Fletcher* History, political theory, and economics were not wholly neglected even in the colonial colleges. But history was chiefly treated as the handmaiden of theology and the Greek and Latin classics, while economic and political matters were dealt with in the courses in moral philosophy and ethics. The American Revolution and the experience of constitu- tion-making gave a great impetus to the study of politics. In 1779, Thomas Jefferson was instrumental in bringing about a notable revision of the curriculum of William and Mary College whereby more emphasis was placed upon political studies; by 1792 a knowIedge of “NationaI Law, Law of Nations, and the general principles of politics” was required for graduation. Other colleges followed this example. In the two succeeding generations the Federalist was listed as a text in many catalogs, and Locke, Rousseau, Montesquieu, and the Declaration of Independence were often included in required reading. New books on moral philosophy appeared with an ex- panded political emphasis. In 1795 a professor at Columbia published a Systematic Treatise on Moral Philosophy: Com- prehending the Law of Nature-Ethics-Natural Jurispru- dence-General Economy-Politics-and the Lnw of Nations which he optimistically hoped would “inflame the American youth with a true love for their country.”’ The first rumblings of the industrial revolution produced a greater emphasis on economics (or political economy, as it wag called). Block Doctor of Philosophy in Rhetoric University of California, Berkeley Professor Pheng Cheah, Co-Chair Professor Andrew Shanken, Co-Chair This dissertation examines the academic career of William Robert Ware (1832-1915), an American architect who became the leading architectural educator in the late nineteenth century. Previous accounts of Ware have focused either on his work as a practicing architect or his role as a department builder at the Massachusetts Institute of Technology and Columbia University, where he imported the Beaux-Arts system of design instruction to the United States. This dissertation, in contrast, interprets archival documents and nineteenth-century architectural theory to situate Ware in relation to a number of core questions and concepts in the broader history of architectural expertise, including the construction of professional authority, the meaning of culture, the use of judgment, and the tension between creative expression and information processing. -

The Neglect of the French Liberal School in Anglo-American Economics: A Critique of Received Explanations Joseph T. Salerno or roughly the first three quarters of the nineteenth century, the "liberal school" thoroughly dominated economic thinking and teaching in F France.1 Adherents of the school were also to be found in the United States and Italy, and liberal doctrines exercised a profound influence on prominent German and British economists. Although its numbers and au- thority began to dwindle after the 1870s, the school remained active and influential in France well into the 1920s. Even after World War II, there were a few noteworthy French economists who could be considered intellectual descendants of the liberal tradition. Despite its great longevity and wide-ranging influence, the scientific con- tributions of the liberal school and their impact on the development of Eu- ropean and U.S. economic thought—particularly on those economists who are today recognized as the forerunners, founders, and early exponents of marginalist economics—have been belittled or simply ignored by most twen- tieth-century Anglo-American economists and historians of thought. A number of doctrinal scholars, including Joseph Schumpeter, have noted and attempted to explain the curious neglect of the school in the En- glish-language literature. In citing the school's "analytical sterility" or "indif- ference to pure theory" as a main cause of its neglect, however, their expla- nations have overlooked a salient fact: that many prominent contributors to economic analysis throughout the nineteenth and early twentieth centuries expressed strong appreciation of or weighty intellectual debts to the purely theoretical contributions of the liberal school. -

Introduction Let me begin by recognizing Malcolm Rutherford’s achievement here. In 1998, Geoffrey Hodgson, writing in the Journal of Economic Literature, could say that we lacked an adequate history of Institutionalist Economics. No longer. Thanks to Rutherford’s long labors in the archives, begun before the 21st century was, we now have a splendid history of Institutionalist Economics, and more generally, of the Institutionalist movement, and of American economics between the wars. This is a meticulous, carefully crafted, brick by brick reconstruction of an important but misunderstood era in economic and social thought. At its very best moments, you feel like you are peering into a lost world. Rutherford has produced the new standard against which future contributions will be measured, and also to which historians of American economics will be obliged to respond. Our charge in this symposium is to respond. 2. What the book does The structure of the book is straightforward: we are introduced to the founding group and its students, and we are given compelling portraits of some neglected but important figures, Walton Hamilton and Morris Copeland, who stand in for the first and second generations, respectively. Next we proceed to the core of the book, the professional milieu of the Institutionalist economists, the “personal, institutional, and programmatic bases” of the movement in the Institutionalist academic strongholds – Chicago, Wisconsin, Columbia, Amherst, Brookings, and the National Bureau. -

This study explores some of these similarities, focusing on the ideas and theories of Albion Small and Franklin Giddings, who were the most important sociologists in the United States at the turn of the twentieth century. Since the literature on the history of the interdisciplinarity of economics and sociology is somewhat scarce, this study aims to contribute to this historiography by considering the methodological and theoretical underpinnings of early institutional economics — mainly from the standpoint of Veblenian institutional economics. Economic history at MIT reached its peak in the 1970s with three teachers of the subject to graduates and undergraduates alike. It declined until economic history vanished both from the faculty and the graduate program around 2010. The cost of this decline to current education and scholarship is suggested at the end of the narrative. Economic history was central in the development of economics at the start of the century, but it lost its primary position rapidly after the Second World War, disappearing entirely a decade after the end of the twentieth century. I taught economic history to MIT graduate students in economics for 45 years during this long decline, and my account consequently contains an autobiographical bias. -

Hovenkamp: Regulation and the Marginalist Revolution REGULATION AND THE MARGINALIST REVOLUTION Herbert Hovenkamp* Abstract The marginalist revolution in economics became the foundation for the modern regulatory State with its “mixed” economy. For the classical political economists, value was a function of past averages. Marginalism substituted forward looking theories based on expectations about firm and market performance. Marginalism swept through university economics, and by 1920 or so virtually every academic economist was a marginalist. This Article considers the historical influence of marginalism on regulatory policy in the United States. My view is at odds with those who argue that marginalism saved capitalism by rationalizing it as a more defensible buttress against incipient socialism. While marginalism did permit economists and policy makers to strike a middle ground between laissez faire and socialism, the “middle ground” tilted very strongly toward public control. Ironically, regulation plus private ownership was able to go much further in the United States than socialism ever could because it preserved the rhetoric of capital as privately owned, even as it deprived firms of many of the most important indicia of ownership.
