REBRANDING OF RESPA ' E 1. A NEW RESPA - THE WAY FORWARD i The Retired Senior Police Officers' Association of Malaysia (RESPA) was registered in 1984 as a society vide regisfiation number PPM 013-14-17051984. It was then known as ttre Sri Venning Club. In 1994 the Sri Verming Club was renamed The Retired Senior Police Officers' Association ofMalay- sia and has been known by the acronym RESPA since then.

31ST AIINUAL GENERAL MEETING (AGM) OF'RESPA RESPA held its 3lst Annual General Meeting (AGIO on 13 June 2015 at the Kuala Lumpur Intema- tional Hotel (KLII!, Kuala Lumpur. At the AGM new RESPA office - bearers were elected for the yeas 2015-2017. Within a short span of one weelq the newly-elected office-bearers held the lst Management Committee Meeting (MCIO on 20 Jurie 2015 at the meeting room of the Training Branch, Headquarters, Bukit Aman, Kuala Lumpur. The lst MCM duly established the following Comcil and Bureaus as the positive way forward to building an effective RESPA: l. PresidentialCouncil; 2. BusinessDevelopmentGeneralAdministration; 3. Investnant Realty; 4. Membership,Branches; 5. Newsletter; 6 Medi4 Publicity; 7. Constitution,Legal; 8 Organisational Relations; 9. Welfare, Networking, Social, Women's Affairs; 10. Sports,Recreation; I l. RESPA Cooperatives; and 12. SpecialAssignment.

The new Management Committee, comprising the Presidential Council and the various Bureaus, is focused to serve with enthusiasm for the longterm development of RESPA. This is the new beginning ofRESPA.

THE NEW BEGINNING OF RESPA The new begiruring augurs well for RESPA. This new beginning is reflected in the good team work of the Management Committee, with each and everyone supporting each other as a Team and moving forward in unison to work for a better RESPA. The Team has charted its vision and mission to promote cooperation and mutual respect among RESPA members to bring about social integration and close relationship. ThisisinlinewithRules2.l,Z.2and2.3oftheAimsandObjectivesofREsPAunderits Constitutional Rules. The Team is conscious in pursuing these Aims and Objectives sincerely towards building RESPA into a strong and respected organisation, free from any unhealthy outside influence and interference. 2015 -.Volul}e.tl€:

In frutherance of its Rule 2.4, RESPA is beginning to connect and engage with different sectors of the community, the private organisations and public agencies. In this respect,SFSPA is shiving to project itself as an organisation comprising members who are experts with ltndvledge and experience, in particular law enforcement and security management. RESPA wi[ gndually gain recognition as a reservoir of experts who have the experience, knowledge and expertise tocontribute to the well-being of society and the Nation. As an extension, RESPA has been making progress in establishing ties with similar organisations in the ASEAN countries and the United Kingdom towards complementing each other in social activities and mutual benefits.

With the advent of the new beginning, RESPA will have easier passage to pursue its aims and objec- tives as stated from Rules 2.5 to 2.8 relating to Investrnen! RESPA Foundatiorl Funds and Donations and matters pertaining to Realty. This scenario will come about when RESPA has achieved a measure of recognition and success in implementing Rules 2,1 to 2.4.

THE WAY FORWARI) RESPA with its present membership of 696 and increasing steadily, has the numpower and expertise to move forward as a class of its own. We salute the past leadership and management for guiding and moulding RESPA into what it is today. The way forward is for us, members ofRESPA, to be focused by staying active, healthy and strarp. Age is just a number. With the new beginning, we have the will, capacity and capability to commence transfomring RESPA into a strong, united and respected organi- sation.

(DATO' WONG PUI LAM, tr+19) 2. REVIEW OF RESPA's CONSTITUTION RESPA has as its origin the Seri Verming Club, a social club by and for retired senior police officers. Itwas named after and initially located,attheGazettedPolice Officers Mess inVenning Road (now the PDRM Museum). It was formed in 1984 and we have no record or copies of its Constitutional Rules. In 1995 the Seri Veruring Club and was registered as the Retired Senior Police Officers Association (RESPA). Though we may have changed our name, objectives and concept, RESPA's Constitutional Rules of April 1995 constrained us to being a stand-alone social club for retired senior police officers resident in the Valley. Unfornrnately, that was the perception ofRESPA held by ttre majority of retired senior police officers, the PDRM and the Minisfiy of Home Affairs.

In20l2 RESPA rewrote its Constinrtional Rules to enable it to function as a supportive, effective and relevant nationwide association of and for retired senior police officers. Since 2012 we have had teething problems and lessons have been leamt and we have been submitting amendments to the Registrar of Societies at every AGM. At the RESPA 2nd EGM l lttr July 2015 (follow-up to the RESPA 3 I st AGM 13th June 201 5) a resolution was passed for the Management Committee to under- take a comprehensive review of RESPA Constitutional Rules and submit its recommendations at the 32nd AGM 2016. Members who wish to submit their views/proposals are welcomb to do so but please back up your views/proposals with the reason/rationale to support it. This AGM was exceptional arid nothing like any of our previous AGMs. This was an election year AGM and whereas in previous elections, nomination/campaigning (if any) was on an individual basis, this time it was "u.rJidut" by teams - Team A, Team B ala MCA. The previous record for AGM attendance was 95 atthe2gth AGM 2013. The attendance at this AGM was 184 members and including members' wives/friends who came to assist in registration, vote counting etc. totalled 200 present. Dato' Mangsor and his AGM Preparation Sub-Committee had estimated and catered for an attendance of 150 members and fortunately, being in a hotel, were able to make last minute arrangements for food and seating. Unfortunately, we could not do the same in the case of door gifts (RESPA souvenir mugs and RESPA blazer badges) and a number of members present did not receive these gifts. RESPA tenders its apologies to affected members and the oncoming Management Committee will be forwarding the door gifts to them.

RESPA's AGM was honoured with the presence of Tan Sri Abu Zahat Anika Ujang, president of the Senate and Dato' Seri Noor Rashid Ibrahim, Deputy Inspector General of Police.

The AGM commenced with members being addressed by: - RESPA Pressident Dato' Yazid Baba who welcomed our VIP guests. He then spoke of his achievements as RESPA President i.e. obtaining donations totalling RM110,000, increasing RESPA membership, the RESPAN/Sembilan Road Show and establishment of N/Sembilan Pro-tem Branch. - Tan Sri Abu Zahar Anlka Ujang (RESPA member L.005) advised on the need for RESPA to increase its membership, be proactive in matters related to the nation, community and policing. That if RESPA wanted to have an impact on the government, it needed the numbers, be united and speak with one voice and have public awareness. He pledged to donate not more than RM10,000 to RESPA' - bato Seri Noor Rashid Ibrahim said that the legacy of service left behind by RESPA members has added to the performance and efficiency of the PDRM. He stated that though RESPA members may have retired they are still viewed as part of the PDRM and can contribute to the development of the PDRM. He also advised RESPA members to be wary of information on the social media unless or until it is verified by authorised sources. The minutes of the 30th AGM, the Annual Report and the Financial Account were presented and passed. In Matters Arising, Dato Setia Mohd Isa Mohd Salleh questioned ihe role of RESPA's private company MURNI in possible joint ventures with private sector companies in the development of PDRM vacant land.Dato Mohd Ismail CheRus and Dato Mohd Nawawi Ismail who had knowledge of the matter provided detailed answers.

As time was running short (we had use of the Hotel's Banquet Hall until 2.30pm) Dato Yazid Baba decided to bring the Election of the Management Cqmmittee forward and to have lunch while the votes were being counted and then continue with the rest of the AGM's agenda.

Tan Sri Mohd. Zaman Khan was appointed by members present as the Election Chairman. The number of nominations for the various positions in the Management Committee were as follows:-

Puan Eliza Jasmin Hashim was responsible for organising the election and she and her team of "election specialists" did a splendid job. She had the good sense to print more than 150 ballot papers or else we would have been up the gum tree. However, the number 184 proved a little too much when it came to counting the votes for the 22 Committee Member nominees.

Results for the President and Deputy Presidents came out just after lunch and members started to drift off. By the time the counting of the votes for the Committee Members was completed it was well past 3.30 pm. Most of the members had left, the hotel staff were arranging things for a function and there was no way we could continue with the AGM. It was then decided to complete the unfinished agenda of the AGM at an Extra-Ordinary General Meeting.

Who were the winners or losers? We are all RESPA members. There were no Winners or Losers. RESPA was the WINNER!!

Therefore the agenda of the EGM would be confined solely to the following matters: Election of three (3) Internal Auditors Election of three (3) Trustees Passing of proposed resolution to amend the Constitution.

4. A resolution that the Management Committee undertake a comprehensive review of RESPA's Constitution and present its recommendations at the 32nd AGM 2016 was passed.

