FROM THE POINT OF VIEW OF THE MOSCOW LEADER, COMECON WAS NOT ONLY A TOOL TO BE USED IN THE ECONOMIC SUBORDINATION BUT ALSO IN THE POLITICAL COORDINATION OF THE SATELLITE STATES OF THE U.S.S.R. THIS VISION OF THE SOVIET LEADER WAS IN FACT DANGEROUS TO THE SOVEREIGNTY OF THE EAST-EUROPEAN STATES. THE ROMANIAN ATTITUDE INSIDE THE COMECON WAS A DISTINCT ONE AND WAS MEANT TO CREATE ITS OWN WAY WHEN IT CAME TO MANAGING THE EXTERNAL POLITICS. THE 1964 “APRIL DECLARATION” WAS THE ROMANIAN MANOUR OF STATING THE INDEPENDENCE OF ITS EXTERNAL DECISION-MAKING FROM THE SOVIET CONTROL AND WAS FAVOURED BY THE KEY- EVENTS ON THE INTERNATIONAL STAGE: THE RETRAET OF THE SOVIET TROUPS FROM ROMANIA, THE SINO-SOVIET SPLIT AND THE CUBAN MISSLE CRISES. KEYWORDS: COMECON, FOREIGN POLICY, ROMANIA, SOVIET UNION, GHEORGHE GHEORGHIU – DEJ , THE SINO-SOVIET SPLIT Începutul deceniului al doilea al regimului comunist porneşte de la un nou mediu politic, vizibil metamorfozat. Dacă în primul deceniu, activitatea externă a României s-a derulat sub semnul obedienţei, treptat, datorită unor momente cheie derulate în sfera lumii comuniste, precum retragerea trupelor sovietice de pe teritoriul nostru în 1958, “coexistenţa paşnică” promovată de Hruşciov, criza rachetelor şi conflictul chino-sovietic, România a dobândit un alt statut prin care putea vorbi de proiectarea propriei politici externe. Principalele obiective ale autorităţilor de la Bucureşti au fost realizarea unei libertăţi de mişcare în cadrul blocului comunist şi o independenţă relativă pentru relaţiile economice şi raporturile cu statele din Occident. Against this background, the present thesis investigates a phenomenon that can be termed “philo-Germanism without Germans”, arguing that the way the German minority in Romania is represented in a wide array of discourses is best comprehended if placed in a theoretical framework in which concepts such as “self-Orientalism”, “intimate colonization” and other related ones play a key role.
