    The Rifle Club Movement and Australian Defence 1860-1941 Andrew Kilsby A thesis in fulfillment of the requirements for the degree of Doctor of Philosophy University of New South Wales School of Humanities, Arts and Social Sciences Faculty of Arts and Social Sciences February 2014 Abstract This thesis examines the rifle club movement and its relationship with Australian defence to 1941. It looks at the origins and evolution of the rifle clubs and associations within the context of defence developments. It analyses their leadership, structure, levels of Government and Defence support, motivations and activities, focusing on the peak bodies. The primary question addressed is: why the rifle club movement, despite its strong association with military rifle shooting, failed to realise its potential as an active military reserve, leading it to be by-passed by the military as an effective force in two world wars? In the 19th century, what became known as the rifle club movement evolved alongside defence developments in the Australian colonies. Rifle associations were formed to support the Volunteers and later Militia forces, with the first ‘national’ rifle association formed in 1888. Defence authorities came to see rifle clubs, especially the popular civilian rifle clubs, as a cheap defence asset, and demanded more control in return for ammunition grants, free rail travel and use of rifle ranges. At the same time, civilian rifle clubs grew in influence within their associations and their members resisted military control. An essential contradiction developed. The military wanted rifle clubs to conduct shooting ‘under service conditions’, which included drill; the rifle clubs preferred their traditional target shooting for money prizes.

The first members of his family to come to Van Diemen’s Land were Frederick Lewis von Stieglitz and two of his brothers who arrived in 1829. Henry Lewis, another brother, and the father of John Charles and grandfather of Karl, arrived the following year. John Charles von Stieglitz, after qualifying as a surveyor in Tasmania, moved to Northern Queensland in 1868, where he worked as a surveyor with the Queensland Government, later acquiring properties near Townsville. In 1883, at Townsville he married Mary Mackenzie, who died in 1883. Later he went to England where he married Lillian Stead in London in 1886. On his return to Tasmania he purchased “Andora”, Evandale: the impressive house on the property was built for him in 1888. He was the MHA for Evandale from 1891 to 1903. Karl von Stieglitz visited England with his father during 1913-1914. After his father’s death in 1916, he took possession of “Andora”. He enlisted in the First World War in 1916, but after nearly a year in the AIF (AMC branch) was unable to proceed overseas due to rheumatic fever.

    1 AUSTRALIAN NATIVE PLANTS SOCIETY NATIONAL CONFERENCE SPEECH BY HER EXCELLENCY PROFESSOR THE HONOURABLE KATE WARNER AC GOVERNOR OF TASMANIA WREST POINT, SANDY BAY, MONDAY 15 JANUARY 2018 Good morning delegates, and thank you for inviting me to open the Australian Native Plants Society national conference. I begin today by paying my respects to the Mouheneener people, the traditional and original owners of this land ̶ those who have passed before us; and in acknowledgement of today’s Tasmanian Aboriginal community, being the custodians of this land. I am informed that your conference is a biennial event that brings you together from all around Australia and that there a few delegates from overseas too.1 I wish to warmly welcome all of you to Tasmania and I do hope you get a chance to explore our beautiful island while you are here. I know that there are excursions during the conference and also pre- and post conference excursions for delegates. There is so much to see. I am a keen bushwalker and like many Tasmanians have walked the overland track, including climbing Pelion West and Mt Oakleigh and marvelled at the wonderful flora which provided a welcome distraction during those, for me, quite challenging climbs. And I have also enjoyed the four-day Freycinet Experience walk in Spring with Sib Corbett as a guide explaining the flora and finding and identifying native orchids for us. I understand that Sib designed the Tasmanian section of the Botanical Gardens here in Hobart. And I can see from your program that Dr Keith Corbett is presenting about the Tasmanian Bushland Garden near Buckland, NE of Hobart, which I can strongly recommend.

Most of their staff are engaged in direct service to the present university community or in acquiring and making the basic finding records for books, periodicals, tapes and other information sources. Compiling a catalogue of manuscripts is a different type of operation which university libraries can all too seldom afford. It is a painstaking, detailed, time-consuming operation for which a busy library and busy librarians find difficulty in finding time and protecting that time from the insistent demand of the customer standing impatiently at the service counter. Yet a collection of manuscripts languishes unusable and unknown if its contents have not been listed and published.

THE GEORGE ELIOT CENTENARY OF 1919 By Margaret Harris The centenary of George Eliot's birth in 1919 was recognized as an opportunity to commemorate her connection with the parts of Warwickshire where she was born and spent her early life. While her association with Coventry and Nuneaton had been noted during her lifetime and in obituaries, and emphasized again when George Eliot's Life as related in her letters and journals, arranged and edited by her husband J. W. Cross was published in 1885, there were some inhibitions about too enthusiastically claiming an agnostic libertine as a local celebrity. Both Nuneaton and Coventry chose to celebrate the centenary, and reconstruction of these celebrations provides particular insight into the reputation of George Eliot immediately after the First World War. The move to acknowledge George Eliot in the places where she spent her early life, and to identify her with the area, can be seen as part of a more general interest in literary tourism and regionalism going back into the eighteenth century and intensifying early in the twentieth.' The classic centre was not far to seek, in Stratford-upon-Avon sixteen miles to the south of Coventry.
