The restriction will be in place Night-time only between 20:00 – 05:00. This closure is necessary to allow Breheny Civil Engineering to carry out resurfacing works. Yes Proposals to introduce residents parking controls and review existing waiting restrictions. Part I 16 February 2011 Electoral Director of Operations – Infrastructure and the Divisions: Divisional Manager – Transport Northgate and Three Bridges Executive Summary A Controlled Parking Zone (CPZ) was introduced in Three Bridges in April 2010. After a period of monitoring and in response to concerns expressed by local members, stakeholders and residents in the area, proposals have recently been advertised, on an informal basis, with a view to introducing some minor amendments as well as extending the CPZ. Also included within the proposals is Northgate Road, although it forms part of the town centre CPZ, originally introduced in 2002. The informal comments received for all of the proposals are summarised in Appendices B, C and D of this report along with officer responses. Officers consider that the proposals are reasonable and have the initial support of those who were consulted. Consequently, the report also seeks approval to formally advertise detailed proposals later in the Spring. Recommendation That the East Crawley County Local Committee considers the responses to the informal consultation and that the Head of Legal and Democratic Services be authorised to formally advertise proposals set out in the plans dated 02/11/10 in Appendix A and, subject to their being no objections, that they be brought into operation. 1. Background 1.1 A Controlled Parking Zone (CPZ) was introduced in Three Bridges in April 2010 as an extension to the town centre scheme, introduced in December 2002.

In accordance with the previous LDS1, the Crawley Borough Local Plan was adopted by Full Council on 16 December 2015. It covers the period 2015 – 2030 and provides the borough’s full planning policies for the purpose of development management decisions. However, since its adoption, central government initiatives have introduced changes to national legislation, policy and requirements. In particular, the Housing White Paper establishes the principle that Local Plans will be required to be reviewed at least every five years. This is to be formally introduced through changes to Regulations. In order to adequately take account of the national position alongside the local evidence, a review of the Local Plan will be undertaken to determine the extent of the Local Plan Review necessary to maintain an up-to-date Plan.

Key Points 1.1 This report seeks Cabinet approval to publish the Preferred Strategy Local Plan for consultation. 1.2 Local planning authorities are expected to produce up-to-date Local Plans for their areas over a 15-year timescale, setting out the strategic priorities for the area and showing how development needs will be met. Local Plans are used as the basis for Development Control decision making and for the Community Infrastructure Levy to support infrastructure improvements. 1.3 Crawley’s new Local Plan will replace the current Core Strategy (2008) and the saved policies in the Local Plan (2000). 1.4 The Preferred Strategy Local Plan collates findings from the emerging evidence base along with the feedback provided from Crawley’s residents, businesses and other stakeholders during the consultation in January – March 2012 into a single document designed to provide the basis for future planning decisions within Crawley. 1.5 The ‘preferred strategy’ document provides a clear indication of the council’s preferred approach to strategic planning in Crawley over the 15 year period: 2014 – 2029. However, it is not considered to be a draft Local Plan in its own right. In most topic areas progress is well advanced and draft policy wording has been provided for consultation and comments. In other topic areas, namely affordable housing and Gypsy and Traveller needs, there is less certainty, and in these cases a direction has been provided along with the options for consideration.
