The Campbell Housing Apartments are of heritage significance as a notable example of a residential apartment complex, designed by Harry Seidler and based on the 1950s European housing projects by the famous pioneer of the Modern Movement, Le Corbusier. The apartments are important for their planning layout which includes an internal central corridor providing access to split-level apartments. The housing is the only known example in Canberra of an apartment complex with such a planning layout, where the central internal corridor provides access to two levels of accommodation combining with split-level planning to allow the individual apartments to extend the full depth of the building. This planning approach was specifically devised to provide views from each side of the apartment and to facilitate cross-flow ventilation for natural passive climate control. FEATURES INTRINSIC TO THE HERITAGE SIGNIFICANCE OF THE PLACE The attributes listed below are assessed as features intrinsic to the heritage significance of the place and warrant conservation: The building, including Central internal corridor Split level planning intended to enable: o the individual apartments to extend the full depth of the building, o cross-ventilation, and o front and rear windows of the apartments. APPLICABLE HERITAGE GUIDELINES The ‘Heritage Guidelines: General Conservation Guidelines for Historic Heritage Places 2011’ adopted under s25 of the Heritage Act 2004 are applicable to the conservation of Campbell Housing Apartments. The guiding conservation objective is that Campbell Housing Apartments, Edmondson Street, Campbell, shall be conserved and appropriately managed in a manner respecting its heritage significance and the features intrinsic to that heritage significance, and consistent with a sympathetic and viable use or uses. Any works that have a potential impact on significant fabric (and / or other heritage values) shall be guided by a professionally documented assessment and conservation policy relevant to that area or component (i.e. a Statement of Heritage Effects – SHE). REASON FOR REGISTRATION Authorised by the ACT Parliamentary Counsel—also accessible at www.legislation.act.gov.au Campbell Housing Apartments, Campbell has been assessed against the heritage significance criteria and been found to have heritage significance when assessed against two criteria under the ACT Heritage Act: (f) it is a rare or unique example of its kind, or is rare or unique in its comparative intactness (g) it is a notable example of a kind of place or object and demonstrates the main characteristics of that kind ASSESSMENT AGAINST THE HERITAGE SIGNIFICANCE CRITERIA Pursuant to s.10 of the Heritage Act 2004, a place or object has heritage significance if it satisfies one or more of the following criteria. Significance has been determined by research as accessed in the references below. Future research may alter the findings of this assessment. (a) it demonstrates a high degree of technical or creative achievement (or both), by showing qualities of innovation, discovery, invention or an exceptionally fine level of application of existing techniques or approaches; The Campbell Housing does not meet this criterion. (b) it exhibits outstanding design or aesthetic qualities valued by the community or a cultural group; There is no evidence to suggest that any design or aesthetic qualities of the Campbell Housing are valued by the community or a cultural group. The Campbell Housing does not meet this criterion. (c) it is important as evidence of a distinctive way of life, taste, tradition, religion, land use, custom, process, design or function that is no longer practised, is in danger of being lost or is of exceptional interest; Campbell Housing does not meet this criterion. (d) it is highly valued by the community or a cultural group for reasons of strong or special religious, spiritual, cultural, educational or social associations; The Campbell Housing does not meet this criterion. (e) it is significant to the ACT because of its importance as part of local Aboriginal tradition The Campbell Housing does not meet this criterion. (f) it is a rare or unique example of its kind, or is rare or unique in its comparative intactness The Campbell Housing Apartments demonstrate a unique aspect of residential housing apartments within the ACT, being the only residential apartments in the ACT to have a central internal corridor leading to split-level apartments, to allow the individual apartments to extend the full depth of the building; a planning approach specifically devised to provide views from each side of the apartment and to facilitate cross-flow ventilation for natural passive climate control. The Campbell Housing Apartments meet this criterion. Authorised by the ACT Parliamentary Counsel—also accessible at www.legislation.act.gov.au (g) it is a notable example of a kind of place or object and demonstrates the main characteristics of that kind Harry Seidler’s design for the Campbell Housing Apartments provides a notable example of residential housing apartments within the ACT. The main characteristics of this kind of place, demonstrated in the apartment complex, include a self-contained housing unit that occupies only part of a building, and contains a kitchen, bathroom, bed rooms and a living room. Based on Le Corbusier’s 1950s housing projects in Europe, Seidler’s design of the apartment complex where the central internal corridor located at the upper middle level provides access to the split-level apartments, demonstrating a novel planning approach to the internal layout of the apartments. The housing is the only known example in Canberra of an apartment complex where the central internal corridor provides access to two levels of accommodation combining with split- level planning to allow the individual apartments to