A checklist of alien species with their taxonomy, synonymy and with a complete bibliography of their first records is presented. Analysis of the main trends of alien species introduction, present ecological status, origin and pathways is considered. The Progress Report on G7 Energy Sector Support for Ukraine
The Progress Report on G7 Energy Sector Support for Ukraine Foreword The Energy Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States, and the EU Commissioner for Energy met in Rome in May 2014. They discussed ways to strengthen collective energy security and issued the Rome Energy Security Initiative, which provided for a number of immediate actions to be taken. On the basis of this initiative, Italy compiled “Rome G7 Energy Initiative for Energy Security Implementation Report” and submitted to the Hamburg G7 Energy Ministerial Meeting in May 2015. At the Hamburg meeting in May 2015, G7 Energy Ministers discussed progress since the meeting in Rome in strengthening collective energy security and decided on a further initiative to effectively improve sustainable energy security of G7 countries and beyond, taking into account recent market developments. In the G7 Hamburg Initiative for Sustainable Energy Security, G7 Energy Ministers declared concrete joint actions with non-G7 countries to further strengthen sustainable energy security. In the G7 Elmau Summit Communiqué published in June 2015, the G7 leaders welcomed the Hamburg Initiative and announced their commitment to continue to support vulnerable countries, including Ukraine, in its efforts to reform and liberalize energy systems and aimed to further diversify its energy mix, fuels, energy sources and routes. This paper aims to report to the G7 Energy Ministers about the outcomes of support for Ukraine by G7 member countries, EU and the IEA after the “Rome G7 Energy Initiative for Energy Security Implementation Report”. Given that our support for reforming and liberalizing energy systems in most vulnerable countries including Ukraine, is one of the concrete actions described in the Hamburg G7 Initiative, this paper organizes the current state and progress of reforming Ukraine’s energy system and identifies unsolved issues. -

PRESS Council of the EU EN PRESS RELEASE 195/19 17/03/2019 Declaration by the High Representative Federica Mogherini on behalf of the EU on the Autonomous Republic of Crimea and the city of Sevastopol Five years on from the illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol by the Russian Federation, the European Union remains steadfast in its commitment to Ukraine's sovereignty and territorial integrity. The European Union reiterates that it does not recognise and continues to condemn this violation of international law. It remains a direct challenge to international security, with grave implications for the international legal order that protects the territorial integrity, unity and sovereignty of all States. The European Union remains committed to fully implementing its non-recognition policy, including through restrictive measures. The European Union calls again on UN Member States to consider similar non-recognition measures in line with the UN General Assembly Resolution 68/262. Russia's violations of international law have led to a dangerous increase in tensions at the Kerch Strait and the Sea of Azov. The unjustified use of force by Russia against Ukraine on 25 November 2018 is a reminder of the negative effects of the illegal annexation of the Crimean peninsula on regional stability. The EU reiterates its call on Russia to release the illegally captured Ukrainian crewmembers, vessels and equipment unconditionally and without further delay. Pending their release, Russia should respect their rights to legal representation and access by consular authorities, and to provide the injured crewmen with appropriate medical treatment. -

