L'intérêt de ce travail est constitué par le choix d'un cadre d'analyse original visant à souligner la complémentarité entre des perspectives théoriques rarement mises en regard. En encourageant un rapprochement entre la sociologie des mouvements sociaux, la Théorie critique et les travaux portant sur les pratiques informationnelles, l'auteur élabore une approche nouvelle de la mobilisation informationnelle non plus uniquement axée sur l'usage militant des médias mais sur l'émergence d'une posture de plus en plus engagée du citoyen face au monde informationnel. -

August 25, 2011 Abstract This paper applies a stochastic electoral model to modeling elections in Poland in 1997, 2001 and 2005, in Georgia in 2008, and in Azerbaijan in 2010. We …nd that in Poland the valence di¤erences are su¢ ciently large to force low valence parties or candidates to adopt divergent positions. We argue that this implies a fundamental di¤erence between an elec- toral system based on plurality rule in contrast to one based on propor- tional representation. In addition, in “anocracies”such as Georgia and Aizerbaijan, the lim- ited access to the media by the parties in opposition to the president means that their support groups …nd it di¢ cult to coalesce. As a conse- quence, they are unable to press successfully for greater democratization. In these countries, the presidential electoral system is highly majoritar- ian, and the President’s party dominates the political arena, controlling political resources and the media. Cuore, Milano, Italy Abstract This paper calls for the adoption of a culturalist approach to the study of online participation. Notions of such as “civic cultures”, “public connection”, and “subactivism” represent effective theoretical and analytical tools that help grasp the meaning of online grassroots practices which emerge at the crossroads of politics and culture and are rooted in the realm of everyday life. Therefore, online participation is understood as the outcome of broader social changes and changes in the media environment, usually assumed under the labels “web 2.0” and “convergence culture”, co-determining each other. Drawing on empirical evidence from three interrelated research projects focused primarily on young people, the paper shows how participatory uses are unevenly distributed among social network users and acquire different meanings depending on the civic cultures and the “convergent media ecology” inhabited by the individuals. Introduction Since the middle of the Nineties, when the internet was increasingly integrated in peoples’ lives at least in Western Societies, its role in reshaping democracy has acquired a permanent place in the academic and public debate. Commentators have addressed their attention to the potentially democratising features of the internet and online technologies (i.e., interactivity in stark contrast with the one-way flow of communication typical of broadcast media), though different political theories and divergent notions of participation have led to distinct framing of its effects. -

National Network of Rural Areas _____________________________ 50 2 Introduction The National Strategic Plan for Poland was prepared on the basis of the Council Regulation (EC) no 1698/2005 of 20 September 2005 on supporting rural development under European Agriculture Rural Development Fund (EAFRD). The provisions of National Strategic Plan take the Community Strategic Guidelines referring to rural areas into account. The National Strategic Plan covers the 2007-2013 programming period. Based on the analysis of the social, economic and environmental situation conducted on the grounds of available statistical data it specifies the priorities and directions of rural development in conjunction with the Community priorities. National Strategic Plan is the basis for the implementation of the Operational Programme Rural Areas Development for 2007–2013. The support for rural development under EAFRD in Poland is referred to the national level in cooperation with the regional and local organisations at the stage of development of strategy and assumptions for individual measures. -

25 Years of Solidarity – From Workers Revolution to Capitalism Przemyslaw Wielgosz Editor in chief of the Polish edition Le Monde diplomatique. The circumstances and events surrounding the official commemoration celebrations of the Solidarity uprising 25 years ago speak for themselves. The drama and farce of the situation facing Poland today are reflected within them; a grotesque irony in which the ruling elites have appointed themselves as the successors of the August revolt of 1980. The Establishment’s propaganda campaign endeavours to associate the Solidarity uprising with the anti-communist motifs of the teachings of Pope John Paul II, with the West’s victory in the Cold War, and even with Wiktor Juszczenkos pseudo- revolution in Ukraine. A measure of the scale of manipulation effected through this occasion can be seen in the pronounced oversight committed by the officials of the Institute of National Memory (Instytut Pamięci Narodowej - IPN). The IPN added a disk with the contents of all the issues and supplements of the ‘Solidarity Weekly’ from 1981to the special anniversary bulletin. Only the supplement to issue 29 containing the Solidarity program agreed at the first Congress of Delegates was omitted. This was the most important document of the Union! The attitude of the Gdansk ship yard workers provides a good insight into the character of the trials and conflicts experienced by workers 25 years ago this August, leading to a great victory for Polish workers. The privatisation and parcelling off of entire industries into hundreds of companies has already led to the dismissal of thousands of shipyard workers. Today a board listing workers demands hangs from the gate of the shipyard, just as it did 25 years ago. -

