Requested City Council Action: Consider approving annual appointments to city-wide boards and commissions, as well as community boards and commissions for the 2021 year. Twenty seven applications were considered; they were received in either the 2019 or 2020 recruitment cycle as applicants have the option to be considered for two recruitment cycles. Of those, seven applicants either did not respond, moved or withdrew their application. We were unable to fill the Parks & Recreation Commission youth member position, but will recruit again for it in the near future. Departments have reviewed applications with Committee Chairs and the Chairs have made the following recommendation as proposed. Copies of the applications are filed in the City Recorder’s office.

Subject: Hillsboro Community Environmental Stewardship Committee Appointments ______

Requested City Council Action: Consider the requested appointments to the Hillsboro Environmental Stewardship Committee (HESC) to serve a two year term.

Background: The five year update to the Hillsboro 2035 Community Plan (2035 Plan) was approved by City Council on August 4, 2020. Environmental Stewardship (formerly Environmental Sustainability) remains one of the five focus areas. In order to continue with focused oversight and implementation of this focus area, a separate, permanent standing committee will replace the Sustainability Task Force, established in 2015, which has now completed its original charge. Under its direction, 90% of the projects and programs identified in the original Hillsboro Environmental Sustainability Plan have been completed or initiated.

The roles and responsibilities of the Hillsboro Environmental Stewardship Committee are to:

 Track and report on adopted indicator status  Modify, add, or otherwise update performance indicators as needed  Review and share information on Community Partner progress  Evaluate and recommend minor modifications to environmental stewardship actions  Participate in quarterly meetings and related events  Advise City Council and partners on best practices, pilot projects, or policies  Produce an annual progress report  Conduct community engagement and action plan updates at five year intervals

The Environmental Stewardship Committee will represent a cross-section of community institutions and partners in order to facilitate broad-based input and participation. Membership categories include, but are not necessarily limited to:

 1 Hillsboro City Council member liaison  2 Youth members  3-8 implementation partners representing the three ES goal areas (natural resource conservation, material recovery, energy & mobility)  1 representative to the Bee City USA initiative, one of the goal area representatives  5 members representing utility providers (public works, water, wastewater, electricity, and natural gas)  4 members representing businesses  2 members representing local community based organizations

Members serve two-year terms. Terms may be renewed by mutual agreement. The City Council representative serves as Chair. The Chair appoints a Vice-Chair to serve as his or her proxy as needed. Committee Chair responsibilities include:

 Approving agendas and helping to lead Committee meetings;  Participating in project/program planning, as needed and as capacity allows;  Providing periodic updates to City Council.

Requested City Council Action: Staff requests City Council consideration of appointments to the Hillsboro 2035 Oversight Committee as described in this staff report.

Background: The primary role of the Hillsboro 2035 Oversight Committee is to monitor, facilitate and report implementation progress of the Hillsboro 2035 Community Plan. Specific roles and responsibilities include:

• Participating in Community Partner events and meetings • Collecting annual information on Community Partner progress • Overseeing production an annual progress report • Hosting an annual community celebration • Promoting implementation achievements • Evaluating and recommending minor modifications to actions • Conducting community engagement and action updates at five year intervals

Committee members serve two-year terms and may be renewed by mutual agreement. Committee membership consists of:
