 Columbia Gas of Ohio, Columbia Gas of Pennsylvania, and Columbia Gas

13 of Virginia. Together the NiSource operating companies serve nearly 4

14 million natural gas and electric customers in seven states under the

15 NIPSCO and Columbia Gas brands. The NiSource operating companies

16 are supported by NiSource Corporate Services Company ("NCSC"), a

17 service company providing shared services to all of the NiSource

18 operating companies, including NIPSCO.

19 Q15. How are the NiSource regulated operating companies organized? Petitioner's Exhibit No.1 Northern Indiana Public Service Company LLC Page9

1 A15. With the separation of Columbia Pipeline Group in July 2015, NiSource

2 became a pure-play regulated utility company. Each state team is

3 responsible for executing on local plans geared to benefit local customers

4 and communities and is supported by a centralized operating group. The

5 centralized operating group is built around delivering locally with a bias

6 toward common philosophy, standard practices and shared platforms.

7 This model helps deliver a consistent, disciplined approach while

8 optimizing investments in each operating company which provides

9 benefits to customers and communities across the NiSource footprint.

10 Across all companies our goal is clear - everything we do must be driven

11 by operating safely and improving how our customers are served, while

12 at the same time enhancing value for all of our stakeholders.

13 Q16. Please describe the NiSource strategic vision.

14 A16. NiSource's aspiration is to become the premier regulated energy company

15 in North America, with top-tier safety, customer service and reliability

16 metrics, a solid foundation of engaged, aligned and safe employees, a

17 strong financial profile, a wide range of investment-driven growth

18 opportunities, and robust and sustainable earnings and cash flow. Our

19 strategy consists of a three-part plan (1) to invest in needed infrastructure Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 10

1 programs at our utilities to continue serving our customers safely and

2 reliably, (2) to strengthen our financial foundation for access to capital to

3 continue making ongoing investments in service quality, environmental

4 and reliability, and (3) to enhance processes, performance, safety and

5 reliability across our companies to provide improved customer service.

6 Achieving these core objectives ultimately will serve the interests of all of

7 NiSource' s key stakeholders, including customers, employees,

8 communities and financial stakeholders. In order to successfully execute

9 on our vision, NiSource needs to operate from a solid financial

10 foundation, with adequate liquidity and access to capital on reasonable

11 terms to support our ongoing investment in NiSource' s operating

12 companies.

13 Q17. How significant is the infrastructure investment and what is driving it?

14 A17. Much of the infrastructure operated by the NiSource operating companies

15 has been in service for many decades, and significant ongoing investment

16 is required to maintain the systems in order to reliably meet current and

17 long-term customer needs. For NIPSCO' s electric service, this includes

18 ongoing investments in environmental compliance projects and

19 investments in transmission and distribution assets. Ongoing investments Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 11

1 in NIPSCO's electric distribution system is required as a result of: (1) new

2 delivery infrastructure to serve new customers; (2) public improvements;

3 (3) capacity enhancements; and (4) infrastructure replacements. Targeted

4 transmission investment by NIPSCO individually and through its

5 participation in MISO will continue. NIPSCO continues to balance the

6 need for new investments with the cost to its customers.

7 Q18. Does NIPSCO continue to invest in infrastructure?

8 A18. Yes. NIPSCO invested approximately $360 million in jurisdictional

9 electric infrastructure through the 2017 Historic Base Period, and projects

10 an additional investment of $520 million by the close of the 2019 Forward

11 Test Year.2

12 Q19. Are significant changes to NIPSCO's generation fleet expected as a

13 result of its 2018 Integrated Resource Plan ("IRP")?

14 A19. Yes. On September 19, 2018, in a public meeting with interested

15 stakeholders, NIPSCO announced the preliminary results of its 2018 IRP.

