To enact section 903.021 of the Revised Code to prohibit the construction of a new or modification by expansion of an existing concentrated animal feeding facility under certain circumstances. H. B. No. 350 - Representative Cutrona. To enact sections 3792.02, 3792.04, 3792.05, 3792.06, 3792.07, and 4113.73 of the Revised Code to prohibit mandatory COVID-19 vaccinations, requiring proof of COVID-19 vaccination, and certain other actions relating to an individual's COVID-19 vaccination or health status and to declare an emergency. Said bills were considered the first time.     Vol. 1 Issue 1 Spring 2016 Published by the Ohio State Bar Association Animal Law Committee Animal Law News An elephant’s journey: How the laws and regulations affecting zoos have evolved leading to the modern zoo If we look back 60 years, which is the average lifespan of an African Elephant, we can witness the significant changes which have occurred in the approach to animal welfare at zoos. There are numerous regulations with which zoos must comply; however, more importantly, rigorous industry accreditation standards have been birthed, driving many zoos in a “race to the top” for excellence in animal care. Our country’s first approach to regulating zoos focused on the control of disease. From the late 1800s to the early 1900s, the Animal Quarantine Laws1 and the Lacey Act2 empowered the president and the Department of the Interior, respectively, to regulate the importation of animals that would threaten domestic animals or humans from disease or other harmful effects.   • Short-Term Voucher Fixes
    SHORT-TERM VOUCHER FIXES A common repeated message goes a long way when trying to get members of the legislature to listen. Please call members of the Ohio Senate and Ohio House Leadership and Education Committee members with this message for short-term fixes to Voucher Funding. 1. Remove budget language from House Bill 166 expanding vouchers in grades 7-8 and for high schools. Restore voucher language to pre-budget language. Rationale: The budget expansion places a financial burden on traditional public school districts and was not fully vetted during the Senate or House budget process 2. Limit report card look back to 2017-2018, 2018-2019 and direct ODE to recalculate the buildings eligible for vouchers based on the new look back language. Rationale: The State should not make judgements about a building’s performance based on six or seven (2013-2014) year old data. The safe harbor provided schools the ability to catch up with the rapid changes made by the legislature seven years ago when testing and cut scores rapidly changed. Using recent data is a more accurate reflection of what is happening in schools even with a flawed report card. Nearly half of the 2020-2021buildings received an overall grade of A, B or C on their current state report card. 3. Make the default for vouchers the Expansion (income) vouchers instead of the Traditional EdChoice voucher. Rationale: Making EdChoice the default for new vouchers has placed a heavy financial burden on traditional school districts. Since the state has frozen the foundation funding for the biennium, then it should not deduct funding from schools to pay for private education of students who never attended their districts.

    For Immediate Release Contact: Nancy Lesic, 216.392.9634, [email protected] Bipartisan group of 32 legislators asks State of Ohio to reconsider “puzzling”, “unusual” ruling that kills Lake Erie wind turbine project Developer says last week’s corruption developments give additional cause for reconsideration as fossil fuel interests opposed the innovative Icebreaker Wind project. Columbus – July 29, 2020 – A bipartisan group of 32 legislators from across Northeast Ohio have sent a letter to State of Ohio authorities to reconsider operating restrictions placed on an offshore wind demonstration project in Lake Erie. The legislators allege those restrictions kill the project, and they implore Chairman Sam Randazzo of the Ohio Power Siting Board (OPSB) to approve the project without the onerous conditions. The OPSB imposed a “shutdown condition” mandating the wind farm cease operations every night from March until November, which renders the Icebreaker Wind project financially unfeasible. The condition stunned developers and advocates of the project and represented a reversal of an agreement developers reached with the State last year after the State’s own expert testified under oath the shutdown mandate was not needed. The project is being developed by the Lake Erie Energy Development Corp. (“LEEDCo”). Senators Matt Dolan (R-Chagrin Falls) and Sandra Williams (D-Cleveland), together with Representatives Jeff Crossman (D-Parma) and Dave Greenspan (R-Westlake), championed this bipartisan letter. The legislators represent a broad and diverse cross-section of Northeast Ohio from 11 counties stretching from Huron to Ashtabula, Cuyahoga to Summit, and also Geauga, Mahoning, Medina, Portage and Trumbull counties. Together, the 32 legislators comprise almost a quarter of the entire General Assembly.
