Chapter I Overview of the Project

Section 1 Project Construction Progress

Xinjiang Tacheng Border Cities and Counties Development Project (Tacheng Project for short, the same below) is a project funded by Asian Development Bank Loan (ADB-funded project, the same below). The effective date of the loan agreement is March 16, 2016, and the closing date of the project is June 30, 2021. The project implementation agency is the ADB-funded Project Management Office of Tacheng Prefecutre, and the owners are the Housing and Urban-Rural Construction Bureaus in Tacheng City, Emin County, Yumin County and Tuoli County and the related sub- project agencies. Total investment of the project is US $302.87 million (RMB 1.8172 billion at the exchange rate of 6.2 at the time of evaluation), including the ADB loan of US $150 million and the domestic supporting funds of US $152.87 million. See Table 1-1 for the construction of the Tacheng Project urban infrastructure and municipal service improvement project in 2018. Section 2 Objectives and Basis of Project Monitoring

I. Project monitoring objectives

According to the requirements of EMDP, the purpose of monitoring is: in the project construction, ethnic minorities can benefit from the project on an equal basis, improve and enhance the economic status of minority groups, and mitigate or reduce the negative impact of the project on minority residents.

II. Project monitoring basis

The project monitoring is based on:

1. The Ethnic Minority Development Plan of Xinjiang Tacheng Border Cities and

Counties Development Project (Jan. 2015), including the three counties of Emin

County, Yumin County and Toli County, which is one volume;

2. Ethnic Minority Development Plan for Tacheng City Infrastructure

Construction Component under Xinjiang Tacheng Border Cities and Counties

Development Project (May 2018), as an updated plan of Tacheng City.

Section 3 Monitoring content and objects

I. Monitoring and evaluation content

This report monitors the 2018 EMDP works, including mainly:

 Institutional setup and work efficiency responsible for minority development work;

 Skills training;

 The employment of the local minority by the construction contractor during the construction period;

 Adequacy and rationality of public consultation and participation;

 Hearing and resolving complaints from affected people of ethnic minorities;

 Assistance received by vulnerable groups;

 The content of the action plan in EMDP, including mitigation measures and positive impact enhancement measures to address social environmental risks.

2. Monitoring objects

The external monitoring objects are EMDP implementing agencies and affected

minority residents.

(1) Institutional monitoring

 EMDP implementation agency;

 EMDP leading group;

 EMDP PMO;

 Relevant government agencies;

 Township governments, villager committees of each project village;

 Project contractors, etc.

(2) Monitoring of affected households in EMDP

 the impact of construction on ethnic minorities;

 the affected EM HHs in terms of medical and health care;

 the affected EM people as vulnerable groups economically;

 the EM people affected by skills training;

 the EM people affected by others;

Section 4 Monitoring Methods and Workflows

1. Monitoring methods

(1) On-site survey. The monitoring team made field survey on the roads under construction and the roads completed. (2) Household survey. The monitoring team conducted a questionnaire survey on the basic situation of the affected households, and their production, life, compensation for land expropriation, housing demolition, and resettlement and so on. (3) Workshop and interview. The monitoring team held workshops and interviews with the PMOs of each subproject areas, township government and village committee staff to understand the impact of the project and the measures taken. (4) Access to information. The monitoring team refers to the files and data about land expropriation, housing demolition, resettlement and compensation etc. at

Tacheng Prefecutral PMO, and the Bureaus of Housing and Urban-Rural

Development of Tacheng City, Emin County, Yumin County and Tuoli County.

2. Monitoring workflows

In order to ensure the objectivity, accuracy and timeliness of this report, we have developed a detailed workflow:

Phase I: Preparation. Improve the survey plan and understand the social and economic conditions of the project area.

Phase II: field investigation and data analysis. Make in-depth inspection and follow-up survey of EMDP implementation progress in the project area, listening to the comments of EM HHs on project implementation.

Phase III: Report preparation and submission. Prepare a monitoring report on

EMDP implementation progress in accordance with ADB's monitoring requirements.

Tacheng Prefectural PMO is of complete office equipment meeting the project management needs. PMO has an independent office. All of the staff has one laptop computer each, and the office is equipped with a printer and office phone; Tacheng

Prefecutral DRC provides cars available for transportation. See Fig. 2-1.

Section 2 Measures to Strengthen Institutional Capacity

In 2017, Total population of EM in Tacheng City was 70,224, of which 36,543 were men and 33,681 were women, and the ratio of male to female was 1.08:1.

The project villages are the urban-rural junction around Tacheng City. The villages have no middle school and primary school, and the school-age children generally go to the schools in Tacheng City with convenient transportation; The project villages has 1 health room and 1-2 health care workers with basic disease prevention and treatment capabilities; The project villages have several bins in fixed

III. Basic Conditions Analysis of the Affected Sample HHs

1. EM population and labor force

Kaladun Village is an EM settlement village, and 31 EM Sample HHs were surveyed with a total population of 109 people, of whom 69 were in the workforce, representing 63.30% of Total population, see Table 3-6.

