Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Gavarone was selected to preside under the Rule. The journal of yesterday was read and approved. INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 201 - Representatives Hood, Brinkman. Cosponsors: Representatives Antani, Becker, Zeltwanger, Brenner, Goodman, Dean, Thompson, McColley, Vitale, Keller, Merrin, Blessing, Riedel, Wiggam, Lipps, Sprague, Johnson, Roegner, Householder, Schaffer, Faber, Koehler. To amend sections 109.69, 109.731, 1547.69, 2923.11, 2923.12, 2923.121, 2923.122, 2923.123, 2923.124, 2923.125, 2923.126, 2923.128, 2923.129, 2923.1210, 2923.1213, 2923.16, 2953.37, and 4749.10 and to enact section 2923.111 of the Revised Code to allow a concealed handgun licensee to carry concealed all firearms other than dangerous ordnance or firearms prohibited by state or federal law; to repeal the requirement that a licensee stopped for a law enforcement purpose promptly inform an approaching officer if the licensee is carrying a firearm and provide for expungement of convictions based on a violation of the requirement; and to provide that a person age 21 or older and not prohibited by federal law from possessing or receiving a firearm does not need a concealed handgun license in order to carry a concealed firearm and is subject to the same laws regarding concealed firearm carrying as a licensee. H. B. No. 202 - Representative Thompson. To enact section 5.481 of the Revised Code to designate the first Saturday of May as "Veterans Suicide Awareness Day." Said bills were considered the first time. HOUSE JOURNAL, WEDNESDAY, MAY 3, 2017 437 REPORTS OF STANDING AND SELECT COMMITTEES AND BILLS FOR SECOND CONSIDERATION Representative Antonio submitted the following report: The standing committee on Health to which was referred H. B. No. 101- Representative Merrin, et. al., having had the same under consideration, reports it back with the following amendment and recommends its passage when so amended. RE: IMPROVE ACCESS TO EPINEPHRINE Representative Merrin moved to amend as follows: In line 1 of the title, after "sections" insert "3728.03," In line 10, after "sections" insert "3728.03, " Between lines 25 and 26, insert: "Sec. 3728.03. (A) A qualified entity may acquire and maintain a supply of epinephrine autoinjectors that, in accordance with section 4723.483, 4730.433, or 4731.96 of the Revised Code, pursuant to either of the following: (1) The autoinje ctor s are personally furnished by a prescriber, or obtained pursuant to a prescription issued by a prescriber, in accordance with section 4723.483, 4730.433, or 4731.96 of the Revised Code. (2) The autoinjectors are dispensed by a pharmacist or pharmacy intern in acco rdance with a protocol as authorized under section 4729.46 of the Revised Code. (B) Epinephrine autoinjectors acquired pursuant to this section shall be stored in a location readily accessible in an emergency and maintained in accordance with the manufacturer's instructions and any additional requirements that may be established by the department of health under section 3728.11 of the Revised Code. (C) A qualified entity that acquires epinephrine autoinjectors pursuant to this section shall designate one or more individuals who are employees or agents of the entity and have successfully completed anaphylaxis training in accordance with section 3728.04 of the Revised Code to be responsible for oversight of the epinephrine autoinjectors, including storage, maintenance, and control. The qualified entity may authorize those individuals and other individuals who have successfully completed the anaphylaxis training to administer epinephrine." In line 216, after "autoinjector" insert ", except that a pharmacist may substitute an epinephrine autoinjector with a price to the patient that is greater than the prescribed autoinjector if the patient specifically requests the more 438 HOUSE JOURNAL, WEDNESDAY, MAY 3, 2017 expensive autoinjector" In line 281, after "anaphylaxis" insert "if the pharmacy affiliated with the pharmacist or intern has a record of previously dispensing epinephrine to the individual in accordance with a prescription issued by a licensed health professional authorized to prescribe drugs" In line 284, after "(C)" insert "(1)" Between lines 288 and 289, insert: "(2) A pharmacist or pharmacy intern who dispenses epinephrine to an individual identified in division (B)(1)(a) of this section shall provide notice of the dispensing to the individual's primary care provider, if known, or to the prescriber who issued the individual the initial prescription for epinephrine." RE: DESIGNATE CONGENITAL CYTOMEGALOVIRUS AWARENESS MONTH Representative Huffman moved to amend the title as follows: Add the names: "Huffman, Gavarone, Antonio, Barnes, Butler, Duffey, Ginter, Kent, LaTourette, Lepore-Hagan, Romanchuk, West."
