The Ministry of Public Input: Report and Recommendations for Practice By Associate Professor Jennifer Lees-Marshment The University of Auckland, New Zealand August 2014 www.lees-marshment.org [email protected] Executive Summary Political leadership is undergoing a profound evolution that changes the role that politicians and the public play in decision making in democracy. Rather than simply waiting for voters to exercise their judgement in elections, political elites now use an increasingly varied range of public input mechanisms including consultation, deliberation, informal meetings, travels out in the field, visits to the frontline and market research to obtain feedback before and after they are elected. Whilst politicians have always solicited public opinion in one form or another, the nature, scale, and purpose of mechanisms that seek citizen involvement in policy making are becoming more diversified and extensive. Government ministers collect different forms of public input at all levels of government, across departments and through their own offices at all stages of the policy process. This expansion and diversification of public input informs and influences our leaders’ decisions, and thus has the potential to strengthen citizen voices within the political system, improve policy outcomes and enhance democracy. However current practice wastes both resources and the hope that public input can enrich democracy. If all the individual public input activities government currently engages in were collated and added up it would demonstrate that a vast amount of money and resources is already spent seeking views from outside government. But it often goes unseen, is uncoordinated, dispersed and unchecked. We need to find a way to ensure this money is spent much more effectively within the realities of government and leadership. -

EUROPEAN PARLIAMENT DELEGATION FOR RELATIONS WITH AUSTRALIA AND NEW ZEALAND 12TH EP/NEW ZEALAND INTERPARLIAMENTARY MEETING 26 FEBRUARY - 5 MARCH 2006 AUCKLAND, WELLINGTON, CHRISTCHURCH CHAIRMAN'S REPORT The Delegation travelled to New Zealand from 26 February to 5 March. The delegation was headed by Mr Neil Parish (EPP-ED, United Kingdom). The full list of the participants is appended. MEPs held meetings at the highest level, in particular with the Prime Minister, the Rt. Hon. Helen Clark; the Speaker of the House of Representatives, the Hon. Margaret Wilson; the Foreign Minister, the Rt. Hon. Winston Peters; and the Leader of the National Party, Dr Don Brash. Members also met a wide range of Members of Parliament, including the Labour Party, the National Party, the New Zealand First Party, the United Future New Zealand Party and the Green Party. Meetings also took place with the Business Committee of the House of Representatives. On regular occasions during the entire visit the Delegation was accompanied by members of Parliament. The Delegation was briefed by the Heads of Mission of the Member States to New Zealand, including the Delegation of the European Commission, and met also representatives of agriculture, academia and the press. Key items discussed during the meetings were the EU-New Zealand relationship; Common Agriculture Policy reform; development aid to the Pacific region; New Zealand's free trade agreement with China; internal New Zealand politics, in particular the Mixed Member Proportional representation system (MMP) that has been in operation since 1996; the post-enlargement EU and the draft constitutional treaty; world affairs and global security. -

Racing Industry Reforms Advising Agency Department of Internal Affairs Decision sought Agree to transition the racing industry through the creation of a new transitional agency, decision on two new betting products, repeal betting levy, move provision for funds disbursement to Regulations (from primary legislation). Proposing Minister Minister for Racing Summary: Problem and Proposed Approach Problem Definition: What problem or opportunity does this proposal seek to address? Why is Government intervention required? The racing industry is in a state of decline. In April 2018 the Minister for Racing advised Cabinet of his concerns regarding the racing industry. An industry expert, John Messara, was commissioned to assess the racing industry and his report (the Messara Report) discusses many of the reasons for its decline. Some of these are due to competitive inroads into the betting industry from offshore. Some are about the governance structure needing to change to better focus the industry on its commercial activities. Others are due to the large number of racing venues and the challenge of upgrading facilities. The Government has committed to reform the industry to address these issues. It is in the government’s interests to revitalise the racing industry. This will lead to increased employment opportunities, support for provincial communities and an increase in the industry’s contribution to the economy. This in turn will increase the Crown’s taxation revenue from the industry. Not proceeding with the reforms risks that these gains won’t be realised. The racing industry’s importance to the New Zealand economy, including provincial communities and businesses, reinforces the case for Government intervention.