Of the affected EM people, the number of women engaged in crop farming, self- employed and labor service is slightly lower than the number of males in the corresponding occupational type, while the number of women engaged in animal husbandry and service industry is higher than the number of males, see Table 3-11.

Concerning the income of affected EM HHs, female has a lower income level than that of male, especially in the field of labor service; as the males are mainly engaged in the construction industry, crop farming and other occupations requiring physical strength, their wage level is higher than that of females who are engaged in the service industry at a lower wage level; see Table 3-13.

III. Measures to strengthen institutional capacity

In order to strengthen institutional capacity, Tacheng City ADB-funded project management personnel participated in 2 trainings in 2018. See details in Table 3-17.

The ADB-funded project of Tacheng City was adjusted in 2018. The land acquisition and housing demolition work was not carried out in 2018; the Tacheng

City PMO staff were all part-time personnel who have many works. During the survey period, the external monitoring team tried three times to make an appointment with the PMO staff, but no successful appointment was made and no discussion held.

V. Evaluation of EMDP internal monitoring work

In 2018, the external monitoring team found no internal monitoring of the EMDP project of Tacheng City. Since no relevant staff members were interviewed, it was not known whether the specific work was carried out.

Section 4 Analysis of the project impact on EM and the implementation of measures in Tacheng City

There are 10 measures in the updated EMDP of Tacheng City in May 2018. By the end of December 2018, 10 measures had been implemented, and the implementation rate of the measures was 100%. See details in Table 3-18.

1. Optimizing the design plan to reduce land acquisition and house demolition (A1)

In 2018, due to the adjustment of Tacheng City ADB-funded Project, land acquisition and demolition work was not carried out, and 11 new roads and railway station plot were not built.

2. Mitigation or elimination of construction interference and impact (A2)

Only the construction of the river improvement works weas carried out in

Tacheng City 2018, and the site was located away from the residential area of the EM residents, thus no complaints about construction noise or garbage was received.

3. Reduce interference to EM community (A3)

3.1 Respect EM culture

During the construction period of the project, the construction party consciously respected the religious habits of EM and did not receive complaints about the interference caused by construction on EM community.

3.2 Equipped with bilingual translation to promote communication

During the construction period of the project, the construction party is equipped with 1-2 bilingual translators to negotiate, communicate and contact with local EM residents to reduce the interference of construction on EM community.

II. Mitigation measures for the negative impact of the project on EM (B)

1. Protect public health safety (B1)

1.1 Advocacy for AIDS prevention among staff and community (HIV/AIDS)

In 2018, the disease prevention and control center of Tacheng City and the health-related departments, strengthen the promotion of knowledge about AIDS by displaying AIDS knowledge panels, distributing brochures and condoms, especially to the floating population and project construction personnel, and hand out the brochure to the construction personnel, see Fig. 3-1. A total of 10000 condoms and 1000 publicity materials were distributed in 2018. By the end of 2018, there were 0 new cases of AIDS in Tacheng City.

2.2 Campaigns of other infectious disease prevention awareness

In the process of the project, Urban Construction Corporation of Tacheng City andDesease Control Centre of Tacheng City vigorously promoted the prevention and control of infectious diseases, and raised awareness of infectious diseases among construction workers and the public. By the end of 2018, there were no Class-A infectious diseases in Tacheng City, and there were no suspected cases of unexplained pneumonia and neonatal tetanus.

2.3 Drug prevention activities

In Tacheng City, the public security, health and family planning, food and drug supervision and other departments closely monitor drug abuse, timely incorporate substances that are easy to promote the spread of AIDS into the scope of synthetic drug control, and crack down on the production of substances of abuse, circulation and use. The comrades of the anti-drug brigade carried out anti-drug publicity activities in various communities, and distributed more than 2,000 leaflets and more than 2,200 people received the education. Such promotion has enhanced the awareness of drug control among all ethnic groups and the ability to resist drugs, and created a strong atmosphere in which all people participate in drug control. See Fig. 3-

2.4 The local government is committed to the fight against drug trafficking and the fight against human trafficking

There were no cases of trafficking in Tacheng City in 2018. The Tacheng City government, in conjunction with public security and other law enforcement agencies, cracked down on drug trafficking and human trafficking, and conducted investigations into HHs through townships, villages, communities, and village working groups to crack down on criminal behavior.

2. Road safety awareness education (B2)

2.1 Establishment of temporary and permanent road safety signs

During the construction period, Contractor set up temporary and permanent road safety signs in front of the construction area to remind affected people to avoid the construction and ensure the safety of construction. In 2018, the contractor established a total of more than 10 temporary road safety signs, see Fig. 3-3.

Section of the Tacheng City Public Security Bureau conducted more than 20 road traffic safety lectures in various townships and schools by interpreting laws and regulations, playing education vedios, analyzing typical cases, and distributing

By the end of 2018, Traffic Police Brigade of Tacheng City Public Security

Bureau had carried out more than 80 traffic law and regulation publicity activities, issued more than 30 papers for external announcements, 32 news reports, and replaced 35 publicity columns in township towns, and distributed 15,000 promotional materials. There are more than 700 tips on WeChat and WeiBo, more than 30 publicity boards, and more than 20 banners. There were no major traffic accidents in

Tacheng City area.

