    PREFACE In response to a request from the Government of the Republic of the Philippines, the Government of Japan decided to conduct the Study for the Socio- Economic Reconstruction and Development of Conflict-Affected Areas in Mindanao (SERD CAAM) under the Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD) and entrusted it to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Tsuneo Bekki (in 2007), Dr. Hani Abdel-Halim (2007-2008) and Dr. Asaichi Miyakawa (2008-2009) from February 2007 to November 2009. The study team held close discussions with the people and officials concerned in the CAAM as well as stakeholders concerned to the study, and conducted study activities such as broad field surveys on Barangay level, implementation of On-the- Spot Assistance (OSA) and Quick Impact Project (QIP), constructions of three (3) Databases, and formulation of the Socio Economic Development Plan (SEDP). Upon returning to Japan, the study team prepared this final report to summarize the results of the Study. I sincerely hope that this report will contribute to the reconstruction and further development of the CAAM, with the end in view of promoting the consolidation of peace in Mindanao. Information on other aspects of well-being is generally obtained from representative health surveys, national population and housing censuses, and others.     ANOTHER TARGETLISTED PERSONALITY ARRESTED IN ZAMBOANGA CITY On or about 11:00 PM of June 30, 2018, joint elements of PDEA Zamboanga City Office and ZCPS 11 conducted a buybust operation at Brgy Tumaga, Zamboanga City which resulted to the arrest of Arnulfo Locson y Buenbyahe @ Al, a target-listed drug personality. Confiscated during the operation is MOL 20 grams of suspected shabu worth Php 136,000 ang Php 500 buybust money. Cases of sec 5 and 11 of article II of RA 9165 are being readied for filling in court against the suspect. A LOCAL DRUG GROUP MEMBER COLLARED IN MARGOSATUBIG, ZDS On or about 10:30 PM of June 30, 2018, joint elements of PDEA Zamboanga del Sur Provincial Office and Margosatubig MPS conducted a buybust operation at Brgy Poblacion, Margosatubig, Zamboanga del Sur which resulted to the arrest of Brucelee Hajigapor y Bugol @ Benzal, a high value target. Confiscated during the operation were 0.5 gram of shabu worth Php 3,400 and Php 500 used as buy bust money. Cases for violations of Sections 5 and 11 of RA 9165 are being readied for filling in court against the suspect.
