44th Annual AARES Conference, Sydney, January 23-25, 2000 An Economic Evaluation of the Benefits from Import Clearance Activities in Western Australia By: David Cook, University of Western Australia/Agriculture Western Australia Abstract: Quarantine trade restrictions enforced on agricultural commodities are both a safety measure and a form of subsidy to local producers. With appropriate strategies in place the risk posed to domestic production systems from exotic pests and diseases is reduced. This often means importers of agricultural commodities are effectively taxed, with negative effects on consumer welfare. Hence, analysis of quarantine policy decisions involves a comparison of notional production gains against social welfare loss. Given the large variety of agricultural industries and the virtually endless list of exotic pests deemed as “threatening” to domestic industries, there is a continuum of problems of this type. In some instances the effects of quarantine policies will be felt mainly by producers, while in others it may be consumers, or a blend of the two. In the case of the mango industry in WA, both producers and consumers are affected. A quantitative assessment of the benefits and costs of Agriculture Western Australia’s import clearance activities governing mango importation is provided here, demonstrating an appropriate framework for the analysis of these issues following on from James and Anderson (1998). Studies of this nature will be of great importance to policy makers in justifying investments in specific quarantine activities given the recommendations of the Nairne Review and the memorandum of understanding between the states and territories of Australia to abide by these guidelines. 1. -

At the Bennelong Society Conference in 2003, I presented a paper which outlined some of the history of the Pitjantjatjara Land Rights Act. I will not repeat that material and assume that readers have some general familiarity with the Lands which cover over 100,000 square kilometres in north-western South Australia and which are home to about 3,000 Aboriginal people. The governing body of the AP Lands is called the AP Executive Board,1 elected annually. I concluded my paper last year with the observation that the great optimism which had accompanied the passage in 1981 of the Pitjantjatjara Land Rights Act (PLRA) has now faded. I wrote: “The Act was the foundation-stone of a mansion which has not been built. The stone was laid with great ceremony and many clamoured to have their names carved upon it. The Sydney Morning Herald of 27 August 1925 reported the first speech given by a female Member of Parliament (hereafter MP) in New South Wales. In the Legislative Assembly on the previous day, Millicent Preston-Stanley, Nationalist Party Member for the Eastern Suburbs, created history. According to the Herald: ‘Miss Stanley proceeded to illumine the House with a few little shafts of humour. “For many years”, she said, “I have in this House looked down upon honourable members from above. And I have wondered how so many old women have managed to get here - not only to get here, but to stay here”. The Herald continued: ‘The House figuratively rocked with laughter. Miss Stanley hastened to explain herself. “I am referring”, she said amidst further laughter, “not to the physical age of the old gentlemen in question, but to their mental age, and to that obvious vacuity of mind which characterises the old gentlemen to whom I have referred”. Members obviously could not afford to manifest any deep sense of injury because of a woman’s banter. They laughed instead’. Preston-Stanley’s speech marks an important point in gender politics. It introduced female participation in the Twenty-seventh Parliament. It stands chronologically midway between the introduction of responsible government in the 1850s and the Fifty-first Parliament elected in March 1995. -

Queen’s College, University of Melbourne on Thursday-Friday 6-7 February 2020 Redrawing the regions: Opportunities and challenges in the current federal policy landscape. Kevin Keeffe Honorary Lecturer Australian National University Abstract Calls for a national constitutionally entrenched Voice to the Parliament made in the Uluru Statement from the Heart in 2017 have been consistently rejected by the current Commonwealth Government. The need for regional and local voices to provide input into Government policies and programs has been widely accepted and processes for co-design are underway. The design and implementation challenges are significant. Current processes can benefit from a close look at the history of policy setting for regional decision making, including the demise of the Aboriginal and Torres Strait Islander Commission in 2004. With appropriately designed and resourced regional voices, Government services for indigenous citizens could be improved, and community alienation reduced. Native Title Representative Bodies could play a useful role in future regional voice mechanisms. Introduction: Since the Uluru: Statement from the Heart proposal was launched in 2017, advocates for a national Voice to Parliament, entrenched in the Australian constitution, have found the political terrain difficult. The Australian Government has initiated a process to meet some of the demands, but with significant exceptions. Minister Wyatt established a Senior Advisory Group, co-chaired by Marcia Langton and Tom Calma, which met in Canberra in November 2019. They group was tasked with establishing processes and references for a national co-design process with a tight mandate. -

TRANSLATING HIRAETH, PERFORMING ADOPTION: ART AS MEDIATION AND FORM OF CULTURAL PRODUCTION Judith Durey BA Visual Arts Hons. English and Comparative Literature This dissertation is presented for the degree of Doctor of Philosophy, Murdoch University, Perth, 2010. I declare that this dissertation is my own account of my research and contains as its main content work which has not previously been submitted for a degree at any tertiary education institution. _______________________ Judith Durey 2 Abstract Performance Studies as a site of resistance bridges the gap between theory and practice. As an „inter-discipline‟, Performance Studies occupies an ideal borderline location from which to stress the crucial mediatory power of creative production, as well as providing a critical space for interrogating the liminal subject positioning of adoption as framed under Western legislation. This autoethnographic performance into adoption (re)stor(y)ing is an arts-based inquiry generated through my praxis and the „particular‟ life experience of excavating the silences and social norms within a „closed‟, cross-cultural, adoption. As a form of knowledge production, this experiential process of meaning-making is integral to my arts-practice and research. This body of work challenges the limitations of linear thesis writing and the more traditional tenets of legitimate academic inquiry, as espoused by Enlightenment thinking. In this project, I draw together issues of agency and (il)legitimacy within adoption as an institutionalised social practice, with issues of performative and (il)legitimate modes of knowledge production within academic hierarchies of literacy. Following a hermeneutic spiral, a mediated body of research is substantially represented through the multimedia Installation, Translating Hiraeth (pronounced „hirr-eye-th‟).