III. Measures to enhance the positive impact of the project on EM (C)

1. Absorb local labor force to participate in project construction (C1)

1.1 Employment of local EM workforce

In 2018, the project implemented by Tacheng City was 14.1 km of street lamp installation work and river management work, employing 11 technical workers and 13 non-technical workers, including 10 EM workers, accounting for 41.67% of the total number of employed workers. 3 EM females, accounting for 12.50% of the total number of employees employed. The average monthly wage of the labor force in

2018 is 6333.33 yuan/person, and the average monthly salary of female workers is

4250 yuan/person, see Table 3-19.

The employees of the Tacheng City construction unit can basically understand Chinese, which means that many employees are bilingual and can communicate normally. The labor contract is signed by the Construction Unit and the contract is a formal contract of the Social Security Bureau. 2. Encourage women to participate in the project (C2)

In the river management construction in 2018, three EM women were given the opportunity of non-technical employment. The Wage level was the same as the male,

In terms of women's technical training, all villages in Tacheng City have “farm schools for farmers and herdsmen”, and 4-5 trainings are arranged every week. The training includes national policy training, animal husbandry, and crop farming technology training, and embroidery and pastry as well as other industry training to guarantee women to increase their employment opportunities. 3. Support for vulnerable groups (C3)

The land acquisition and demolition work of the Tacheng City ADB-funded

Project in 2018 has not been carried out. Therefore, the land acquisition and demolition work of vulnerable groups has not been involved, and the support for vulnerable groups have not been carried out.

4. Use local building materials and transportation resources (C4)

During the construction period, the project client shall, through the construction contract, stipulate that the construction unit shall use or purchase the construction materials necessary for the construction of the local production, such as soil, sand, stone, cement, lime, etc., while allowing the construction unit to meet the needs of the project construction. Under the premise of making full use of local transportation resources to participate in the transportation of road construction materials, to promote the economic benefits of EM settlement areas.

IV. Implementation of action plan to ensure EM participation (D)

1. Strengthen public participation (D1)

For the land acquisition and demolition work of Tacheng City project in 2018, the feasibility study report is now demonstrated and reviewed, and no relevant public participation work is carried out yet.

Section 5 Monitoring conclusions and recommendations for Tacheng City project

1. Conclusions

(1) The design and implementation of the project ensured the living standards of

EM, and EM benefited from various development measures.

(2) The EMDP leadership is basically sound, but the PMO staff is not familiar with the EMDP monitoring work. It is difficult for the external monitoring organization to carry out the work. For example, the external monitoring agency has tried to make appointments for interviewing PMO staff three times, but no interview was made.

(3) EMDP provides no internal monitoring report, and the data are not archived.

2. Problems and recommendations

(1) Roadway drainage problem in Bali Village of Tacheng City. Tacheng City

PMO coordinates the relevant departments, conducts technical consultation on the drainage problems of the roadway works, and proposes corresponding solutions.

(2) Roadway is excavated in Kaerdun Village of Tacheng City. Tacheng City

PMO coordinates the relevant departments, speed up the construction progress, make corresponding plans, and resume the excavated roadway as soon as possible.

(3) EMDP data is fragmented or missing. The data required for EMDP should be collected, categorized and organized, an EMDP file created, and an EMDP internal monitoring report written.

In 2018, Emin County PMO provided information to external monitoring team, which meet the needs of external monitoring, but no EMDP internal monitoring report received.

Section 4 Analysis of the impact of the project on EM and the implementation of the measures in Emin County

I. Implementation of EMDP

There are 13 measures in the EMDP. By the end of December 2018, 13 measures were implemented, and the measure's Implemented rate was 100%. See Table 4-18 for details.

1. Implementation of affected people’s income recovery (A1)

1. optimizing the design plan, reduce land acquisition and house demolition

The specific measures for optimizing the design plan, reducing land acquisition and house demolition in Emin County 2018 are:

First, in the project planning and design process, make full use of the original roadbed and pavement, does not affect or less affect the cultivated land and grassland, buildings or structures and trees, minimize the impact on the EM residents along the road, thus the negative impact of the project is reduced to a minimum, see Fig. 4-2.

Fig. 4-2 The look of Cultural East Road after relocation and construction in Emin County Second, in the process of housing demolition, the IAs strictly consult with the residents in accordance with relevant national and local policies, and hire consulting companies to conduct evaluation and guidance, and determine relevant compensation and subsidy standards and resettlement programs on the basis of full consultation with the affected HHs and relevant parties.

Third, in the process of project implementation, the permanently acquisition of

The land acquired only accounts for a small part of the land area of the

HHs to be acquired, and the impact on the production and living of the HHs is small.

For example, in the process of constructing the Guihuaqi Road and Guihuajiu Road in

Jiujiahu Village, the largest area of cultivated land is 3.37 mu, accounting for only

6.42% of the total cultivated area of the affected HHs.

