Our support for Mombasa is not new, as Japan funded the expansion of the Mombasa airstrip in 1973, upgrading it to International Airport status in 1978. Dr. Kitaoka also visited the Jomo Kenyatta University of Agriculture and Technology (JKUAT), which has had a long history of collaboration with JICA since its construction with support from Japanese grants in 1981 as an agricultural diploma college and even after attaining fully-fledged university JICA President, Dr. Shinichi Kitaoka, meets Kenya’s Deputy President, H.E. William Ruto. status in 1994. Dr. Kitaoka toured the AFRICA-ai-JAPAN project, BRIGHT Project, the Engineering workshop and JICA President Visits Kenya planted a commemorative tree. Governor Isaac Ruto Chairman Council of Governors, Governor Bomet County The Second Annual Devolution Conference coincided with a critical leadership transition at the Council of Governors, coming only one month prior to election of a new Chairperson of the Council. I am humbled and deeply honoured to have served as the first Chair of the Council of Governors for the last two years of devolution. The objective of the Second Annual Devolution Conference 2015 was to review the progress made in implementing devolution over the two-year period under the overall theme “Celebrating the Gains of Devolution” and the guiding theme “Appreciating and Strengthening Devolved Governance; Working Together to Realize the Objectives of Devolution” Consistent with the conference theme, and on behalf of the Council of Governors, I am glad to highlight key achievements worth celebrating and appreciating in the last two years of our devolved governance system. Similarly, I will highlight some of the main challenges that undermine devolution, key concerns and priorities for the Council as we move forward under a new leadership.     EUTM-S PIO – PRESS REVIEW th January, 7 2018 Puntland security conduct manhunt operation in Bosaso town Puntland state security this morning started a thorough security operation in Bosaso, a coastal port town on the Gulf of Aden in pursuit of alleged killers of a senior coastguard security officer. The assassinated officer, Hassan Hiir was gunned down by men armed with pistols who shot dead him in a business centre in the town. The attackers escaped from the scene of crime which is adjacent to the port area. Nearly 20 people have been arrested by the security forces. Police officials who are leading the operation did not speak to the media so far. Similarly no official state response on the killing of the coastguard officer. Yesterday a landmine explosion aimed at a convoy ferrying state soldiers took place on the road between Bosaso and Galgala killing one soldier attached to the department of Explosives. Separately state president Dr. Abdiweli Ali Gaas yesterday paid a tour to the new airport in Garowe, the state capital in the company of a number of his cabinet ministers. State minister of Aviation and Airports Ahmed Elmi Osman who spoke to the media described the sightseeing visit by the state president Dr. Gaas. “As you know today, we have been visited by Puntland president Dr. Gaas to analyze the activities in the airport and he was really satisfied with it” said minister Osman. The airport which is almost completed is expected to be inaugurated within this week on the 8th January 2018 coinciding with the 4th anniversary of the president Gaas’ election into office on 2014.
