Climate change with higher winter air temperatures and precipitation may also promote loading increase further. We analyzed long-term nutrient trends (2001–2020) based on year-round weekly water sampling and daily weather data from a boreal small agricultural watershed. In addition, nutrient retention was studied in a constructed sedimentation pond system for two years. We did not find any statistically significant trends in weather conditions (temperature, precipitation, discharge, snow depth) except for an increase in discharge in March. Increasing trends in annual concentrations were found for nitrate, phosphate, and total phosphorus and total nitrogen. In fact, phosphate concentration increased in every season and nitrate concentration in other seasons except in autumn. Total phosphorus and total nitrogen concentrations increased in winter as well and total phosphorus also in summer. Increasing annual loading trend was found for total phosphorus, phosphate, and nitrate. Increasing winter loading was found for nitrate and total nitrogen, but phosphate loading increased in winter, spring, and summer. In the pond system, annual retention of total nitrogen was 1.9–4.8% and that of phosphorus 4.3–6.9%. -

Paul Dittmann, 3 Canadian Forces Flying Training School Since the Second World War, Canada‟s armed forces have often represented the most prominent federal organization in the occupation and use of the Canadian Arctic. Economic development in the region came in fits and starts, hindered by remoteness and the lack of any long-term industry base. Today the Arctic‟s resource potential, fuelled by innovative technological advances, has fed to demands for infrastructure development. New opportunities in Canada‟s Arctic have, in turn, influenced a growing young population and their need for increased social development. Simultaneously, the fragile environment becomes a global focal point as the realities of climate change are increasingly accepted, diplomatically drawing together circumpolar nations attempting to address common issues. A unipolar world order developed with the geopolitical imbalance caused by the fall of the Soviet Union. This left the world‟s sole superpower, the United States (US), and its allies facing increased regional power struggles, international terrorism, and trans-national crime. Given the combination of tremendous growth in the developing world, its appetite for commodities, and the accessibility to resource-rich polar regions facilitated by climate change, Canada faces security and sovereignty issues that are both remnants of the Cold War era and newly emerging. The response to these challenges has been a resurgence of military initiatives to empower Canadian security and sovereignty in the region. Sovereignty in the Arctic
MARITIME LAW: SOVEREIGNTY IN THE ARCTIC KYLE MERCER* I. The Changing Arctic The Arctic region is changing literally and figuratively. In the literal sense, natural temperature variability and rising temperatures linked to global warming continue to cause the Arctic ice pack and Arctic sea ice to decrease at a concerning rate.1 Since 1979, NASA satellites have monitored and produced a constant record of the Arctic ice levels, substantiating this decrease.2 The period between 2007 and 2016 heightened global concern as the record indicates that the average annual decrease has become much more dramatic than that of decreases from previous years. The Arctic ice pack and Arctic sea ice has decreased by 40% since the satellite monitoring began in 1979. This period has seen the lowest levels of the Arctic ice pack and Arctic sea ice levels, unmatched in recent human history.3 A release by the National Snow & Ice Data Center has shown that the Arctic sea ice extent in 2017 has been the lowest since the satellite records began in 1979.4 Credible projections indicate that this trend will continue, and that it is likely to become more drastic. It is becoming widely known and increasingly noticeable that the once ice-entombed Arctic is melting. In the figurative sense, the Arctic will become a significant economic and geopolitical region of the world. The decrease of the Arctic ice pack and the Arctic sea ice will reveal untouched land and seabed, rich in oil and minerals, and expose previously unnavigable waters and shipping lanes during the summer months. -

