The Arrest of Wanted-Listed Personality for Possession of Drugs Inside Penal Colony THE ARREST OF WANTED-LISTED PERSONALITY FOR POSSESSION OF DRUGS INSIDE PENAL COLONY At around 0430H of August 2, 2017 elements of PDEA 9 and Bureau of Corrections conducted a Search and Seizure in Jail Facility at Maximum Security Compound, San Ramon Prison and Penal Farm, Zamboanga City which resulted to the arrest of Reodelino Mayol Bontilao, 51 years old, separated and a resident of Purok Sta. Theresita, Poblacion, Aurora, Zamboanga del Sur. Confiscated during the operation were thirty (30) pieces heat- sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less 2.9979 grams worth Php9000.00, disposable lighters, and eighteen (18) pieces empty plastic straw. However, at around 1105H of the same day, further confiscated from the said suspect were another forty-five (45) pieces heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu and eighteen (18) pieces heat-sealed colored plastic straw containing white crystalline substance believed to be shabu weighing more or less 1.2491 grams worth Php6000.00, small red envelope, small metal container and a plastic box container. Case for violation of Section 11 (Possession of Dangerous Drugs), Article II of RA 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 was filed in court against the suspect. TARGET-LISTED DRUG PERSONALITY ARRESTED IN DIPOLOG CITY Identified as Joseph Atilano Herrera, 62 years old, single and a resident of Herrera Corner Bonifacio Street, Biasong, Dipolog City, this target-listed drug personality was arrested by joint elements of PDEA 9 Zamboanga del Norte Provincial Office, Dipolog City Police Station and Provincial Highway Patrol Team of Zamboanga del Norte (PHPT-ZDN) during a buy bust operation conducted at Mabini, corner Herrera Street, Biasong, Dipolog City on August 8, 2017 at around 0800H. Confiscated from him during the operation were eleven (11) pieces heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less 8.1075 grams with a street value of Php45,000.00. The operatives were also able to recover Php670.00 utilized as buy-bust money and transparent cellophane served as wrapper. The suspect is being charged with violation of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of RA 9165 also known as the Comprehensive Dangerous Drugs Act of 2002 before the court. P200K WORTH OF SHABU CONFISCATED DURING SW IMPLEMENTATION On august 20, 2017 at around 1000H, joint elements of PDEA 9, Provincial Intelligence Branch, Zamboanga del Sur (PIB-ZDSPPO), Margosatubig Naval Detachment and Margosatubig Municipal Police Station implemented Search Warrant No. 17-02-M issued by Hon. Arnold M. Diabo of 15th Municipal Circuit Trial Court, Margosatubig, Zamboanga del Sur dated August 17, 2017 at Luguimit, Brgy. Poblacion, Margosatubig, Zamboanga del Sur. This operation resulted to the arrest of Roland Cuajao Portabis aka Nonoy, 43 years old, married and a resident of Sitio Luguimit, Poblacion, Margosatubig, Zamboanga del Sur. Confiscated during the operation were thirteen (13) pieces heat- sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less 50 grams worth Php200,000.00, and a glass container. Also recovered were Php900.00 utilized as buy-bust money. The suspect is facing charges for violation of Section 11 (Possession of Dangerous Drugs), Article II of RA 9165 otherwise known as the Comprehensive dangerous Drugs Act of 2002. .

    PREFACE In response to a request from the Government of the Republic of the Philippines, the Government of Japan decided to conduct the Study for the Socio- Economic Reconstruction and Development of Conflict-Affected Areas in Mindanao (SERD CAAM) under the Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD) and entrusted it to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Tsuneo Bekki (in 2007), Dr. Hani Abdel-Halim (2007-2008) and Dr. Asaichi Miyakawa (2008-2009) from February 2007 to November 2009. The study team held close discussions with the people and officials concerned in the CAAM as well as stakeholders concerned to the study, and conducted study activities such as broad field surveys on Barangay level, implementation of On-the- Spot Assistance (OSA) and Quick Impact Project (QIP), constructions of three (3) Databases, and formulation of the Socio Economic Development Plan (SEDP).
