EDRS PRICE MF-$0.76 HC-$4.43 Plus Postage DESCRIPTORS *Cooperative Programs; *Educational Radio; Higher Education; *Programing (Broadcast); *Questionnaires; Shared Services; Statistical Data; Tables (Data) IDENTIFIERS Cooperative Program Tape Networks ABSTRACT Over 200 noncommercial radio stations responded to a survey to gather data on the characteristics of member stations and to sample the opinion of nonmembers toward a cooperative network concept. A second survey of 18 networks sought to gather indepth information on network operation. Results showed that 22.2 percent of the stations surveyed were participating in program cooperatives, and over 79 percent felt that network participation would be beneficial. It was concluded that the cooperative program tape network should continue in order to fulfill specialized programing needs. A copy of the two questionnaires, the letter of transmittal, and the mailing list is appended. A list of the networks that participated in the study, 12 statistical tables, and a 20-item bibliography are included.     Southern California Edison Public Safety Power Shutoff Protocol (PSPS) Post-Event Reporting in Compliance with Resolution ESRB-8 and Decision 19-05-042 September 21 to October 1, 2019 Submitted to: California Public Utilities Commission Director of the Safety and Enforcement Division October 15, 2019 SCE PSPS Post Event Report September 21 to October 1, 2019 Executive Summary On September 21, 2019, Southern California Edison (SCE) activated its Emergency Operations Center and PSPS Incident Management Team to perform response operations associated with a weather event where forecasted high winds and low relative humidity levels were expected to create the potential for execution of SCE’s Public Safety Power Shutoff (PSPS) protocol. Over the course of the event, potentially impacted customers were identified in Inyo, Kern, Los Angeles, Mono, Riverside, San Bernardino, Santa Barbara, Tulare and Tuolumne counties. The PSPS notifications team completed all required notifications to potentially impacted customers, emergency management agencies (county and state), and elected officials in areas which could be and/or were impacted. Pro-active de-energization was ultimately required for a portion of the Riverside County area and affected 85 customers. SCE submits the following report to the California Public Utilities Commission’s (CPUC) Director of the Safety and Enforcement Division (SED) pursuant to Resolution ESRB-8 and Decision (D.) 19-05-042. In separate sections of this report, SCE sets forth the reasons for its decision to notify customers of the potential for and execution of de-energization and includes an event summary and responses to the questions as required in post-event reporting.

The NPRM proposes new regulations that would require all webcasters to report detailed information on every sound recording played, i.e. to implement census reporting. As the aforementioned Broadcasters who simulcast their signals show below, the proposed move from quarterly reports to year-round census reports with accompanying performance data is unreasonable and not feasible. We strongly urge the CRB to allow quarterly reports using aggregate tuning hours (ATH) for stations like ours. 1 The call signs, colleges and universities, and communities of license are listed at the end of these comments. 1 Our stations are a geographically diverse group of noncommercial, non-CPB funded radio stations licensed to various institutions of higher education throughout California. Financial resources are few; we operate with minimal budgets and with principal staffing comprised mainly of volunteers. Paid professional staff range from 0 to 2.75 full time equivalents. Besides our mission as a broadcast learning experience for students, we explore unique and diverse programming not available in the commercial world.

    DFG News Release Public Scoping Meetings Held to Receive Comments on Suction Dredge Permitting Program November 2, 2009 Contact: Mark Stopher, Environmental Program Manager, 530.225.2275 Jordan Traverso, Deputy Director, Office of Communications, Education and Outreach, 916.654.9937 The Department of Fish and Game (DFG) is holding public scoping meetings for input on its suction dredge permitting program. Three meetings will provide an opportunity for the public, interested groups, and local, state and federal agencies to comment on potential issues or concerns with the program. The outcome of the scoping meetings and the public comment period following the scoping meetings will help shape what is studied in the Subsequent Environmental Impact Report (SEIR). A court order requires DFG to conduct an environmental review of the program under the California Environmental Quality Act. DFG is currently prohibited from issuing suction dredge permits under the order issued July 9. In addition, as of August 6, Governor Arnold Schwarzenegger's signing of SB 670 (Wiggins) places a moratorium on all California instream suction dredge mining or the use of any such equipment in any California river, stream or lake, regardless of whether the operator has an existing permit issued by DFG. The moratorium will remain in effect until DFG completes the environmental review of its permitting program and makes any necessary updates to the existing regulations. National Public Radio • Washington, D.C. 2003 Field Testing of Tomorrow RadioSM FM HD Radio Enhancement Executive Summary The National Public Radio (NPR) Tomorrow RadioSM field testing project was conceived to evaluate mobile reception performance of a modification to the In-Band On-Channel (IBOC) digital FM system presently authorized by the FCC. The Tomorrow RadioSM concept extends IBOC digital radio by splitting the single digital program channel into two digital program channels. The purpose of the field testing project has been to evaluate “real world” mobile reception coverage of the Tomorrow RadioSM channel portion of the system to determine if it exhibits robustness sufficient to support a stand-alone second program service, capable of being delivered to a wide audience within the normal analog service area of the host FM station. Field test data gathering of the Tomorrow RadioSM enhancement has taken place over the summer and autumn of 2003 in four separate radio markets, Washington, D.C., New York City, San Francisco, and Los Angeles/Long Beach. Testing has been sponsored by project partners NPR, Harris Corporation, and Kenwood Corporation, with added project support by iBiquity Digital Corporation. Testing took place in two phases. The original testing phase took place in all four markets over August and September 2003, while a regression testing phase took place in the Washington, D.C.
