The Skating Club of Phoenix is pleased to announce our 39th Annual Phoenix Fiesta Skate Competition. Fiesta Skate 2016 will be conducted in accordance with the rules and regulations of U.S. , as set forth in the current rulebook, as well as any pertinent updates which have been posted on the U.S. Figure Skating website.

This competition is open to all eligible, restricted, reinstated or readmitted persons as defined by the Eligibility Rules, and is a currently registered member of a U.S. Figure Skating member club, a collegiate club or an individual member in accordance with the current rulebook. Please refer to the current rulebook for non-U.S. Citizens.

SERIES INFORMATION: This competition has been approved by U.S. Figure Skating as part of the National Solo Dance Series.

This competition is a qualifying event for National Showcase 2016.

TEST SESSION: A Test Session will be offered during the competition dates. Please go online to www.skatingclubofphoenix.com to obtain a test form application to submit by mail. The Guest Skater Fee, if applicable, will be waived for testers who are also Fiesta Skate competitors.

ELIGIBILITY/TEST LEVEL:

Test level: Competition level is the highest test passed as of the entry deadline in the discipline the skater is entering. Entrants may skate one level above that for which they qualify, but they may not skate down in any event. Skaters who placed in the top four in a final round of their last qualifying competition in their divisions must move up one level, except for novice and higher.

Age restrictions/requirements: Skaters entering juvenile free skate events (Well Balanced Program) must be under 14 years of age at the close of entries. Skaters entering open juvenile free skate events (Well Balanced Program), must be at least 14 years of age at the close of entries. 2

Skaters entering beginner–pre-juvenile events will be divided as closely as possible by age should the number of entries warrant more than one group.

It is very important to the success of the competition that skaters are placed in the correct level. If, for whatever reason, the Local Organizing Committee discovers that a skater has been placed in a category that is below their test level, the chairpersons and referee will have the option to move the skater into the proper level, even if this has to be done the day of the competition.

Age restrictions/requirements (continued): 1. Skaters will skate at the highest Basic Skills or USFS Free Skate test level passed, as of close of entries date. 2. Snowplow Sam and Basic Skills 1-8 skaters may not have passed any USFS tests, including MIF or individual dances. 3. Freeskate 1-6 and No Test skaters may not have passed any USFS free skate tests. 4. Skaters may not skate the same or different events at different levels except as noted.

Entries:  All skaters must register through Entryeeze.com and all entries must be complete by midnight on March 25, 2016. Skaters will not be permitted to compete until all fees have been paid.  Late entries may be accepted at the sole discretion of the Referee and competition committee and will be subject to a $25.00 fee.  Two entries constitute an event. Events with single entrants will be offered an exhibition or refund. Exhibition skaters will receive a medal.  Refunds will not be given for any reason after the close of entries. This includes, but is not limited to, medical/injury/illness and school/religious schedules. The online processing fees are not refundable. Contested credit card charges will be issued a $35 fee.  Notification of competition times will be available on Entryeeze. All registered competitors will be notified via email when the schedule is published.  Skaters must check in with your music at the registration table at least 60 minutes before their events. Any unresolved fee must be paid at this time.

FACILITIES: The competition will be held at AZ Ice Peoria, 15829 N 83rd Ave, Peoria AZ 85382, phone 623-334-1200, www.azice.com/peoria. The competition ice surface (the “North Pole”) is indoors and measures 80’ x 200' with slightly rounded corners. The South Pole ice surface is Olympic size. There is a snack bar inside the rink, and many restaurants within walking distance. 4

MUSIC: The official competition music on CD must be turned in at the registration table at the time of check-in, or no later than one hour prior to the event to be skated. Music must be one track and provided on compact disc (no CD-RWs, please). A duplicate CD should be readily available. Music may be picked up at the registration table following each event. Every reasonable care will be taken, but the Skating Club of Phoenix cannot be responsible for CDs left at the end of the competition. Please have separate CDs for practice and competition.

LIABILITY: U.S. Figure Skating, The Skating Club of Phoenix and AZ Ice Peoria accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook.

JUDGING SYSTEM: The closed system of judging will be used for all events.