extend the full depth of the building; a planning approach specifically devised to provide views from each side of the apartment and to facilitate cross-flow ventilation for natural passive climate control. The Campbell Housing Apartments meet this criterion. (h) it has strong or special associations with a person, group, event, development or cultural phase in local or national history An architect has an association with any design or plan on which he has worked. A strong or special association would require that the association is beyond the ordinary, and that there is something which differentiates it from other similar places and objects associated with the architect. There is nothing particularly strong or special about the relationship between the Campbell Housing and its architect, Harry Seidler which sets this association apart from other buildings in the ACT designed by Seidler. It is one of eight buildings in the ACT designed by Seidler, and is not one of the best examples of his work, nor an example for which he is best known. The Edmund Barton Offices (Trade Group Office) is commonly known as Seidler’s best work in the ACT, demonstrating aspects of late-twentieth century International style of architecture. The Campbell Housing does not meet this criterion. (i) it is significant for understanding the evolution of natural landscapes, including significant geological features, landforms, biota or natural processes The Campbell Housing does not meet this criterion. (j) it has provided, or is likely to provide, information that will contribute significantly to a wider understanding of the natural or cultural history of the ACT because of its use or potential use as a research site or object, teaching site or object, type locality or benchmark site The Campbell Housing does not meet this criterion. (k) for a place—it exhibits unusual richness, diversity or significant transitions of flora, fauna or natural landscapes and their elements The Campbell Housing does not meet this criterion. Findings x The study period (1945-1975) was an exciting and challenging era that determined much of the present physical form of Central Sydney and resulted in outstanding architectural and civic accomplishments. x There were an unprecedented number of development projects undertaken during the study period, which resulted in fundamental changes to the physical fabric and character of Central Sydney. x The buildings are an historical record of the changing role of Australia in an international context and Sydney’s new-found role as a major world financial centre. Surviving buildings provide crucial evidence of the economic and social circumstances of the study period. x Surviving buildings record the adaptation of the Modern Movement to local conditions, distinguishing them from Modern Movement buildings in other parts of the world. x The overwhelming preponderance of office buildings, which distinguishes Central Sydney from all other parts of NSW, is offset by the presence of other building typologies such as churches, community buildings and cultural institutions. To the south is the MLC Centre (1971-77), and on the northern corner stands the interwar MLC building of 1938. The company has a long association with the area, with the Citizens’ Life Assurance Company established in 1886 and headquartered at 21-25 Castlereagh Street. The MLC Company came into being in 1908 with the amalgamation of the Citizens’ Life Assurance Co. Limited and the Mutual Life Assurance Association of Australia. This paper examines the history of the 1938 and 1977 buildings as a means to understanding and elucidating not only the development of the company, but also changing attitudes to how it represented itself through specific buildings, and how the function and public presence of each building chart a shift in urban design attitudes and the use of public space.

    1 Airport OLS Penetrations by Existing and Planned Structures in the Sydney and Brisbane CBD It is crucial that the safety implications arising from the recent incidents involving a Qantas airbus A380 following take-off at Singapore airport on the 4th of November, 2010 and a B747 departing the same airport two days later are fully appreciated by governments at all levels. Although the problems were serious enough, they could have been a lot worse and could well have occurred at Brisbane or Sydney airports. To further illustrate what happened to the A380, the following interim list of 18 items damaged by the exploding engine was released to the media on the 11/11/2010. 1.Massive fuel leak in the left mid fuel tank (there are 11 tanks, including in the horizontal stabiliser on the tail); 2.Massive fuel leak in the left inner fuel tank; 3. A hole on the flap fairing big enough to climb through; 4 The aft gallery in the fuel system failed, preventing many fuel transfer functions; 5 Problem jettisoning fuel; 6 Massive hole in the upper wingsurface; 7 Partial failure of leading edge slats; 8 Partial failure of speed brakes/groundspoilers; 9 Shrapnel damage to the flaps; 10 Total loss of all hydraulic fluid in one of the jet'stwo systems; 11 Manual extension of landing gear; 12 Loss of one generator and associatedsystems; 13 Loss of brake anti-skid system; 14 No.1 engine could not be shut down in theusual way after landing because of major damage to systems; 15 No.1 engine could not beshut down using the fire switch, which meant fire extinguishers would not work on thatengine; 16 ECAM (electronic centralised aircraft monitor) warnings about the major fuelimbalance (because of fuel leaks on left side) could not be fixed with cross-feeding; 17 Fuelwas trapped in the trim tank (in the tail) creating a balance problem for landing; 18 Left wingforward spar penetrated by debris With so much damage to the aircraft, it’s clear that all on board were extremely lucky.