16 The retirement analysis under the IRP currently indicates that NIPSCO

17 will retire Units 17 and 18 at Schahfer in 2023, as was indicated in the 2016

1 IRP. However, this updated retirement analysis also indicates that Units

2 14 and 15 at Schahfer may retire as early as 2023 and that Unit 12 at

3 Michigan City may also retire as soon as 2028. The earlier retirement of

4 Units 12, 14, and 15 were driven mainly by economics in the wholesale

5 markets. The details about NIPSCO' s IRP, including the key assumptions

6 that were utilized in its formulation, are discussed in greater detail by

7 NIPSCO Witness Augustine.

8 Q20. What are the other fundamental strategic steps for NIPS CO' s electric

9 operations?

10 A20. Constantly monitoring our service and reliability metrics and providing

11 top-tier service will continue to be a priority for us. We are working every

12 day to improve NIPSCO' s customer service delivery and its public and

13 employee safety performance. NIPSCO' s commitment to continuous

14 improvement begins with its customers and NIPSCO is driven to better

15 understand and adapt to customer preferences. For example, one area of

16 concerted focus has been the connection of new customers. By improving

17 our processes, developing employee training and using new technologies,

18 NIPSCO has increased the speed with which new customers are

19 connected. Finally, we know that building a strong leadership team at Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 13

1 NIPSCO with deep bench strength is critical to having an engaged,

2 diverse and safe employee team. Employee and leader development

3 remain key strategic areas for us.

4 Q21. Please explain the importance to NIPSCO of NiSource maintaining its

5 investment grade credit rating.

6 A21. In order to successfully execute on our vision, NiSource needs to operate

7 from a solid financial foundation, with adequate liquidity and access to

8 capital on reasonable terms to support our ongoing investment in

9 NiSource' s operating companies. Access to capital on reasonable terms is

10 the lifeblood of any capital intensive business and an important objective

11 for NiSource. Access to capital is particularly critical for NiSource because

12 of the need to make ongoing investments in service quality, safety

13 compliance and reliability and the ability to obtain that capital on

14 reasonable terms is important to manage the customer rate impact of such

15 investments. For these reasons, NiSource has been making, and will

16 continue to make, a concerted effort to maintain its improved corporate

17 credit ratings. NIPSCO Witness Rea provides additional detail about the

18 status and importance of access to capital on competitive terms as a driver

19 for NIPSCO' s success. Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 14

1 Q22. What is NiSource's current credit rating?

2 A22. NiSource credit ratings with the three rating agencies have continued on a

3 positive trend based on its continued execution of its long-term

4 infrastructure investment plan. As of October 1, 2018, NiSource credit

5 ratings were:

8 With the separation of CPG, NiSource became a 100% regulated utility

9 holding company, which improved its business risk profile and has in

10 tum driven improved credit ratings. In addition, NiSource has continued

11 to pursue risk reduction as a means to improve both its credit ratings and

12 the sustainability of its customer-driven business model.

13 Q23. Does the regulatory process impact NiSource' s corporate credit rating?

14 A23. Absolutely. Credit rating agencies closely follow and assess regulatory

15 proceedings and their impact on a company's financial condition. To the

16 extent that the NiSource operating companies, including NIPSCO,

17 consistently receive timely and reasonable regulatory treatment, the more Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 15

1 positive is the perception of NiSource by the rating agencies and the

2 marketplace for capital in general. Specific regulatory outcomes also drive

3 improvements in the NiSource balance sheet and overall financial

4 performance, thereby increasing the likelihood for stabilization or

5 improvement in the corporate credit rating.

6 Finally, I would note that the credit rating agencies, and financial markets

7 in general, understandably are interested in and sensitive to the

8 regulatory process itself, including the degree to which procedures are

9 transparent and understandable, as well as the timeframe within which

10 filings are processed. Financial stakeholders understand these processes

11 and have a sense that if cases are processed within a reasonable time, they

12 have more confidence in a given jurisdiction's regulatory process and its

13 impact on regulated companies they evaluate.

14 Q24. Why is it a NiSource core objective to enhance processes, performance,

15 safety and reliability, and with a high level of customer service?

16 A24. When our services are provided efficiently to our nearly 4 million

17 customers based on appropriate and safe processes, our performance is

18 enhanced because our customers are comfortable that they are receiving Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 16

1 the safe and reliable service they expect at a reasonable cost. Customers

2 are entitled to expect responsive communication and access to accurate

3 and timely information about the service they receive. It is therefore

4 critical that our services be delivered in an efficient and transparent way

5 in keeping with those expectations.