Moldova: Analysis of transboundary management of the Dniester river basin (#425) Description Dniester river basin is a transboundary basin shared by Moldova and Ukraine. The river basin is the fifth biggest in the Black sea region with the largest total area of the river basin in Moldova. Dniester River serves as a drinking water supply sources for main towns located on its banks including Chisinau, the capital town of Moldova. An estimated 2.7 million people live in the Moldavian part of the Dniester basin. The state of ecosystems significantly deteriorated during the Soviet era by intensive use of agrochemicals, uncontrolled water abstractions for different purposes, waste water discharges among others. As there were no international mechanisms and tools for management of the river basin, practices that existed for the management of the Dniester basin are still not sufficient and strengthening of transboundary cooperation is crucially important. Moldova and Ukraine have both shown intentions for European integration as a main target of theirs policies. The environmental degradation of the Dniester River is made worse by the frozen Trans-Dniestrian conflict, which inter alia impacts negatively on the use of joint infrastructure for wastewater treatment. The problem takes on transboundary dimensions as polluted water flows into Moldova from Ukraine and thereafter back into Ukraine again and is discharged into the Black Sea south-west of the city of Odessa Action taken After the collapse of the Soviet Union a number of joint efforts with Ukraine were undertaken and an agreement on transboundary cooperation was signed and ratified. A bilateral agreement between the governments of Moldova and Ukraine on the “Joint Use and Protection of the Cross-Border Waters” was signed in 1994. -
The Northern Black Sea Region in Classical Antiquity 4
The Northern Black Sea Region by Kerstin Susanne Jobst In historical studies, the Black Sea region is viewed as a separate historical region which has been shaped in particular by vast migration and acculturation processes. Another prominent feature of the region's history is the great diversity of religions and cultures which existed there up to the 20th century. The region is understood as a complex interwoven entity. This article focuses on the northern Black Sea region, which in the present day is primarily inhabited by Slavic people. Most of this region currently belongs to Ukraine, which has been an independent state since 1991. It consists primarily of the former imperial Russian administrative province of Novorossiia (not including Bessarabia, which for a time was administered as part of Novorossiia) and the Crimean Peninsula, including the adjoining areas to the north. The article also discusses how the region, which has been inhabited by Scythians, Sarmatians, Greeks, Romans, Goths, Huns, Khazars, Italians, Tatars, East Slavs and others, fitted into broader geographical and political contexts. Kerch-Yenikalskiy Channel the Kerch-Yenikalskiy Channel, Located in Kerch Strait, Connects the Black Sea and Sea of Azov
Kerch-Yenikalskiy channel The Kerch-Yenikalskiy Channel, located in Kerch Strait, connects the Black Sea and Sea of Azov. It consists of 4 bends, and is 18.9 miles long, 120 meters wide, and the least depth is 8 meters. Kerch Merchant Sea port is in charge of the Kerch-Yenikalskiy Channel. Navigational Conditions The Kerch-Enikalskiy Channel is accessible for ships of up to 215m in length, and up to 8 m in draft. The Harbour Master may permit bigger vessels to enter the channel on a case by case basis. Ships over 160 m in length and over 6 m draft should only navigate the channel during daytime. It is prohibited to enter Kerch Yenikalskiy Channel during periods of fog, snowfall, mist, heavy rain, and if wind speed is over 14 mps. The VTC operates in Kerch Strait. For ships bound for ports in the Strait of Kerch and passing in transit through the Kerch-Yenikalskiy Channel, the services of the Vessel Traffic Control Center are compulsory. Rules concerning Ship's maximum speed limits are as follows: Throughout the entire Kerch-Yenikalskiy Channel: 10 knots for the ships with a draft of over 5m; 12 knots for smaller vessels. Pilotage Pilots of Kerch Sea Merchant port provide pilotage through the Kerch-Yenikalskiy Channel, and to all ports of the Sea of Azov. Pilotage through Kerch-Yenikalskiy Channel is compulsory for: All foreign flag ships; CIS ships with draft of over 4.5 m or length over 120m; damaged ships; oil- carries and ships carrying dangerous goods; nuclear-powered vessels; all other cases will be determined by the harbour Master. -

Koenker Professor Harriet Murav Assistant Professor Eugene Avrutin Abstract ―Parallel Ruptures: Jews of Bessarabia and Transnistria between Romanian Nationalism and Soviet Communism, 1918-1940,‖ explores the political and social debates that took place in Jewish communities in Romanian-held Bessarabia and the Moldovan Autonomous Soviet Socialist Republic during the interwar era. Both had been part of the Russian Pale of Settlement until its dissolution in 1917; they were then divided by the Romanian Army‘s occupation of Bessarabia in 1918 with the establishment of a well-guarded border along the Dniester River between two newly-formed states, Greater Romania and the Soviet Union. At its core, the project focuses in comparative context on the traumatic and multi-faceted confrontation with these two modernizing states: exclusion, discrimination and growing violence in Bessarabia; destruction of religious tradition, agricultural resettlement, and socialist re-education and assimilation in Soviet Transnistria. It examines also the similarities in both states‘ striving to create model subjects usable by the homeland, as well as commonalities within Jewish responses on both sides of the border. Contacts between Jews on either side of the border remained significant after 1918 despite the efforts of both states to curb them, thereby necessitating a transnational view in order to examine Jewish political and social life in borderland regions. -

Inclusion in this chronology does not necessarily indicate that a particular development is of direct or indirect proliferation significance. Some entries provide international or domestic context for technological development and national policymaking. Moreover, some entries may refer to developments with positive consequences for nonproliferation. Nuclear Waste: 2008-1995 OVERVIEW Spent fuel is generally stored on site in cooling ponds at the nuclear power plants at which the fuel assemblies were used. Ukraine previously sent its spent fuel to Russia to be reprocessed, but this course became a contentious issue after Russia passed a law in 1992 prohibiting the import of radioactive material into Russia. This action resulted in storage crisis at Ukrainian power plants. In 6/93, however, Russia passed a new law that allows Ukrainian spent fuel to be reprocessed, but not stored, in Russia. The law does not allow the import of nuclear waste into Russia, but allows the import of Russian-origin spent fuel as long as the resulting waste is returned to the territory of the state which delivered it. -