The International Judging System (IJS) will be used for the following events: Intermediate through Senior Singles and Pairs Short Program events, Juvenile through Senior Singles and Pairs Well-Balanced Free Skate events, Adult Gold and Adult Masters events. All competitors skating in these events need to submit the planned program content form through Entryeeze. The deadline to submit the form is April 8, 2016. PPC forms will not be accepted at the competition. Entries without the program content form will not be accepted.

The 6.0 Majority Judging System will be used for all other events: - Well-Balanced Program free skate events – Pre-preliminary – Pre-juvenile - Introductory free skate events (Beginner, High Beginner and No Test) - Adult free skate events – Pre-Bronze – Silver - All Test Track events - All specialty singles events (spins, jumps, compulsory moves, etc.) - All solo and shadow dance events - All showcase and interpretive events - All Special Skater events

REGISTRATION: Registration will be open one hour before the first event and run through the last event of the day, beginning on Friday, April 15, 2016. The registration table will be located in the AZ Ice Lobby, near the North Pole rink. Please register promptly upon arrival.

PRACTICE ICE: All practice ice sessions will be purchased through AZ Ice Peoria Guest Services. Go to www.azicepeoria.com or call 623-334-1200 for information on purchasing freestyle practice ice sessions.

PHOTOGRAPHY/VIDEOGRAPHY: Spectators are reminded that flash photography is dangerous to skaters and will be strictly prohibited. A professional photographer will be available in the awards area. • The LOC recommends skaters who have placed 1st through 4th have a group photo taken; purchase of photo is optional. • Individual photos will be taken upon request regardless of placement. • Personal cameras/video cameras are permitted but may only be used to film your skater’s performance for personal use. It is strictly prohibited to photograph or record any other skater’s performance, or portions of performance. The LOC reserves the right to deny admittance to anyone who violates this rule. Only battery powered video units are allowed; electrical cords, tripods (or similar devices) are not permitted in the arena. 5

AWARDS: Skating Club of Phoenix Memorial Trophy. This trophy is dedicated to all deceased SCP members, and is awarded annually at Fiesta Skate to encourage interpretation of music by our skaters. The trophy will be awarded to the skater who receives the highest IJS Components score in the Intermediate level event. Recipient will have their name engraved on the Memorial Trophy which will remain at the Club's home rink, AZ Ice Peoria, Arizona. A plaque will be presented to the winner.

Rising Star Award. Awarded for the most outstanding free skating performance at the Pre- Preliminary level. An engraved trophy, with the recipient’s name inscribed on it, remains on display at the Club rink. A plaque will be presented to the winner.

Basic Skills Rising Star Award. Awarded for the most outstanding free skating performance in the Free Skate 1 through Free Skate 6 levels. This award is chosen by the Skating Club of Phoenix Jr. Board Members and a plaque will be presented to the winner.

All Basic Skills competitors will receive a medal. For events at the No Test, Pre-Preliminary and above levels, 1st through 4th place receive a medal.

OFFICIAL NOTICES: Schedules, notices and any changes in the rules after publication of this Announcement will be posted online at www.skatingclubofphoenix.com and published through Entryeeze. This will be considered sufficient notice to all competitors.

An official bulletin board will be maintained near the North Pole rink. It is the responsibility of each competitor, parent and coach to check the bulletin board frequently for any schedule changes and/or additional information. Skaters are requested to arrive 45 minutes prior to the scheduled time of their event. A tentative schedule of events will be posted prior to the competition.

INFORMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Registration In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being coached as of July 1. See rule MR 5.12. D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. For Basic Skills ONLY coaches - Any person, 18 and older, instructing in a U.S. Figure Skating Basic Skills Program must have successfully passed the annual background screen and be registered as a Basic Skills instructor member. The LOC will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. 6

If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without proper registration is an ethics violation which is reported to U.S. Figure Skating and PSA. ADDITIONAL INFORMATION: Rules and Conduct of the Competition The decision of the referee on all matters will be final. The referee, along with the competition LOC, shall have the right to exclude any person whose behavior is unruly or unsportsmanlike. Facility rules must be followed by all participants, coaches, officials, parents, and guests.

