These policies need to be based on a thorough understanding of local needs for such facilities and opportunities available for new provision. 1.2 In view of the above, in 2019 Adur & Worthing Councils appointed Ethos Environmental Planning to review a joint study completed in 2014 to provide an up-to-date and robust assessment identifying needs, surpluses and deficits in open space, sport and recreation to support the Local Plans. 1.3 The two councils have separate local plans; this study will assist Worthing Borough in the preparation of a new plan and will support the implementation of the Adur Local Plan which was adopted in 2017. School Condition Allocations are made to those bodies responsible for the maintenance of buildings (referred to as ‘responsible bodies’). Local authorities are deemed responsible bodies and receive funding for maintained non-VA schools. Responsible bodies received a fixed allocation for 2015-16, which the DfE said would be indicative of their second and third year allocations. The DfE intend to update these indicative allocations annually to reflect new or closing schools and where a school moves to a new responsible body. The grant funding is awarded by Department for Education based on their property data survey and information provided from our asset management systems. In previous years it has been possible to include contributions from schools totalling 5% of the project outturn costs, however, current financial pressures on schools and difficulties in securing a 5% contribution from many schools suggests the 5% school contribution cannot be assured.

In the face of the challenges and anxiety generated by the coronavirus, Lancing is still echoing with the sounds of a Lent Term rich and strange. College life altered radically as the impacts of the coronavirus were felt and ultimately, like all schools, we were subject to early closure. However, even amidst all the anxiety and disturbance, my abiding memories of these weeks are of remarkable solidarity and positive energy from every quarter. There was a heightened desire to relish and to share every opportunity and as the days unfurled there was a great deal to celebrate, from packed final League Run races to the ever-competitive and eclectic House Music Competition. As we moved to lockdown pupils and teachers alike embraced the prospect offered by technology to learn together in new and exciting ways. One of the great joys of school life is that, amidst their worries, the adaptability of young people and their willingness to adopt the new and the different are so strong.