5. A Lucky Draw of 3 Samsung Smart Phones as prizes that was scheduled to be held at the end of RESPA's 3lst AGM had to be put off due to lack of time and as most members present, left early. The Lucky Draw was held at this EGM and the winners were S.Divakaran, Eliza Jasmin Hashim and Dato' Roslan Ahmad.

,KIT KE RANCE VERSARY At 5.00 am23rd February 2015,Dato' Mangsor Ismail, Dato' Ali?nad Tejuddin Abdul Majeed, Dato' Salamuddin Hj Falizan, Abdul Aziz Mohd Yusof, James Lai and Butch Walker accompanied by Supt. Effendi of the Police Retirees Division left Bukit Aman for Bukit Kepong. We were RESPA's representatives to commemorate the 55th Anniversary of the gallant defence of Bukit Kepong Police Station that was attacked and demolished by about 200 Communist Terrorists in the early hours of the morning on 23rd February 1950.

The Remembrance Ceremony was organised by the Johore Police and it was well attended. There was a parade with a Guard of Honour, a speech, a short recreation of the attack, a brief description of the attack by a lady who at the time was the young daughter of one of the policeman, followed by a "sajako'. We then visited the cemetery and paid our respects at the graves of our men. We had lunch and returned to Kuala Lumpur. During the course of the morning we met with Dato' J.J.Raj Jr. who was OCPD Pagoh District at the time of the attack'

RESPA LENDS A HELPING HAND "{ 6th July 2015 - RESPA'BUKA PUASA'DINNER FOR ORPHANS A special "Iftar Ramathan" dinner was held at the DIMA Restaurant, The Oasis, for 65 orphans from Rumah Kasih Darul Hasanah, Ampang. The inner was jointly organised by RESPA and the family of the owner of DIMA Restaurant. RESPA's President Dato' Mohd Ismail Che Rus and his wife Datin Hasnah presented "Duit Raya" to the children. l5 RESPA members, inclusive of Dato'Wira Ayob and the Welfare Sub-Committee members attended the dinner. Ilth August 2015 - CHEQUE PRESENTATION A cheque of RMl0,000 was presented to Dato' Hamzah Shamsuddin at his home by RESPA's Deputy President Dato Mangsor Ismail. Dato' Hamzah Shamsuddin have been seriously ill and had been admitted to hospital but is well on his way to recovery. The money was donated by his friends in RESPA to help in his medical expenses. I. WELFARE i. To take notice and organise visits on members who are invalid and house bound or placed in any retirement homes or hospitalised. ii. To attend funeral of members and give moral support to the bereaved family. iii. To fulfil other social responsibilities in respect of welfare concerns and charity initiatives by way of voluntary services, financial contributions and donations in kind.

2. NETWORKING i. To network with welfare, women, religious organisation and participate in such activities as part of our civic engagement. ii. To disseminate information to all members with regards to death, hospitalisation etc. (such as time and place of burial or name of hospitals and ward where member is undergoing treatment) within existing organisational structure and communication framework eg. whattsapp, facebook, website, sms, etc. iii. To maintain liaison with the Bahagian Kebajikan and Bahagian Pesara Polis in Bukit Aman and to advise members regarding the benefits provided by the government. iv. To maintain registry of hospitals and their areas of specialisations and available treatment for ease of reference to members. (eg. Putrajaya Hospital-cancer treatment, Hospital - eye specialist) v. SPORTS & RECREATION SUB.COMMITTEE 1 Golf section is being re-actived. It is headed by Dao' Salamuddin Hj Falizan, assisted by En. Lai Kim Hon and Tuan Hj Mohsir Arshad. We are going to organize our bi-monthly medal jointly with SANG SAKA BIRU EVERGREEN (SSBE) starting from August this year (2015). The first joint bi-monthly would be held on l8 Aug 2015 at MONTERES GOLF CLUB.

Members of RESPA are automatically accepted as members of SSBE because it is not a registered body whereby anybody can participate in its game; on the other hand members of SSBE are not necesarily members of RESPA which is registered organization. Therefore in any joint game with SSBE we will introduce 2 categories of prizes, ie. one for RESPA members and the other for SSBE golfers. Winners from RESPA are entitled for both categories, while winners from SSBE golfers who are not members of RESPA are entitled for one category only. In view of this members of RESPA have to pay slightly more than SSBE golfers (about RM20.00 extra) to cater for the additional prizes.

Apart from the joint bi-monthly medal RESPA will organize its Annual Championship Competition in conjunction with its AGM. We are also planning to organise an annual oversea trip perhaps in co-ordination with the programme organize by SITI 62 (Squad S 1 & T I 1962) and a "Fund Raising Competition" either in November 2015 or sometime next year.
