Payka Super, (daughter of Shmuel Super and Brokha ?) born 1796/1798 in Lutzin (now Ludza), Latvia,3 died 1859 in Lutzin (now Ludza), Latvia.5 She married Yaakov-Keifman (Kivka) Super, born 1798,6,3 (son of Sholom "Super" ?) died 1874 in Lutzin (now Ludza), Latvia.7 Yaakov-Keifman: Oral tradition related by his descendants claims that Koppel's surname was actually Weinstock and that he married into the Super family. The name change was claimed to have taken place to evade military service. But this story seems to be invalid as all census records for him and his sons use the name Super. 1. INTERGOVERNMENTAL AND INTERNATIONAL RELATIONS 1 POLICY : INTERGOVERNMENTAL RELATIONS POLICY FRAMEWORK Item CL 285/2002 PROPOSED INTERGOVERNMENTAL RELATIONS POLICY FRAMEWORK MC 05.12.2002 RESOLVED: 1. That the report of the Strategic Executive Director: City Development Services regarding a proposed framework to ensure sound intergovernmental relations between the EMM, National and Provincial Government, neighbouring municipalities, the S A Cities Network, organised local government and bulk service providers, BE NOTED AND ACCEPTED. 2. That all Departments/Portfolios of the EMM USE the Intergovernmental Relations Policy Framework to develop and implement mechanisms, processes and procedures to ensure sound intergovernmental relations and TO SUBMIT a policy and programme in this regard to the Speaker for purposes of co-ordination and approval by the Mayoral Committee. 3. That the Director: Communications and Marketing DEVELOP a policy on how to deal with intergovernmental delegations visiting the Metro, with specific reference to intergovernmental relations and to submit same to the Mayoral Committee for consideration. 4. That intergovernmental relations BE INCORPORATED as a key activity in the lOP Business Plans of all Departments of the EMM. 5. APARTHEID LAWS & REGULATIONS : INTRODUCED AND RESCINDED A Short Summary The absurdity of apartheid legislation, which incorporated legislation passed by the (minority) white governments prior to 1948, is reflected in the following list . Although the legislation was seemingly passed in the interest of the white minority, to maintain both political and social hegemony, it is obvious that most of the measures carried little or no economic benefit for the ruling class and that its scrapping would be in the interests of the capitalist class as well as the majority of blacks . For blacks the end of apartheid laws meant that the hated pass system was abolished, that the legality of residential apartheid was removed from the statute book and that antu education was formally ended . Nonetheless there was little freedom for the poor to move from their squatter camps or township houses and most children still went to third rate schools with few amenities to assist them . It was only a section of the wealthier blacks and those who ran the political machine that benefited most fully from the changes . The vast majority saw no improvements in their way of life, a matter that is dealt with in this issue of Searchlight South Africa . It is also not insignificant that many measures were repealed before the unbanning of opposition political movements and before negotia- tions got under way. The pressure for change came partly from the activities of the internal resistance movement and the trade unions, from covert discussions between movements that supported the government and the ANC, from the demographic pressure that led to a mass migra- tion to the urban areas and also from the altered relations between the USSR and the west - a change which was interpreted by the govern- ment as removing the communist threat from the region . -

Ralph Glücksmann Apartheid Legislation in South Africa I. Introduction On 31 May 1910 the Union of South Africa was formed as a dominion in the British Empire. It was exactly eight years after the signing of the Treaty of Vereeniging, which had brought the Second Anglo-Boer War to an end and stipulated full British sovereignty over the Boer republics of Transvaal and Orange Free State. Although the South Africa Act 1909 (9 Edw. VII c. 9) was passed by the British Parliament at Westminster, it was wholly constructed by South African representatives in South Africa. Agreement had not been reached without acrimony, and there were times when it seemed that the national convention of representatives of the four colonies Cape, Natal, Transvaal and Orange River might break up among recriminations. Davor war das Kap eine niederländische Kolonie, gegründet von der Niederländischen Ostindien-Kompanie (Vereenigde Oostindische Compagnie), die vom niederländischen Staat Hoheitsrechte erhalten hatte. Justifying the decision to terminate pregnancies: Comparisons of women’s narratives from South Africa and Zimbabwe. Malvern Chiweshe, Jabulile Mavuso, Catriona Macleod Critical Studies in Sexualities and Reproduction, Psychology Department, Rhodes University, South Africa Introduction The decision-making process regarding how to resolve a pregnancy refers to the time spanning from the moment the woman realises she is pregnant until a decision has been made as to whether to carry the pregnancy to term or terminate the pregnancy (Kjelsvik & Gjengedal, 2011). Relatively little research has been done on the decision-making process itself (Lie, Robson & May, 2008). Recently, Coast, Norris, Moore and Freeman (2014) have tried to document the abortion decision-making process by using data from different countries and coming up with a framework that tries to cover the different aspects of abortion decision-making. While research by Coast et al (2014), and similar research, will help towards greater understanding of what abortion decision-making entails, the approach used within this kind of work is not without limitations. Research on abortion decision-making (including Coast et al.’s 2014 study) has tended to employ a health determinants approach where factors or influences that are seen to affect abortion decision-making are explored (Harvey-Knowles, 2012; Mdleleni-Bookholane, 2007, Schuster, 2005). For example, among a sample of women who attended Umtata General Hospital in the Eastern Cape, South Africa, to terminate a pregnancy, Mdleleni-Bookholane (2007) identified the following as factors that led to the abortion decision: the extent to which the pregnancy was intended, willingness or ability on the part of the woman to make the adjustments necessary to include a child in her future life, and awareness of the availability of abortion. -

The post-independence Nigeria and the apartheid regime in Pretoria relations were sour and confrontational, while it was friendly between Nigeria and the liberation movements in South Africa, especially with the African National Congress (ANC). It was more so because Nigeria adopted Africa as the centerpiece of its foreign policy, and committed itself to the total liberation of the African continent from colonialism and racism. Nigeria staged untiring opposition to colonialism on the African continent, and the racism that existed in South Africa before 1994. The beginning of a new era started in the final days of apartheid in South Africa when President de Klerk visited Nigeria in April 1992 to discuss bilateral issues, mostly trade relations. The paper examines, however, Nigeria and South Africa’s diplomatic fluidity since re-establishing formal relations in 1994 in order to understand the causes of the misunderstanding and the effect on both countries’ relations and suggest better ways to foster their relations.