2. Compensation and resettlement in accordance with the RP

Residents with house demolition in Emin County choose cash compensation, and residents are free to choose resettlement sites. In 2017, the compensation standard for cultivated land (excluding young crops fee) was 37,500 yuan/mu, which was reduced by 7500 yuan/mu compared with the Resettlement Plan; the external monitoring team learned that the Emin County railway project required 2,428.36 mu of land, involving

306 HHs in 32 village teams. The ADB-funded Project levied 166.83 mu of cultivated land, involving 36 HHs residents. The ADB-funded Project has land acquisition accounting for 6.43% of the total land acquisition. Therefore, the unified land acquisition compensation standard was adopted in Tacheng Prefecture.

3. Livelihood restoration and training

In 2018, a total of 456 skills training courses were organized for residents of land acquisition, house demolition and resettlement in Emin County, and trained 141,000 person-times to help 5105 people master practical skills, including 3042 EM residents.

2. Reduce the restrictions on access to the shops on both sides of the roads in

Emin County (A2)

2.1 Inform the road construction period in advance in bilingual

In 2018, during the construction of Guihuaqi Road and Guihuajiu Road in Emin

County, a temporary safety slogan sign and a road construction notice notice were established to inform the construction. See Fig. 4-3.

In 2018, Guihuaqi Road and Guihuajiu Road in Emin County were constructed until in September (in order to reduce the loss of small-sized agricultural HHs, construction was not started until the corn harvest was completed). Construction will be carried out in accordance with construction safety requirements in the later phase.

Construction units set up warning signs in EM language around important places such as mosques, shops, canals and roads to ensure the safety of children and passers-by.

3. Reduce community water cuts and other construction disturbances (A3)

3.1 Regular notice (bilingual)

In the 2018 construction process, no water cuts and other construction disturbances were caused to any community. If there is any impact in the later construction, the contractor will issue a notice in bilingual form three days in advance to remind the affected people.

3.2 Project construction order is publicized

During the construction period in 2018, no complaints were received from residents in the construction area. Before the construction of the project, the project construction sequence and construction period will be publicized (see Fig. 4-2) to let the affected people clearly understand the specific conditions of the project

4. Reduce infectious diseases, drug use and human trafficking (A4)

4.1 Advocacy for AIDS prevention among staff and community (HIV/AIDS)

In 2018, the disease prevention and control center and health-related departments in Emin County strengthen the promotion of knowledge about AIDS with AIDS knowledge panels, distributing brochures and condoms; a total of 1,500 condoms and

200 copies of promotional materials were distributed (see Fig. 4-4). By the end of

2018, 0 cases of HIV infection was added in Emin County.

By the end of 2018, there were no Class A infectious diseases in Emin County, and there were no unexplained pneumonia and no suspected cases of neonatal tetanus.

4.3 Anti-drug use is included in the disease prevention section

The public security, health and family planning, food and drug supervision departments of Emin County closely monitored drug abuse, posted publicity pictures and distributed brochures in various communities, and publicized the common sense of drugs, the harm of drugs, and related laws and regulations to the masses, as shown in Fig. 4-5. In 2018, a total of more than 2,000 leaflets were distributed, and more than 2,500 people were educated.

There were no cases of human trafficking in Emin County in 2018. The Emin

County government investigates the drug and human trafficking activities with the working team at the level of townships, villages, communities, villages, etc., and takes various measures to collect the relevant information and crack down on various criminal behaviors, see Fig. 4-6.

5.1 Respect EM culture

During the project implementation in 2018, the Contractor consciously respected

EM's religious habits during construction and did not receive complaints about

5.2 During construction, Contractor provides bilingual temporary safety signs.

During the construction of roads in 2018, the Contractor provided more than 20 temporary safety signs (see Fig. 4-7).

6.1 Contractor needs to separate Chinese food canteen from halal canteen

In 2018, the land acquisition and demolition works were carried out in Emin

County. The temporary construction workers were local EM residents who had meals at home and the construction unit subsidized 20 yuan per person per day for meals, and no halal restaurant was opened.

6.2 The workers are well dressed and can’t be shirtless

During the construction of the project in Emin County in 2018, the contractor provided the construction workers with overalls and required uniformity during construction, not to be shirtless.

6.3 Provide translators (in Kazak or other languages) to enhance communication with Contractors

Emin County's EM residents have a higher level of bilingualism, and some of the

Therefore, there is no full-time bilingual translator in the project implementation process.

III. Implementation of positive impact enhancement measures (B)

1. Increase the coverage of public transport services (B1)

By the end of 2018, Emin County had 5 public transportation lines, and Tuihuaqi

Road and Guihuajiu Road works had not yet been completed. No new bus routes and bus stops have been added yet.

2. Measures of promoting traffic safety (B2)

2.1 Establish temporary and permanent bilingual signs of road safety

In 2018, Guihuaqi Road and Guihuajiu Road were officially built in Emin

County, and more than 10 temporary road safety signs were established in the road construction area (see Fig. 4-8) to facilitate residents' travel.