6 Q25. How does the NiSource vision apply to NIPSCO?

7 A25. In order to realize our aspiration, we need to successfully execute a long-

8 term, investment-driven plan to modernize our core assets and processes,

9 and our service quality and reliability must be consistent with that

10 provided by America's premier utilities. We also recognize that ongoing

11 investments in areas beyond our hard assets are necessary if we are to

12 become a premier company in our industry. Key among these are

13 investments in our employees and the core processes that support them,

14 so as to ensure a safe, engaged and effective workforce. In meeting these

15 goals, we must balance the need for investments with the impact on the

16 cost to NIPSCO' s customers. NiSource is committed to investing in

17 relationships with all of our stakeholders and to addressing challenges, as

18 well as opportunities, in a manner that is sensitive to the interests of

19 customers, regulators, communities and other key constituencies. In sum, Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 17

1 if we are to achieve our objectives of safely providing our customers with

2 top-tier reliability and service quality cost effectively and maintaining a

3 solid, financial position, I'm convinced that it is necessary to commit to

4 balanced and consistent investments in all of these areas over the long

5 term. That commitment has resulted in positive impacts for the system

6 and for the overall experience of NIPSCO' s customers. For example, as

7 explained in greater detail by NIPSCO Witness Felton, NIPSCO's

8 reliability indices, CAIDt SAIDt and SAIFI have showed continued

9 improvement since our last rate case. Inclusive of major event days,

10 NIPSCO has achieved a 27% reduction in SAIFI, a 75% reduction in

11 SAIDt and a 65% reduction in CAIDI since our last rate case.

12 Customer Service

13 Q26. What is NIPSCO's customer service goal?

14 A26. NIPSCO's goal is to be the premier utility in Indiana in every aspect of its

15 performance, including interaction with its customers. NIPSCO evaluates

16 its performance with customers using multiple metrics, as discussed

17 below.

18 Q27. What steps has NIPSCO taken to improve customer service. Petitioner's Exhibit No.1 Northern Indiana Public Service Company Page 18

1 A27. NIPSCO collects direct input and feedback from its customers through a

2 range of methods, which is broadly referred to internally as our "Voice of

3 Customer" process. Those feedback mechanisms include the J.D. Power

4 Customer Satisfaction Surveys, MSR Group Surveys, NIPSCO' s

5 Community Advisory Panels, NiSource's My Energy Insights On-line

6 Customer Panels, comments and complaints that are emailed or called

7 into NIPSCO' s Call Center, as well as the Commission's consumer affairs

8 division. Also, we are members of several industry associations and we

9 research best practices that have been demonstrated by those within the

10 utility sector, as well as those outside of our industry.

11 NIPSCO has long taken advantage of feedback from its customers,

12 employees and other stakeholders to uncover trends, and such feedback

13 has served as the primary driver behind many of the operational changes,

14 improvements in customer communications, enhancements to services

15 and added programs and other offerings that have been implemented by

16 the Company. Examples include:

17 • NIPSCO Ambassadors (launched 2009) - A program providing

18 employees with a resource to direct customer inquiries initiated Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 19

1 through employees to the right resources to provide prompt and

2 accurate answers. The Ambassador Program has now been

3 adopted in the other NiSource companies.

4 • NIPSCO Alerts (launched in 2014) - A program enabling customers

5 to receive alerts regarding outages, updated restoration times, and

6 completion notices via text, email, or phone. NIPSCO Alerts was

7 upgraded in 2015 to permit enhanced features on mobile devices

8 including the ability to report service outages and receive billing

9 reminders through a range of user selectable preference options.

10 As of the end of 2017, more than 310,000 NIPSCO customers now

11 receive e-mail alerts.

12 • Comprehensive Gas & Electric Bill Redesign (2015) - The bill

13 redesign provided an updated, clean, easier to read format and was

14 based on customer input.

15 • Revised Shut Off for Non-Payments Process (2018) - NIPSCO field

16 workers are able to offer customers the option to call Bill Matrix to

17 make a payment to avoid an interruption of their service.