General Information 1. Skaters will be grouped by random draw and will not be seeded in this competition. 2. Short Program and Free Skate are separate events. No final rounds will be held. 3. Male skaters will be combined with female skaters in all Showcase, Compulsory and Challenge (except jumps) events in order make an event. 4. Different levels of non-Free Skate events may be combined in order to make an event. 5. Single entries for any event will be contacted to choose an exhibition or refund, unless the skater has chosen the "Exhibition Only" option while registering in Entryeeze. 6. Skaters must be a current member of USFS as a full, collegiate or provisional club member or individual member, in accordance with Rule 3060a. To be eligible, skaters must show up on the USFS website as a current member (or have submitted a membership application and payment to a club), and have their club official agree that they are in good standing. Any skater not showing up on the USFS website as a current member as of April 14, 2016 at midnight will need to sign a SCP application and make the dues payment in cash at the registration table in order to skate. 7. USFS events are open to members of non-USFS skating associations but must provide proof of current membership in good standing and have a letter of permission from their federation allowing them to skate in the competition or are released from their federation. In addition, if skaters are entered from Canada there would also need to be a sanction. The Skating Club of Phoenix will apply for this sanction if necessary. See Section 3060 in the current Rulebook. 8. Basic Skills events (Snowplow – Free Skate 6) are open to eligible skaters (ER 1.00) who are members of either the U.S. Figure Skating Basic Skills Program and/or full members of a U.S. Figure Skating full or provisional club, in accordance with Rule 3060a. To be eligible, skaters must have submitted a membership application or be a member in good standing. 9. Special Olympics Skaters must be members of U.S. Figure Skating Basic Skills or State/National Special Olympics for insurance purposes. However, if a Special Olympic Skater has entered any non-special skater events, they must comply with the eligibility requirements for those events.

Critiques Critiques will be offered for levels: Open/Juvenile through Senior, in any Singles, Pair or Dance event. You must purchase your critique(s)online at the time you register for your events. Critique fees will be waived for Skating Club of Phoenix members. The critique schedule will be posted at the registration desk on the day of competition. Critiques may be attended only by the skater and their coach and will be conducted as close to the completion of the event as reasonably possible.

The 6.0 Majority Judging System will be used for Pre-Preliminary through Pre-Juvenile events and standard IJS will be used for Juvenile through Senior events. 6. The solo pattern dance event, solo combined event and shadow dance events are being offered as part of the 2016 U.S. Figure Skating Solo Dance Series and will be conducted in accordance with the 2016 Solo Dance Series Handbook found at http://www.usfigureskating.org/Programs.asp?id=479. Please refer to the 2016 Solo Dance Series handbook for the current Series rules, levels and event requirements that will be in effect for this competition.

Each skater who registers with U.S. Figure Skating ans a participant in the 2016 Series will receive a Solo Dance Series Participant number upon successful payment and registration. This registration and number are both required to enter your competition as a Series participant and accrue points. This is a great method of ensuring skaters registered for the Series will receive points for placement.

SHOWCASE EVENTS

EVENT: Basic Skills Showcase Events

Format: Showcase groups will be divided by number of entries and ages if possible. Vocal music is permitted and 6.0 judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description. Basic Skills Showcase events are open to skaters in Basic, Free Skate, Limited Beginner through Preliminary and Adult Bronze.

Showcase categories may include:  Dramatic entertainment: Showcase program utilizing intense emotional skating quality to depict choreographic theme.  Light entertainment: Showcase program emphasizing such choreographic expressive qualities such as comedy, love and mime while incorporating skating skills.  Duets: Theatrical/artistic performances by any competitors.  Mini production ensembles): Theatrical performances by three to seven competitors.  Production ensembles: Theatrical performances by eight to 30 skaters. NOTE: Skaters may enter only one each duet, mini production or production event.

General event parameters: Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.2 deduction will be assessed by the referee against each judges’ mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance.

