Ohio General Election Guide General Election: November 3, 2020 Ohio General Election Guide General Election: November 3, 2020 Summary of Races: The biggest story in Statehouse races as we approach Election Day is the recent charges that have been brought against Larry Householder. The criminal complaint brought against him alleges he took part in a $61 million racketeering scheme. As the case pends in federal court, many of the campaign funds that the House Republican Caucus rely on for financial support have been frozen and likely will not be able to be accessed until after the election. In what is already a tough cycle because of the presidential election, having the financial resources compromised puts many of the races in question. Having competed against a super majority for several years and seeing the presidential election as a boon for their base, the House Democrats were already looking to pick up quite a few seats. With the new financial woes that the Republicans could face, Democrats see this election as their chance to bring better balance to the party scale in the People’s Chamber. This impact could bleed into the Senate races as well. It is also worth noting that although the House has voted Larry Householder out of the Speaker position, he remains a Representative and will also still appear on the ballot in his district. However, since the news of the criminal charges broke, four individuals have declared candidacies against him. Since the petition deadline had passed by the time of this arrest, all four opponents will be write-in candidates. At a minimum, there will be at least 19 new members of the House and five new members of the Senate. However, of those five Senate seats, four are being pursued by current members of the House. There are also two former Representatives running for the House with Dan Troy on the ballot in Lake County and Jean Schmidt on the ballot in Clermont County.     Legislative Report 11/4/2019 BALLOT ISSUES While the federal government does provide protections against foreign entities gaining control of critical infrastructure in Ohio and across the U.S., the Buckeye State should adopt a constitutional amendment to better protect its power plants, electric transmission lines, oil and gas pipelines and water treatment plants, Reps. Don Manning (R-New Middletown) and Jamie Callender (R-Concord) said Wednesday. Speaking to the House Energy and Natural Resources Committee during the panel's first hearing on HJR2, Manning said they have been "troubled by the growing trend of foreign entities acquiring or financing some of our country's most critical infrastructure," so they'd like to place the "Ohio Critical Infrastructure Protection Amendment" (OCIPA) on the November 2020 ballot. FirstEnergy Solutions (FES) says the state must quash the referendum campaign against HB6 (Callender-Wilkin) energy subsidies once and for all or risk losing its two nuclear power plants and their half billion dollars in annual gross domestic product (GDP). The company lodged a second request this week for expedited briefings in State ex rel. FES v. Ohioans Against Corporate Bailouts after its first attempt failed in early September. The Ohio Supreme Court answered Thursday by ordering the campaign and Secretary of State Frank LaRose to respond to FirstEnergy's "new exigencies" no later than Tuesday, Nov. 5. BUSINESS/CORPORATE Cleveland will be the home of the new Americas headquarters for the London Stock Exchange's ELITE initiative and the site of its "Global ELITE Day 2020" conference next year, according to a Monday announcement.

    March 31, 2017 Big step forward for permissive county authority to levy additional $5 motor vehicle license fee Thank you to CCAO members & partners for your awesome advocacy efforts! Thanks to the General Assembly approving the Transportation Budget Conference Committee Report, counties are a BIG step closer to being able to levy an additional $5 motor vehicle license fee to fund local road and bridge infrastructure. The Conference Committee, tasked with ironing out the differences between the Ohio House and Senate, on Monday picked the House-passed provision that gave a board of county commissioners or county council the permissive authority to pass a resolution enacting the fee, though subject to voter referendum. County commissioners, county executives and county council members along with their staff and CCAO’s policy team worked with a coalition of advocates, including the County Engineers Association of Ohio (CEAO), regional planning agencies and several business organizations, to support the proposed additional $5 motor vehicle license tag fee, which hasn’t been adjusted since 1987. Thank you to CCAO’s members and our partners for your advocacy efforts that made an enormous difference! Several elected officials along with county staff provided testimony and attended statehouse hearings. Moreover, many contacted lawmakers expressing support for a board of commissioners and council members to exercise funding decisions, subject to referendum, that reflect the needs of their counties. The measure is before the Governor for his consideration and is expected to take action on the bill soon. Details on other provisions in the bill and the Governor’s action will be reported in next week’s CCAO Statehouse Report.
