INTRODUCTION: The communities located within the Jamtara District are susceptible to the impacts from a variety of natural hazards. These communities may also be susceptible to the effects of human-caused hazards, namely terrorist related events. The Jamtara District Disaster Management Plan (DDMP) has been prepared under the authority of the Disaster Management Act 2005 to provide a framework for holistic and comprehensive disaster management within the Jamtara District. The plan is designed to enhance the District’s disaster management capacity by ensuring the necessary strategies are in place to provide a comprehensive (Prevention/Mitigation, Preparedness, Response and Recovery), all-agency, whole-of- government approach to disaster management through effective disaster management arrangements which may be applied in an all-hazards context. The plan also incorporates some hazard specific strategies for disaster management in respect to the hazards which have been identified through hazard analysis as having potential to cause the most significant losses within the community physically, psychologically and economically. The plan has been prepared by a planning committee comprised of representatives from the various entities such as Govt. of Jharkhand, Indian Institute of Management Ranchi (IIM Ranchi), United Nations Development Program (UNDP) who will have significant roles in disaster management operations. The plan is a dynamic document that may be amended as required to incorporate legislative changes and lessons learned from activations during disaster situations. The plan will also be reviewed periodically and amended as necessary to address the districts most significant risks as identified through hazard analysis, and ensure compliance with current best practice procedures in disaster management planning. 1.1 Objective of the Plan The objective of the Plan is to minimize the loss of lives and social, private and community assets because of natural and manmade disasters – 1. To assess the risks and vulnerabilities associated with various disasters. 2. To develop appropriate disaster prevention and mitigation strategies. 3. To provide clarity on roles and responsibilities for all stakeholders concerned with disaster management so that disasters can be managed more effectively. 4. To develop and maintain arrangements for accessing resources, equipment, supplies and funding in preparation for disasters that might occur. 5. To ensure that arrangements are in place to mobilize the resources and capability for relief, rehabilitation, reconstruction and recovery from disasters. 1.2 Scope of the Plan 1. The District Disaster Management Plan will include all functions pertaining to disaster prevention, mitigation, preparedness, response, relief, recovery and rehabilitation. 2. This Plan will apply to disaster management administration for all possible hazards that the District is prone to. 3. It shall not be applicable to nuclear, biological and chemical disasters. 1.3 Need of the Plan 1. To integrate disaster risk reduction into sustainable development policies and planning; 2. To develop and strengthen institutional mechanisms and capacities to build resilience to hazards; 3. To systematically incorporate all international, regional, national and local disaster risk reduction strategies and approaches into the implementation of emergency preparedness, response and recovery. 4. To achieve a comprehensive, all hazard, all agencies approach by achieving the right balance of prevention, preparedness, mitigation, response and recovery; 5. Prepare communities to ensure that they are fully equipped to anticipate and respond to disaster events. Chapter 2: District at Glance 2.1 History of Jamtara The district was carved out on 26 April 2001 by separating four blocks-Kundhit, Nala, Jamtara and Narayanpur—of the erstwhile Dumka district. Earlier, it was a sub-division. In its long history it was a part of Birbhum under the Hetampur Raj and the Bardhaman Maharaja-Dhiraj.There are a few surviving former raj families in the district. Raja of Jamtara left everlasting impression on the culture and lives of the people of Jamtara and the adjoining area. The Zamindar family of Jamjuri had influence over a major portion of Kundahit and Fatehpur blocks. There are several historical sites waiting for study and exploration. The region was disturbed during the Santal Insurrection of 1854-55 under Siddhu and Kanhu. It is said that the insurgents moved village to village and gained sympathy. Legends are that one village headman, Gopal Mandal of Madhopur,now in Fatehpur Block, faced them with great honour, when all other villagers of the vicinity fled. He offered three muns of rice to the leaders and a night feast in the village ground. Scholar and intellectual Dr. Sharat Kumar Mandal is his grandson's grandson. Siddhu was captured at Ghatiyari, Narayanpur, now in this district. After the insurgence, a separate Santal Pargana district was created. Prior to the formation of Bihar, it was a part of Bengal. The people of this area speak Hindi, but Santali is the language of tribals. Bengali is also widely spoken. 2.2 Administrative Features: Jamtara Town is the administrative headquarters of this district. Earlier, it was a sub-division of Dumka District. IT is bounded by Dumka district in the north, Dhanbad in the south, Giridhi in the west and Deogarh in the northwest. The district comprises six blocks: Narayanpur, Karmatar, Jamtara, Fatehpur, Nala and Kundhit. 2.3 Map of Jamtara: 2.4 Demographic Trends: The district has a population of 791042 persons. The density of population is 437/km2. The population has increased about 21.12% in last 10 years. The growth rate was 19.85% between 1991-2001. 1. Total area in all four blocks comes under irrigation facility is 11,400 ha, which is only 11% of the total cultivable land (Net sown + current fallow). Area sown more than once is more in Jamtara block (5478 ha) followed by Nala (4267 ha), Kundhit (4174 ha) and very less area comes under double crop (754 ha) in Narayanpur block (Table 3.2). Pattern of average rainfall per year in all blocks are similar and average rainfall in the district recorded 1342 mm annually.