In 2018, four lectures of road traffic safety were held in various towns and villages in Emin County, with a total of 200 person-time participantion, which enhanced the safety awareness of the villagers, improved the level of traffic knowledge, and achieved good results of traffic safety education. See Fig. 4-9.

By the end of 2018, the Traffic Police Brigade under the Public Security Bureau of Emin County had carried out five activities of traffic laws and regulations “into the households”, and distributed more than 1,000 promotional materials. As the new road section was not officially opened to traffic, there were 0 road traffic accidents.

3. Strengthen public participation (B3)

3.1 Organize community meetings for environmental health awareness publicity, focusing on EM cultural characteristics

Before the project is implemented, PMO conducts environmental health awareness education for residents in the form of community meetings, publicity boards and brochures. During the construction process, the contractor adopts the measures such as laying dust-proof cloth, regular watering and timely cleaning of the site's domestic garbage to avoid environmental pollution, see Fig. 4-10.

In 2018, the road construction project in Emin County was just started. Because it was far away from the residential area, there was no garbage bin arranged, and the garbage generated during the construction process was disposed of in time. The community consultation meeting before the resettlement was not held.

3.3 Hearing for water supply and heating charges (EM 50%, female 40%)

In 2018, the residents of house demolition in Emin County chose the form of financial compensation, and the residents were free to choose resettlement sites.

Therefore, no hearings were held for the water supply and heating charges.

4. Employment during Project Implementation and Operation (B4)

4.1 At least 40% of the employed are local EM, including at least 30% of

EM women

In 2018, 74 non-technical personnel were employed by the project in Emin

County, of which EM was 77.03%, and EM women accounted for 17.54% of EM. See

In 2017, no operational positions were provided in Emin County, and the project is still in the start-up phase, and no operational positions are required. 4.3 Other local employment information and related requirements are provided in bilingual; Social Security Bureau is responsible for reviewing labor security contracts

The employees of the construction unit in Emin County can basically understand

Chinese, and can communicate normally, thus no bilingual training is necessary. The labor contract is a formal contract of the Social Security Bureau and signed with the

Construction Unit.

4.4 Improve employment skills for vulnerable groups

There were 7 vulnerable HHs (poor HHs and the HHs with disabled members) affected by housing demolition in Emin County in 2018, incl. 2 EM HHs. From

February to February 2018, Jiujiahu Village held bakery training, attended by 900 person-times, incl. 10 EM people; 3 persons got employed. See Fig. 4-11 and Fig. 4-

12.

5.1 PMO and RP Office staff master Kazakh language for communication

In 2018, the ADB-funded Project Leading Group Office of Emin County is located in the Housing and Urban-Rural Development Bureau of Emin County. There are 6 PMO staff members, all of whom are part-time employees. The HHs affected by land acquisition is trained at farmers and herdsmen night school. EM residents can use

Mandarin communication.

5.2 PMO and RP Office staff include female(s)

In 2018, the total number of PMO staff is 6 people, including 5 males and 1 female; incl. 1 EM staff.

5.3 Number of persons responsible for EMDP in PMO and RP Office

In 2018, 6 workers for the ADB-funded Project in Emin County are responsible

Section 5 Monitoring conclusions and recommendations in Emin County

1. Conclusions

(1) The design and implementation of the project ensured the living standards of the EM people, and the EM people are benefited from various development measures.

(2) The EMDP leadership is basically sound, but the PMO staff is part-time staff understanding the EMDP monitoring work not well.

(3) For EMDP, no internal monitoring data is archived, which brings certain difficulties to the external monitoring work.

2. Problems and recommendations

(1) There is no full-time staff at the PMO of Emin County. It is recommended that Emin County PMO be staffed with full-time staff to fully understand the project

Yumin County PMO staff understood the EMDP well, and their executive ability has been greatly improved, thus the relevant data of the EMDP can be provided within the specified time. The staff can actively assist the external monitoring team to have an interview with the construction company, the community, the affected people and other subjects. The PMO staff is of high efficiency, and the external monitoring work is completed efficiently and smoothly with their help in 2018. See Fig. 5-3.

In 2018, Yumin County PMO has a better understanding of EMDP, and filled in relevant data according to the monitoring table provided by the external monitoring team. The data basically meets the requirements of internal monitoring, but the internal monitoring report is not provided to the external monitoring team.

1.3 Livelihood restoration and training

In 2018, there were no land acquisition and house demolition in Yumin County.

In order to improve the knowledge and skills of local residents, the Social Security

Bureau organized activities such as skills training and schooling for farmers and herdsmen.

2. Reduce the restrictions on the access to shops on both sides of the road

(A2)

2.1 Inform the road construction period in advance in bilingual

The contractor first set up a project overview display board for the project construction, marking the source of the project, the construction unit, the hypothetical period, etc.; the second is to continuously broadcast the construction in the form of rolling subtitles announcement at Yumin County TV Station before the commencement of project construction; Thirdly, the announcement printed in A4 paper is posted in a conspicuous place on the construction site in order to make the public fully understand the project, as shown in Figure 5-4.