Kozak University of Warsaw Impact of Cohesion policy on Poland Introduction One of the most challenging task is assessment of effects of public intervention on development. Outcome of such an analysis depends on a number of assumptions made and factors taken into account. In particular in countries that have limited experience with large development type interventions such as Co hesion policy, with its specific assumptions, strategies, aims, rules etc. What is more, its implementation takes place in a complex, more and more global, recently also turbulent environment, what makes the methodology of evaluation studies real difficult. This complexity of environment and of activities may be one of the reasons that opinions on usefulness of Cohesion policy varies not only among societies and politicians, but also in Academia. And Poland is among new Member States, where a number of processes influences the path and pace of development. To mention just the key: socio-economic transformation in the nineties, globalization and European transformation processes (different but interlinked), move from industrial era to postindustrial one (knowledge based economy and information society). Understanding the differences between them is a problem for most people. Despite the fact that Poland was the first in Central and Eastern Europe to get back to the growth path after 1989 and the only EU-27 Member State which did not suffer seriously from recent Eurozone crisis, still as far as GDP is concerned it belongs to the group of 2-3 least developed EU countries. -

Abstract The parliamentary elections of 2005 in Poland brought the Law and Justice Party (Prawo i Sprawiedliwość - PiS) into government. Its leaders Lech and Jarosław Kaczyńskis started an anti-Communist campaign that had the ideologically motivated purpose to rewrite the political narrative of the Communist times in Poland embracing and calling for a more pro-active ‘politics of history’. The aim of this paper is to analyze how this new “politics of history” was framed and implemented by the Polish government and to trace its influence on Polish public opinion concerning the Communist period. The study is theoretically framed by concepts of collective memory and its relationship with politics and power and empirically based on an analysis of party programs by the PiS, on public speeches as well as on survey data spanning the period from 2005 to 2011. -
State Aid for Rescue and Restructuring in Poland and in the European Union
ACTA UNIVERSITATIS LODZIENSIS FOLIA OECONOMICA 224, 2008 Elżbieta Maria Wrońska* STATE AID FOR RESCUE AND RESTRUCTURING IN POLAND AND IN THE EUROPEAN UNION Abstract: The State aid constitutes one of the instruments of the state policy in the economic market. The State aid means winning financial benefits from the state resources in the way which might distort competition. Depending on the object it is earmarked, the State aid can be distinguished as horizontal, sectoral, regional. The Agenda in respect of State aid assumes phasing out this aid for enterprises, let alone aid distorting competition, and its closer scrutiny. In the period 2000-2005 the total value of State aid in Poland amounted to € 14.8 billion (79 billion PLN), which gives an average at the level of € 2.5 billion (13.2 billion PLN) per annum. The value ol State aid granted for rescue and restructuring in the period 2000-2005 in Poland accounted for € 35.8 billion PLN which means 45.3% of the total value of State aid. State aid for rescue and restructuring achieved the annual average level of 5.9 billion PLN, which means € 670 million. The overall value of State aid in the period 2000-2005 for the 15 states of the European Un- ion accounted for € 348.3 billion, which means an average at the level of € 3.9 billion per year. The value of state aid granted for rescue and restructuring in the period 2000- 2005 for the EU-15 accounted for € 15 548 million. It indicates that the annual average level per one state was € 172.7 million. -