Performances will be judged from an entertainment standpoint for theatrical and artistic qualities. Technical skating skills and difficulty will not be rewarded; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant’s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. Theatrical elements evaluated will include energy, poise, acting, pantomime, eye contact, choreography, form/extension and the use of props and ice.

EVENT: Showcase Events – Interpretive Events

General:

- Interpretive is a performance choreographed by the competitor, unaccompanied and unassisted, to music supplied by the competition committee / LOC. - Programs should incorporate various elements of expressive movement and skating moves, to enhance the skater’s interpretation of the music, rather than technical elements. - All competitors in an event will interpret the same music. - Props are permitted - There is to be no instruction allowed during this event from coaches, parents, or fellow skaters. Staging area must be kept clear except for ice monitor and listening competitor.

Basic Skills Format

- The music will be played twice during an on-ice warm-up prior to the performance. - After the warm up, all skaters except first competitor will be escorted to a locker room with a fan running or another location where they can’t hear the music. The escort will remain with the skaters and no one else is allowed with the skaters. - The first skater will hear the music one more time and then perform a program to the music. - The next skater will listen to the music for the third time at the rink entrance but must not watch as the first skater performs.

USFS (National Showcase) Interpretive Format

- The music will be played during a 30-minute off-ice session and twice during an on ice warm-up prior to the performance. - The room will be attended only by the adult monitor assigned to play the music and the competing skaters in that group. - After the warm up skaters will go back to a room, with no music being played. - Skaters will be brought to the ice when the previous skater finishes. - Props are permitted but must be brought into the room prior to listening to the music, and be taken to the ice only when the skater is called to perform. Props may not be pre-positioned on the performance surface.

SPECIAL OLYMPICS EVENTS

Special Skater Events Please note: Skaters who register for Special Skater events must be either full/regular or Therapeutic/Special Olympics members of a USFS Club, or a USFS Basic Skills member either through a rink or club, or a member of National/State Special Olympics organization (for insurance purposes). Additionally, special skaters may elect to compete in the mainstream events at their coach's best discretion - standard rules regarding time allowed for getting onto the ice will apply.

Groups will be divided by gender and age if entries permit. Special Skater events are open to any skater with a disability including mental and physical challenges. Please note any special limitations of the skater, such as hearing or vision impairment, as well as any other physical limitations that would require special consideration (such as special equipment like walkers), and include it with the entry form. All programs may be skated to instrumental or vocal music. Please note: in the event of only one entrant in a particular event, it shall be the Referee’s discretion whether to eliminate the event or have it skated as exhibition. If an exhibition is skated, a medal will be awarded. Also, warm-ups may be combined to maximize ice time. Any combined warm-ups will be noted on the skate order posting.

Special Skater Free Skate 1 Program must include at least 3 of the 5 following skills: Forward swizzles, backward swizzles, one foot snow plow stop, two foot dip, beginning stroking (T-position and push). 1:00 minute.

Special Skater Free Skate 2 Program must include at least 7 of the following 10 skills: Forward stroking, forward swizzle, backward stroking, backward swizzle, one foot slide left and right, two foot spin, forward to backward turn, backward to forward turn, snowplow stop, T-stop. 1:30 minutes.

Special Skater Free Skate 3 Program must include at least 7 of the following 10 skills: Forward to backward turn, backward to forward turn, snowplow stop, T-stop, forward outside 3 turn, lunge, two foot spin, bunny hop, forward crossover, backward crossover. 2 minutes.

Special Skater Free Skate 4 Program must include at least 9 of the following skills: Forward outside 3 turn, forward inside Mohawk turn, lunge, shoot the duck, bunny hop, waltz jump, spiral, forward pivot, sit-spin, camel spin, 1 foot spin, T-stop. 2 minutes.

Special Skater Free Skate 5 A well-balanced program that includes jumps, spins, and footwork elements from the previous levels, and may include: single rotation jumps, single rotation jump combinations or sequences, and combination spins that change position and/or foot. 2:30 min. No Axel allowed.

Special Skater Showcase Events There will be five levels of Special Skater Showcase events, which correspond to the Special Skater Free Skate levels. There are no required elements. Duration: 1:30 minutes, +/- 10 seconds for all levels.