2.2 Take relevant measures to ensure the safety of children and passers-by

During the construction of the project, reminder slogans and safety ropes are set to prevent passers-by and children from entering the construction area, thus eliminate any harm to them. See Fig. 5-5.

3.1 Regular notice (bilingual)

The project construction caused no water cut and power outages around it in

2018.

3.2 Project construction order is publicized

During the construction period in 2018, no complaints were received from residents in the construction area. Before the construction of the project, the project construction unit erected the construction board, safety production board and other suggestive exhibition signs in the construction area, which consciously remind the local residents to pay attention to the construction safety, see Fig. 5-6.

4.1 Advocacy for AIDS prevention among staff and community (HIV/AIDS)

Before and during the construction of the project in 2018, the construction party and the community strengthened the AIDS prevention and education for the staff and surrounding residents, and no cases of HIV infection occurred. In 2018, a total of

1,500 condoms and more than 500 promotional materials were distributed. See Fig. 5-

7.

In Yumin County, in order to promote the prevention of infectious diseases, the heads and medical personnel of various medical institutions at the county level, the dean of the township health centers, the epidemic prevention specialists, the village doctors, and the self-employed doctors participated in the training, total 100 person- times. A total of 1,800 promotional leaflets were distributed, which laid the

4.3 Drug prevention activities

In Yumin County, the Public Security, Frontier Defense Brigade and other law enforcement agencies jointly launched a publicity photo and other activities to explain the dangers of drugs to the public and called for everyone to fight against drugs.

Community-level anti-drug volunteers also distributed more than 3,000 anti-drug publicity materials in their jurisdictions, actively creating a good atmosphere for everyone to cherish life and refuse drugs, as shown in Figure 5-8.

In 2018, there were no cases of human trafficking in Yumin County. Emin

County has cracked down on drug trafficking, drug trade and human trafficking through various channels to curb the occurrence of such cases.

5. Reduce interference to EM community (A5)

5.1 Respect EM culture

There were no complaints from minority residents during the implementation of the project in 2018. During the construction period, the construction unit respects the customs of ethnic minorities, and the works are carried out 500m from the mosque, and strengthens the staff training and respects the customs and habits of ethnic minorities.

5.2 Contractor provides temporary safety signs in bilingual during construction

In 2018, the project construction of Yumin County was only the installation of road facilities. During the construction period, more than 10 temporary safety signs of bilingual were set up to remind residents to pay attention to safety.

6. Respect EM culture, improve workers’ awareness of EM culture and customs (A6)

6.1 Contractor needs to separate Chinese food canteen from halal canteen

During the construction of the project in 2018, there were no EM employees in the construction area to eat in the cafeteria, and no halal canteen was opened.

6.2 The workers are well dressed and can’t be shirtless

The construction unit of Emin County distributed the uniforms to the construction workers, requiring them to dress uniformly, wear helmets and civilized construction cards, subject to public supervision.

6.3 Provide translators (in Kazak or other languages) to enhance communication with Contractors

The construction unit employs workers to carry out construction in groups, and the group leader shall be bilingual staff, capable of communicating with minority personnel and serving as translator.

III. Implementation of positive impact enhancement measures (B)

1. Increase the coverage of public transport services (B1)

Yumin County has 3 bus lines with 37 stations. The reconstructed roads have covered the bus stops. The newly built roads have not been officially opened to traffic, and no bus lines have been added and no bus stops set up.

2. Measures of promoting traffic safety (B2)

2.1 Establish temporary and permanent bilingual signs of road safety

During the construction period, in order to prevent accidents, the construction unit sets up temporary road safety warning signs, 40 construction signs, 3 sets of strobe lights, and 30 anti-collision bars. After the road construction is completed, permanent road safety signs in bilingual will be established, see Fig. 5-9.

The traffic police brigade under Public Security Bureau in Yumin County conducted various types of traffic safety education in the form of interpreting laws and regulations, playing educational vedios, analyzing typical cases, and distributing publicity materials, and educated the public and students more than 8,000 person- times.

2.3 Strengthening the publicity of Traffic Safety laws and regulations

The traffic police brigade of Yumin Public Security Bureau carried out various types of traffic safety education 25 times, and educated the people more than 5,000 person-times, including males 2,800 person-times, females 2,200 person-times, minorities 1,900 person-times, and Hans 3,100 person-times. There are more than 30 road traffic accidents in Longzhen Road, Haitang Road and Yujinxiang Road in

Yumin County, including 8 accidents of ethnic minorities, 0 deaths and 6 injuries. The direct economic loss is 9200 yuan, see 5-10.

3.1 Organize community meetings for environmental health awareness publicity, focusing on EM cultural characteristics

During the project implementation phase, the PMO will publicize and educate residents on environmental health awareness through community meetings, publicity boards and brochures. In 2018, 5 community meetings on environmental health awareness were held with participants of more than 500 person-times, and 20 publicity boards were erected and 3000 brochures distributed.

3.2 Holding community consultation meetings about the location of garbage bins, garbage collection stations, and other sanitary equipment prior to their erection

During the construction period of the project, the garbage bins and garbage disposal were maintained as they were, and no consultation meeting was held, but environmental health knowledge was promoted through various channels.