Lately, numerous aDNA studies have turned the tide in favour of migrations, leaving only a few cases in Neolithic Europe where hunter-gatherers might have adopted agriculture. It is thus widely accepted that agriculture was expanding to its northern extreme in Sweden c. 4000 BC by migrating Funnel Beaker Culture (FBC) farmers. This was followed by intense contacts with local hunter-gatherers, leading to the development of the Pitted Ware Culture (PWC), who nonetheless relied on maritime prey. Here, we present archaeobotanical remains from Sweden and the Åland archipelago (Finland) showing that PWC used free-threshing barley and hulled and free-threshing wheat from c. 3300 BC. We suggest that these hunter-gatherers adopted cultivation from FBC farmers and brought it to islands beyond the 60th parallel north. Based on directly dated grains, land areas suitable for cultivation, and absence of signs of exchange with FBC in Sweden, we argue that PWC cultivated crops in Åland. While we have isotopic and lipid-biomarker proof that their main subsistence was still hunting/fshing/gathering, we argue small-scale cereal use was intended for ritual feasts, when cereal products could have been consumed with pork. Te frst FBC farmers reached the northernmost extreme of farming in east-central Sweden c. -

39 Multilateralism and Arctic Sovereignty: Canada’s Policy Options By Andrew Gibson Abstract: This paper will examine Canada’s policy options regarding Canadian sovereignty over the Arctic Ocean, and will recommend a policy of multilateral engagement. Canada claims full sovereignty over the Arctic Archipelago and its surrounding waters, as well as a more limited form of sovereignty in parts of the Arctic Ocean. There is significant strategic, environmental, and economic value to uncontested Canadian control of these waters. However, these claims are not recognized by other states and contravene accepted international rules laid out in the United Nations Convention on the Law of the Sea (UNCLOS). As Canada lacks the infrastructure and military power to effectively assert control of the region, as well as the diplomatic power to make other states recognize Canada’s claim, Canada should abandon its unilateral stance and pursue its claim through existing multilateral options: the UNCLOS and the Arctic Council. Canada’s claim to sovereignty in the Arctic is a complex and often misunderstood issue. Canada claims full sovereignty over the Arctic Archipelago and its surrounding waters, as well as a more limited form of sovereignty in parts of the Arctic Ocean. Unlike what has often been stated in the media, no states are making any claims to sovereignty over any additional land in the Arctic. In fact, no state has contested Canadian sovereignty over the Arctic Archipelago since the 1930’s1. Canada’s claims to both the waters surrounding the Arctic Archipelago and in the High Arctic, however, are contested. While the claims to the High Arctic are awaiting scientific research to be submitted to a UN commission, Canada’s claims to the waters of the Arctic Archipelago are unrecognized by other states, and contravene international law. -

KAREN L. JONES Karen L. Jones is a senior policy analyst and technology and market strategist at The Aerospace Corporation’s Center for Space Policy and Strategy. Jones has more than 30 years of experience across diverse industries, including federal government, information technology, telecommunications, remote sensing, satellite industry, environmental technology and services, oil and gas, mining, and renewable energy. Prior to joining Aerospace, Jones was a management consultant with Arthur D. Little and IBM Global Services. She has an M.B.A. from the Yale School of Management. MARTIN L. ROSS Martin N. Ross is an atmospheric scientist in Aerospace’s Launch Systems Division. Ross has over 30 years of experience performing research on the Earth’s climate and stratospheric ozone. He has managed airborne science campaigns for NASA and the National Oceanic and Atmospheric Administration (NOAA) and is a contributor to international studies such as the United Nations’ quadrennial “Scientific Assessment of Stratospheric Ozone Depletion.” Ross has published over 60 scientific papers covering a wide range of subjects in atmospheric science and rocket engine technology. Ross earned his Ph.D. in planetary physics from UCLA. SAMIRA PATEL Samira Patel is a policy analyst at Aerospace’s Center for Space Policy and Strategy. Her research includes space policy issues, satellite applications and services, and the commercial space sector. Prior to joining the center, Samira supported the Commercial Remote Sensing Regulatory Affairs Office at NOAA, where she focused on remote sensing licensing and the Advisory Committee on Commercial Remote Sensing activities.