    Mr Harry Seidler AC OBE The degree of Doctor of Science in Architecture (honoris causa) was conferred upon Harry Seidler at the Architecture ceremony held on 6 April 2000. Citation Chancellor I have the honour to present to you Harry Seidler for admission to the degree of Doctor of Science in Architecture, honoris causa. Harry Seidler was born in Vienna in 1923 and migrated to Britain when Austria was invaded shortly before the Second World War. In 1939, he was sent with other Germans and Austrians to Canada where he was admitted to study Architecture at the University of Manitoba. He graduated in 1944 and was accepted by the Harvard Graduate School of Design to do post-graduate work with Walter Gropius and Marcel Breuer. Later he spent some time with the painter Joseph Albers at Black Mountain College, North Carolina, and subsequently worked with Breuer in New York. He was also, for a brief time, with Oscar Niemeyer in Rio. In 1948, he came to Sydney, and in 1951, won the Sir John Sulman Medal for the first house he built in Australia, the Rose Seidler House at Turramurra. Seidler was exceptionally fortunate in his outstanding teachers, and his youthful international experience. Both influences made him sensitive to cultural differences, and throughout his career as an international architect, his buildings have acknowledged these. In his early years in Sydney, domestic architecture was his main preoccupation. He built houses and high rise apartment blocks in many Sydney suburbs, all of which are recognizable by their strong structural features. In 1960, Seidler began to work with the Italian engineer Pier Luigi Nervi, on the cylindrical tower for Australia Square.

    Progress in Planning 63 (2005) 11–160 www.elsevier.com/locate/pplann Urban design in central Sydney 1945–2002: Laissez-Faire and discretionary traditions in the accidental city John Punter School of City and Regional Planning, Cardiff University, Cardiff CF10 3WA, UK Abstract This paper explores the laissez faire and discretionary traditions adopted for development control in Central Sydney over the last half century. It focuses upon the design dimension of control, and the transition from a largely design agnostic system up until 1988, to the serious pursuit of design excellence by 2000. Six eras of design/development control are identified, consistent with particular market conditions of boom and bust, and with particular political regimes at State and City levels. The constant tensions between State Government and City Council, and the interventions of state advisory committees and development agencies, Tribunals and Courts are explored as the pursuit of design quality moved from being a perceived barrier to economic growth to a pre-requisite for global competitiveness in the pursuit of international investment and tourism. These tensions have given rise to the description of Central Sydney as ‘the Accidental City’. By contrast, the objective of current policy is to consistently achieve ‘the well-mannered and iconic’ in architecture and urban design. Beginning with the regulation of building height by the State in 1912, the Council’s development approval powers have been severely curtailed by State committees and development agencies, by two suspensions of the Council, and more recently (1989) by the establishment of a joint State- Council committee to assess major development applications.

    UNIVERSITY OF NSW HARRY SEIDLER UNSW TALK 2 FORM RELATIONS IN BAROQUE AND MODERN ARCHITECTURE 17-4-1980 INTRODUCTION [0.00] Sydney architect, Harry Seidler, was appointed visiting professor in architecture at the University of New South Wales for the first semester of 1980. He was born in Vienna in 1923. After studies in England he graduated from the University of Manitoba in Canada. Later, he did post graduate work at Harvard University under the founder of the Bauhaus, Walter Gropius, and studied design under the painter, Josef Albers. In 1948 Seidler started to practice in Sydney and the many buildings he has completed since then have earned him an international reputation. Amongst his best known buildings is Sydney’s Blues Point Tower, Australia Square and the MLC Centre and Canberra’s Trade Group offices. A recent overseas work is the Australian Embassy in Paris. This lecture is the first of two lectures which deal with baroque architecture and the parallels and form relations that exist between baroque and modern architecture. To suggest that there could be any relation at all between what we generally refer to as modern architecture and the baroque period would have been considered almost preposterous until recently. Most people would have agreed that those two things are just so far apart that any relation between them would be quite irreconcilable. Now, modern architecture has now reached a level at which it can afford almost greater concern with historical continuity and there’s generally a greater willingness to look again at periods of history and find not only evidence of historical continuity which is beginning to be more and more important to those concerned with the development of architecture but to also find in certain respects a new appreciation and particularly for periods that have to their credit such amazing achievements as the seventeenth and eighteenth centuries.