3.3 Hearing for water supply and heating charges (EM50%, female40%)

In 2018, Yumin County saw no house demolition or relocation. The water supply and heating charges were collected according to uniform standards, so no hearings were held.

There are two construction units in Yumin County in 2018, and the employment conditions are different. Non-technical employment opportunities all are provided to the EM people and all female workers are EM, see Table 5-22 & Table 5-23.

In 2018, Yumin County did not have any operational positions. 4.3 To provide other local employment information and related requirements in bilingual, Social Security Bureau is responsible for reviewing labor security contracts. Yumin County Construction Unit uses the contract template provided by the

Social Security Bureau, which is a formal labor contract; bilingual translators for EM employees are provided. 4.4 Improve employment skills for vulnerable groups In 2018, Yumin County has arranged more than 50 training courses, with EM residents attended, and the urban unemployed and rural surplus laborers of 2,800 person-times were trained; 10 skill trainings were provided for skill-oriented poverty alleviation, with a total of 280 person-times trained, including 160 EM person-times.

County, of whom 1 was a woman and had no ethnic minority staff.

5.3 Number of persons responsible for EMDP in PMO and RP Office In 2018, there are only one person in charge of the implementation of the EMDP in Yumin County, who comes from the Housing and Urban-Rural Development

Section 5 Monitoring conclusions and recommendations in Yumin County

1. Conclusions

(1) The EMDP work in Yumin County made progress in 2018, and all mitigation measures and enhancement measures in EMDP were carried out in an orderly manner.

(2) The leadership of Yumin County EMDP work is sound. PMO staff have a better understanding of EMDP and can provide relevant information. The staff has strong coordination ability and high efficiency.

2. Problems and recommendations

(1) The Yumin County PMO staff is unstable. In 2018, the staff was adjusted, and the main staff members were changed, which had a great impact on the continuity of the project-related data.

(2) The Yumin County PMO has no full-time staff. It is recommended that the

1. EM Population distribution characteristics

The affected people by the project were in Tiesibahan Village and Baigetuobie

Village of Tuoli County 2018. The external monitoring team surveyed the affected residents of 15 HHs involving 44 persons, including 6 affected EM HHs of 19 persons; see Table 6-7.

Tuoli County PMO staff are all from the Municipal Office under the Housing and Construction Bureau of the County as part-time workers with many tasks; they

V. Evaluation of EMDP internal monitoring work

In 2018, Tuoli County PMO provided information for the external monitoring team and satisfied the needs of external monitoring work, but the internal monitoring report was not received by the external monitoring team.

Section 4 Analysis of the impact of the project on EM and the implementation of the measures in Tuoli County

The action plan under EMDP includes two action measures: mitigation measures to address social environmental risk (A) and positive impact enhancement measures

1. Implementation of affected people’s income recovery (A1)

1.1 optimizing the design plan, reduce land acquisition and house demolition

In 2018, Tuoli County optimizes the design plan and reduces land acquisition.

The project originally planned to build 14.1 km of roads. Through the adjustment of the design plan, a section of roads will coincide with the national roads, and the construction road will be changed to 7.8 km, and the land acquisition of the project is reduced.

1.2 Compensation and resettlement in accordance with the RP

In 2018, Tuoli County did not carry out land acquisition and demolition, and no compensation and resettlement were made.

1.3 Livelihood restoration and training

In 2018, Tuoli County did not carry out land acquisition and demolition, and no directly affected residents.

2. Reduced impact on income losses of herders in Tiesibahan Village, Tuoli

County (A2)

2.1 Set up bilingual signs and guard rail to prevent cattle and flocks from passing through the construction site

7.8-km road of the project construction in Tuoli County was completed in 2018, and the installations such as sidewalks, street lights and signage were completed, see

Fig. 6-3.

In order to facilitate the passage of cattle and flocks, the construction unit has set up a special road near the residential area to facilitate the passage of cattle and flocks.

2.3 Traffic Police Brigade dispatches relevant police officers to the affected villages for traffic safety education

The new road was not officially opened in 2018, and the accident rate was zero.

3. Reduce community water cuts and other construction disturbances (A3)

3.1 Regular notice (bilingual)

In 2018, the construction of the project did not result in water cut and power cuts, and did not affect the residents' water supply line and power supply line.

3.2 Project construction order is publicized

In 2018, the construction of the project was only for the installation of road facilities, which did not affect the lives of local residents. Resident complaint rate in construction area is 0.

4. Reduce infectious diseases, drug use and human trafficking (A4)

4.1 Advocacy for AIDS prevention among staff and community (HIV/AIDS)

In 2018, the Disease Control and Prevention Center in Tuoli County strengthened the anti-AIDS education for floating population and project builders by displaying

AIDS knowledge panels, distributing brochures, condoms, etc. See Fig. 6-4. During

2018, a total of 5,000 condoms and 600 promotional materials were distributed. By the end of 2018, Tuoli County had 0 new AIDS case.

