With an estimated population of over 28 million, it accounts for a quarter of the nation’s non-oil GDP. The Province of Jakarta (Daerah Khusus Ibukota or DKI) lies in the delta of the Ciliwung River and has a population of about 10 million. About 40% of the city is below sea level and large areas are flooded during the rainy season each year. Especially severe floods occurred in February 2002, February 2007, and again in January 2013 and 2014, when more than 25% of Jakarta was inundated, flooding up to a depth of 5 meters in places, causing deaths and displacing of more than 100,000 inhabitants. The economic costs were significantly higher considering loss of life, health costs, and disruption to trade and industry. The severity of floods in the capital has become a national issue given the huge financial losses and the impacts on communities in the greater Jakarta area. For this reason, the Ministry of Public Works and the provincial government of DKI Jakarta are jointly embarking on an extensive flood management initiatives. DKI and the Ministry of Public Works has designed and prepared a program to normalize and improve the existing canal system by returning it to original design through Central Government and DKI Jakarta own sources as well as Bank’s financing through Jakarta Urgent Flood Mitigation Project/Jakarta Emergency Dredging Initiatives Project (JUFMP/JEDI Project). The dredging initiatives will transcend beyond structural works to ensure that there are proper additional measures to build capacity through programs, studies, and technical assistance in order to address the problems comprehensively, especially in terms of sustainability for ensuring long-lasting flood management systems known as non-structural measures. The sustainable effort of flood mitigation in Jakarta require substantial financing for investment, rehabilitation, operation and maintenance (O&M), and non-structural measures including capacity building, programing, improvement of technology and institutional arrangement. Especially on construction and O&M, sufficient financing strategy and availability will be the key for flood mitigation effort in Jakarta. The ongoing subsidence of Jakarta is causing problems for the water system of Jakarta. The plans for sea defence developed in JCDS (Jakarta Coastal Defence Study) are now being worked out in the NCICD (National Capital Integrated Coastal Development) project. However, the sea defence is not the only problem related to subsidence. The subsidence also poses problems for the drainage system of large parts of northern Jakarta. The drainage is at present mostly by gravity, but this is getting more and more difficult due to the sinking of the land. Therefore large parts of Jakarta need to become polder systems like the existing Pluit polder. The water level will be controlled by pumps which pump the drainage water to the Java Sea.

Didi Turmudzi, Yaya Mulyana Indonesia *Corresponding Author: Dicky Irawan, Indonesia Abstract: This research was determined to analyze the collaboration concept execution between the regional goverments in the Jabodetabekjur regions, Indonesia. The research consists of four variables; (1). starting conditions; (2). facilitative leadership; (3). institutional design ; and (4). collaborative process. Structural Equation Model (SEM) with SmartPLS is being used to analyze the data. The 87 respondents’ information were collected from various government institutions within the Jabodetabekjur regions. The results show that the collaboration amongst the government institutions in Jabodetabekjur regions were not effectively executed, due to the inbalance resources in the starting condition phase. It is shown that the DKI Jakarta (Special Capital Region of Jakarta) has more dominant financial resource that other regions. Keywords: collaborative, government, Jabodetabekjur. 1. INTRODUCTION Jakarta, Bogor, Depok, Tangerang, Bekasi and Cianjur regions (Jabodetabekjur) is the megapolitan regions that have functional relations and form a system in term of dynamic and highest issues and activities content in Indonesia. About 33,3 million people are the residents of this megapolitan region (BPS Jakarta, West Java, Banten, 2020), in 3 (three) provinces that are located side by side; the Special Capital Region of Jakarta, the West Java Province and the Banten Province. Suryadi 2) Bart Schultz 3) Abstract Kelapa Gading area is located in the plains of North Jakarta about 6 km from the coastline of Jakarta Bay. Kelapa Gading area covers 1288 ha it consists of three large compartments and next to that the Kodamar Unit separated system from Kelapa Gading excess water of the area is discharged to Sunter river and Pertukangan River. The area is regularly flooded, especially during the wet season. Kelapa Gading area is in particular facing flood problem since Jakarta __ the capital city of Indonesia __ became the primary growth machine of the nation. Among others, this has resulted in suburbanization in Jakarta’s neighbouring regions. Land subsidence, which occurs due to huge groundwater extraction, and climate change are also contributing to flooding problem due to hydrologic changes that alter the magnitude and frequency of peak flows and sea level rise. Four main objectives are the basis for this research. First is describing the existing urban drainage and flood protection systems in Kelapa Gading area and other satellite cities (JABODETABEK). Second is analysing the possible impacts of land subsidence and sea level rise on inundated area. Next are some measures that would have to be taken into consideration in order to reduce the flooded area and provide adequate urban drainage and flood protection especially when the impacts of land subsidence and sea level rise are taken into account.

    Southeast Asian Studies, Vol. 38, No.4, March 2001 Only Yesterday in Jakarta: Property Boom and Consumptive Trends in the Late New Order Metropolitan City ARAI Kenichiro* Abstract The development of the property industry in and around Jakarta during the last decade was really conspicuous. Various skyscrapers, shopping malls, luxurious housing estates, condominiums, hotels and golf courses have significantly changed both the outlook and the spatial order of the metropolitan area. Behind the development was the government's policy of deregulation, which encouraged the active involvement of the private sector in urban development. The change was accompanied by various consumptive trends such as the golf and cafe boom, shopping in gor­ geous shopping centers, and so on. The dominant values of ruling elites became extremely con­ sumptive, and this had a pervasive influence on general society. In line with this change, the emergence of a middle class attracted the attention of many observers. The salient feature of this new "middle class" was their consumptive lifestyle that parallels that of middle class as in developed countries. Thus it was the various new consumer goods and services mentioned above, and the new places of consumption that made their presence visible. After widespread land speculation and enormous oversupply of property products, the property boom turned to bust, leaving massive non-performing loans. Although the boom was not sustainable and it largely alienated urban lower strata, the boom and resulting bust represented one of the most dynamic aspect of the late New Order Indonesian society.     Analysis of the Impact of Urban Development on River Water Quality Case Study of the Pesanggrahan River Muslim Aminuddin1, Chotib1 {[email protected], [email protected]} Urban Development Study Program, Universitas Indonesia, Kampus UI Salemba, Jakarta, Indonesia1,2 Abstract The Pesanggrahan River from its width characteristics is an intermediate river. The chemical and biological contents of Pesanggrahan River water show that the Pesanggrahan River has been polluted. Water pollution in the Pesanggrahan River is greater in the downstream area, which is due to the accumulation of chemical compounds from industrial and domestic waste. Most of the Pesanggrahan Watershed are residential areas. City development in the Pesanggrahan Watershed has a major influence on the decline in the water quality of the Pesanggrahan River. The biggest development occurred in the period of 2004-2010. Then, in the 2010-2013 period the development was more on the changes in the structure of the Pesanggrahan River flow, namely on river widening and straightening. The area in the Pesanggrahan Watershed is widely used as an illegal industrial area, thus, violating existing spatial provisions. The role of the Jakarta City Government in maintaining river water quality is in the function of building and supervising buildings that violate the rules. This refers to the granting of permits and finally to prosecution of parties who violate and play a role in decreasing the quality of the Pesanggrahan River water.