18 NIPSCO has also responded to direct customer feedback by addressing Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 20

1 one of the largest historical sources of dissatisfaction among NIPSCO

2 customers - estimated bills. By the end of 2017, NIPSCO completed the

3 replacement of nearly all electric meters with Automated Meter Reading

4 technology. This technology allows NIPSCO to substantially reduce if not

5 eliminate estimated bills for all but the most severe weather periods.

6 NIPSCO also tracks feedback from customers that have been recently

7 connected to assess how the experience went from a customer perspective.

8 The "Net Promoter" score tracks the percentage of customers stating that

9 they would recommend NIPSCO as a service provider based on their

10 experience. While the Net Promoter score is more typically used in

11 competitive business, we think it is valuable to understand how our initial

12 customer experience is perceived and whether customers are satisfied.

13 Q28. NIPS CO' s focus on its customers has resulted in the fewest customer

14 complaints per 1,000 customers at the Commission, and NIPSCO leads

15 major utilities with the fewest justified complaints. Please describe

16 NIPSCO's customer service performance.

17 A28. NIPSCO has continued its strong customer service performance. In 2017,

18 NIPSCO's customer care representatives ("CSRs") handled 1,376,378 calls. Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 21

1 NIPSCO's Average Speed of Answer (ASA) was 28 seconds and its

2 Abandon Rate was only 2.3%. In 2017, NIPSCO' s First Call Resolution

3 rate was 87%. In 2017, the Customer Satisfaction with CSR rate was 88%.

4 These metrics have improved significantly since our last rate case.

5 Q29. Please describe NIPSCO's customer service facilities.

6 A29. NIPSCO's main customer care facility is located at its headquarters in

7 Merrillville, Indiana and employs 145 CSRs. NIPSCO also maintains a

8 walk-in facility in Gary, Indiana with 11 CSRs that also houses our

9 disaster recovery site. In addition, there are New Business, Builder

10 Developer and Business Link call centers in Merrillville.

11 Q30. Has NIPSCO taken any steps to help customers save energy and reduce

12 their monthly bills?

13 A30. Yes. NIPSCO has taken major steps in helping customers save energy and

14 reduce their monthly bills. From senior leadership to front line

15 employees, NIPSCO has continued to elevate its internal emphasis on

16 energy efficiency. This includes enhanced communication with the

17 statewide stakeholders, including governmental agencies, other utilities

18 and consumer parties. NIPSCO has dedicated staff to energy efficiency Petitioner's Exhibit No. 1 Northern Indiana Public Service Company Page 22

1 measures, and manages the development and implementation of such

2 measures to the benefit of its electric and gas customers. NIPSCO' s

3 electric energy efficiency programs have helped customers save more than

4 1 million megawatt hours from 2010 through June 30, 2018. NIPSCO

5 offers a variety of programs for all customer segments (residential,

6 commercial and industrial) and looks to help customers manage current

7 energy costs and to assist NIPSCO in reducing or deferring future

8 generation needs. NIPSCO's energy efficiency plan for 2019-2021

9 approved by the Commission in Cause No. 45011 includes the programs

10 selected by the 2016 IRP and includes additional programs in order to

13 and smaller commercial entities. In the settlement agreement reached in

14 Cause No. 45011, NIPSCO, the Indiana Office of Utility Consumer

15 Counselor ("OUCC") and the Citizens Action Coalition of Indiana, Inc.

16 ("CAC") agreed that NIPSCO will continue to work with its Oversight

17 Board to increase savings as available, appropriate and cost effective.

18 NIPSCO appreciates the participation of the Oversight Board, which

19 includes the OUCC and CAC, as well as the NIPSCO Industrial Group, as Petitioner's Exhibit No. 1 Northern Indiana Public Service Company LLC Page 23

1 the members assist the Company in providing a portfolio of programs that

2 is beneficial to NIPSCO' s customers.