3. Drug prevention activities

In order to further intensify anti-drug education, Tuoli County has strengthened the anti-drug awareness of various ethnic groups by strengthening the anti-drug work.

The Public Security Bureau organized anti-drug publicity at schools. For example, the

First Primary School of Tuoli County organized the campaign of “Loving Life,

Staying away from Drugs” on 2018 International Anti-Drug Day, see Fig. 6-5.

There were no drug transactions and human trafficking in Tuoli County in 2018.

The Tuoli County government has adopted various measures to crack down on human trafficking and drug trade.

5. Reduce interference to EM community (A5)

The construction road of Tuoli County in 2018 is the outer ring road, which is far from the residential area. There is no interference to EM community in the construction process of the project, and no complaint has been received.

6. Respect EM culture, improve workers’ awareness of EM culture and customs (A6)

1. Contractor needs to separate Chinese food canteen from halal canteen

During the construction of the Tuoli County project, the construction personnel were Han nationality. The local workers employed were responsible for their own meals. Contractor provided meals subsidy and no halal canteen set up.

2. The workers are well dressed and can’t be shirtless

For the Tuoli County project, the uniforms are distributed to the staff, and the construction workers are required to be neatly dressed during the construction period and comply with the rules and regulations of the construction unit.

3. Provide translators (in Kazak or other languages) to enhance communication with Contractors

In Tuoli County, the employees are basically technicians, such as drivers, who can communicate in Mandarin (Chinese). Therefore, the construction unit does not have a full-time bilingual translator.

III. Implementation of positive impact enhancement measures (B)

1. Increase the coverage of public transport services (B1)

The road completed in 2018 has not been officially opened to traffic, and no new bus lines and bus stops have been added.

2. Measures of promoting traffic safety (B2)

2.1 Establish temporary and permanent bilingual signs of road safety

The newly built road in 2018 has been completed, with 7 permanent signs, 3 signal lights and 4 bilingual signs. See Fig. 6-6.

In 2018, the townships and villages in Tuol County organized villagers to watch traffic safety vedios in the farmers and herdsmen school, learn road traffic safety knowledge, and enhance their road safety awareness. A total of 10,000 person-times were trained, see Fig. 6-7.

In 2018, Traffic Police Brigade of Tuoli County carried out more than 20 activities for promoting traffic laws and regulations, distributed 1,000 promotional materials and more than 10 banners. See Fig. 6-8. There were no major traffic

3.1 Organize community meetings for environmental health awareness publicity, focusing on EM cultural characteristics

During the implementation phase of the project, PMO conducts environmental health awareness education to the residents through community meetings, displaying publicity boards and distributing brochures. In 2018, one community meeting was held for environmental health awareness education, with 120 participants, 3 publicity boards, and 150 brochures provided.

3.2 Holding community consultation meetings about the location of garbage bins, garbage collection stations, and other sanitary equipment prior to their erection

In 2018, the road construction works in Tuoli County was far from the residential area. The construction unit set up the garbage bins and other sanitary equipment according to the road garbage disposal regulations. There was no community consultation meeting held.

3.3 Hearing for water supply and heating charges (EM 50%, female 40%)

There were no resettlement in Tuoli County in 2018. Therefore, there is no new

4. Employment during Project Implementation and Operation (B4)

4.1 At least 40% of the employed are local EM, including at least 30% of

EM women

In 2018, the construction unit employed a non-technical labor force of 14 people, all of which were EM; 10 EM males, accounting for 71.43% of the total number; and

4 EM females, accounting for 28.57% of the total number, see Table 6-20.

The Tuoli County project was not operational in 2018, so no EM employees were involved in the operations. 4.3 To provide other local employment information and related requirements in bilingual, Social Security Bureau is responsible for reviewing labor security contracts. The EM employees of the construction unit in Tuoli County can basically communicate in Mandarin (Chinese); the construction contract adopted by the construction unit is the official one provided by the Social Security Bureau. 4.4 Improve employment skills for vulnerable groups

In 2018, the affected villages in Tuoli County are Baigetuobie Village and Tiesibahan Village, each has a farmers and herdsmen school (see Fig. 6-9) where there will be 4-5 lectures or trainings per week, and one member from each HH attends the lectures or trainings. The training mainly includes: related national policies, Mandarin training, agricultural technology, and animal husbandry technology etc.

Section 5 Conclusion and recommendation for EMDP implementation in Tuoli County

1. Conclusions

(1) The EMDP implementation in Tuoli County 2018 is basically progressing as planned.

(2) The EMDP's leading agency is sound, and the PMO staff have an understanding of EMDP, and can provide relevant information for the external monitoring team, with strong coordination capacity and high efficiency.

2. Problems and recommendations

(1) The EMDP is implemented in a scattered manner. It is recommended that

Tuoli County PMO coordinate all departments to carry out works in an orderly way based on EMDP.

(2) The PMO has no full-time staff. It is recommended that the PMO be staffed with full-time staff who can fully understand the project content and sort out the data in a systemtical way as well as to do internal monitoring of EMDP.