    13.1 : Salient highlights of Research 13.1.1 : GIS based Block level soil nutrient mapping Spatial variability in soil parameters including nutrients has been attributed to the parent material, topography, landforms, cropping pattern and fertilization history. Blanket nutrient recommendations further widen the variability and enhanced the risk of soil degradation in terms of soil organic carbon and nutrient depletion, acidity, green house gas emission, water and environmental pollution. Unfavorable economics on account of blanket recommendation are bound to adversely influence the enthusiasm of farmers to enhance investments in new technologies. This results in low farm productivity and poor soil health will jeopardize food security and agricultural sustainability. Soil nutrient mapping at district level was attempted in the past by collecting soil samples at the interval of two and half kilometer. The resultant map is being utilized for district planning. However, for translating the map information for farm planning soil sampling at closer interval (500 meter) is appropriate to capture all kind of variability in nutrient status. For bridging the outlined gaps NBSS & LUP, Nagpur and Regional Centre, Kolkata in collaboration with the Department of Soil Science and Agricultural Chemistry, BAU, Ranchi and Department of Agriculture & cane Development, Govt. of Jharkhand, has taken up a model project in Jharkhand state entitled “Assessment and Mapping of Some Important Soil Parameters including Macro & Micro Nutrients for Dumka, Jamtara and Hazaribagh districts for Optimum Land Use Plan”. The objective of the project is to prepare GIS aided block wise soil parameters maps including nutrients (Organic carbon, available N, P, K, S and available Fe, Mn, Zn, Cu, B and Mo) along with the maps of soil pH and surface texture block wise for Dumka, Jamtara and Hazaribagh districts of Jharkhand for helping in formulating optimum land use plan.

    Anand B. Rao is an Associate Professor at the Centre for Technology Alternatives for Rural Areas (CTARA) at the Indian Institute of Technology (IIT) Bombay, Mumbai. He teaches courses related to Energy, Environment and Climate Policy at CTARA, at IDP in Climate Studies and at the Department of Energy Science and Engineering at IIT Bombay. Anand received his Ph.D. from the Department of Engineering and Public Policy at Carnegie Mellon University, Pittsburgh, USA, focusing on the techno- economic and environmental aspects of carbon capture systems for power plants. His post-doctoral research, also at Carnegie Mellon University, was in the area of oxyfuel combustion and a comparative assessment of different carbon capture technologies. He holds a master’s degree (M.Tech.) in Environmental Science and Engineering and a bachelor’s degree (B.Tech.) in Chemical Engineering, both from the Indian Institute of Technology Bombay. His areas of research interest include Energy and Environment, Climate Change, Sustainable Development, Technology Assessment, Carbon Capture and Sequestration, Bioenergy, and Clean Development Mechanism.     BACKGROUND INFORMATION OF THE DISTRICT JAMTARA General Features of the District: Jamtara is a newly formed district of Jharkhand state. It came into existence on 26th April’2001. The district is located at a lower altitude of Chotanagpur plateau and its latitude and longitude vary from 23o –10’ to 24o 5’ north and 860 30’ to 870 15’ east, respectively. The small district of Jharkhand State comprises of only 4 blocks surrounded by Deoghar, Dumka, Girihdih an Dhanbad district, its east side boundary touching the boundary of West Bengal and we can see significant effect of Bengal culture on the people of Jamtara district. Chittranjan, Jamtara, Vidyasagar are the three railway stations (on main line Delhi to Howrah) situated in Jamtara district. Educational facilities for the people are not so good and only 6 colleges, 23 high schools, 101 middle and 503 primary schools are running in the jurisdiction of the district. Literacy percentage of the district is only 42%. As education, health care facility is also not satisfactory with only one referral hospital and 165 primary health centers including other centers are present in the district Agro Ecological Situation: The planning commission, Govt. of India, has divided the whole country into 15- agro climatic zones, Jharkhand State falls under VIIth Agro climatic Zone. This State is also divided into three-agro climatic regions i.e. IVth. Vth and Vith. Among the three, Jamtara district comes under the IVth ( Central and North Eastern plateau region) Agro climatic irrigation and cropping pattern, Jamtara district has been divided into four Agro- Ecological Situation ( AESs) for the purpose of SREP preparation.
