Response to Welsh Affairs Committee- Inquiry into Ports in Wales Introduction I am Jim O’Toole, Managing Director of The Port of Mostyn Ltd in Flintshire. I am a Deputy Lieutenant to the Clwyd Lieutenancy and a past Chairman of the North Wales CBI which I represented on the North Wales Economic Forum. I am also a member of the Bank of England Advisory Panel for North Wales, and also represent Welsh ports and industrial interests on the Dee estuary relating to the Water Framework Directive. I have more than 50 years experience in the shipping and ports industries. Regulatory Regime Ports is a reserved matter and current U.K. policy is contained in the document “Modern Ports” – a U.K. Policy – Nov. 2000. The Welsh Assembly Government ‘s parallel policies on ports are contained mainly in two policy documents: “The Wales Freight Strategy” - May 2008 and “Wales Transport Strategy” - April 2008. Neither of the Welsh documents contain what could be regarded as firm policies for Welsh port development, indeed the Transport Strategy document makes no more than a passing reference to ports and sea transport. The Wales Freight Strategy document provides an overview of the Welsh ports sector and contains 10 policy statements. However, scrutiny of the policy statements shows they are little more than intentions to “continue to review” and to “continue to monitor” various strategies for potential port development. I am therefore not convinced that the Welsh Assembly Government fully appreciates the importance of ports to the Welsh economy, hence its lack of firm policies which the industry can rely upon when considering development plans. -

SB 58/2013 11 June 2013 Rail Station Usage in Wales 2011-12 This Statistical Bulletin reports on the usage of rail stations in Wales. Information covers each station in Wales for the past three financial years, from 2009-10 to 2011-12, and for Wales and the UK as a whole back to 2004-05. The bulletin is based on the annual station usage report that is published by the Office of Rail Regulation (ORR). As part of this report the ORR publish a spreadsheet which lists the estimated station entries and station exits for each station on the UK rail network. Key results The total number of station entries/exits in Welsh stations has risen every year since 2004-05. Cardiff Central remains the busiest station in Wales with around one quarter of all station entries/exits. Rail station usage in Wales accounts for around 2 per cent of the UK total. Along the north coastline near Rhyl you’ll find the ingenious Rhuddlan Castle which was one of the strongest of Edward I’s castles. Just a 20 minute drive inland from here Denbigh Castle and Town Walls crown the summit of a prominent outcrop overlooking the Vale of Clwyd. Continue south and you’ll soon come across the glorious Rug Chapel and Llangar Old Parish Church, and travel a bit further east to reach the stunning Valle Crucis Abbey. Along with over half a mile of town walls, Denbigh Castle is a classic fortress of Edwardian proportions. Henry de Lacy, one of the king’s loyal commanders, was given control of the area and had the task of building the new castle. He couldn’t go far wrong with the king’s master mason, James of St George, at his side. It wasn’t all plain sailing however. A Welsh rebellion, led by Madog ap Llywelyn, captured the partly-built castle in 1294, but Edward’s dominance and the castle-building programme were soon restored. You can see for yourself the two phases of building work. -