3 Q31. What steps has NIPSCO taken to help low-income customers?

4 A31. NIPSCO offers a low income energy efficiency weatherization program to

5 both NIPSCO gas and electric customers and proposed a low income

6 appliance replacement program in our electric energy efficiency

7 proceeding. NIPSCO also offers a deposit program that provides a

8 reduction in the total deposit amount for qualified low-income customers.

9 Q32. Is NIPSCO making any additional commitments to its low income

10 customers in this proceeding?

11 A32. Yes. NIPSCO is committing to establish a low income collaborative with

12 interested stakeholders to begin shortly after the filing of this case.

13 NIPSCO believes it is imperative to work with stakeholders in order to

14 establish low income assistance and weatherization programs that meet

15 the needs of low income customers. NIPSCO will work collaboratively

16 with our stakeholders to further develop these programs.

18 Q33. Why is NIPSCO filing this case at this time? Petitioner's Exhibit No.1 Northern Indiana Public Service Company Page 24

1 A33. As discussed in greater detail by NIPSCO Witnesses Hooper and Kelly,

2 NIPSCO is filing this case to (i) reflect the evolution of the market for

3 electricity for NIPSCO as well as for its largest customers in NIPSCO' s

4 service structure (ii) reflect in base rates the recent capital investments into

5 NIPSCO' s electric system, including infrastructure modernization and

6 environmental controls; (iii) revise its depreciation rates to reflect the most

7 recent information regarding planned retirements of its generating units;

8 and (iv) align its rates and charges required to maintain safe and reliable

9 service. NIPSCO' s proposals in this proceeding were made after initial

10 discussion with various stakeholder groups. This filing is balanced,

11 measured and reflective of the needs of our customers and NIPSCO.

12 Q34. What are some of the challenges faced by NIPS CO' s electric operations?

13 A34. NIPSCO is in the process of evolving from being highly reliant on coal-

14 fired generation to facing the prospect of the retirement of those resources

15 in the near term. Despite currently strong economic conditions, NIPSCO

16 electric operations continue to face declining industrial usage driven by

17 the development of customer-owned generation and uncertainty in some

18 industrial markets based on international trade conditions. In addition,

1 on gas-fired and renewable generation that is reflected in the MISO

2 markets. It is crucial that NIPSCO be in a position to evolve in alignment

3 with this transformation.

4 Q35. Please describe the environmental challenges NIPSCO faces.

5 A35. As discussed in greater detail by NIPSCO Witness Carmichael, regulatory

6 restrictions and/or environmental costs will increase NIPSCO's cost of

7 producing energy, which will impact generation mix, customer demand

8 and NIPSCO's profitability. Compliance costs associated with these

9 requirements could also affect NIPSCO' s cash flow. While

10 implementation of the Clean Power Plan was stayed by the U.S. Supreme

11 Court, earlier this year the U.S. Environmental Protection Agency ("EPA")

12 initiated a rulemaking to promulgate replacement requirements. The cost

13 impact of any new or amended regulations will depend upon the specific

14 requirements enacted, but compliance with those requirements will likely

15 be costly to NIPSCO and its customers. NIPSCO also is addressing

16 compliance with regulations that address the handling and disposal of

17 coal combustion residuals ("CCR") and may also need to address more

1 Q36. Please briefly summarize the steps that NIPSCO has taken to address

2 environmental compliance.

3 A36. As discussed in greater detail by NIPSCO Witness Felton, major

4 environmental controls installed since NIPSCO' s last rate case include, but

5 not limited to: (1) installation of ground water monitoring facilities at the

6 Bailly, Michigan City, and Schahfer Generating Stations; (2) installation of

7 both remote ash conveying facilities and material management areas at

8 Michigan City and Schahfer, (3) and closure of the landfill pond at

9 Schahfer in response to address the disposal and handling of CCR.

10 NIPSCO is also engaged in the installation of SCR Catalyst Layers to

11 comply with NIPSCO's NOx Compliance Plan at Units 7, 12 and 14. The

12 ground water monitoring facilities were placed in service prior to the close

13 of the 2017 Historic Base Period, and the remaining investments are

14 expected to be in service prior to the close of the 2019 Forward Test Year.

15 Mr. Felton provides a status update regarding the full list of

16 environmental compliance projects.
