    Enclosure No. 2 NCR PALARO 2015 GENERAL TECHNICAL RULES AND GUIDELINES 1. INTERNATIONAL RULES AND GROUND RULES 1.1 The International Rules and Regulations of the different sports events shall govern the conduct of the Regional Palaro, however, international rules amended by the “Ground Rules” shall be adapted to suit local conditions. Ground rules supersede international rules. 1.2 Ground rules shall be agreed upon by the coaches and the tournament managers during the Solidarity Meeting. Coaches who failed to attend the solidarity meeting shall waive their right to question the ground rules. The coaches and tournament managers concerned must affix their signature on the aforesaid documents and submit the same to the General Referee/Athletic Manager for approval. 2. OFFICIATING OFFICIALS DepEd personnel shall be given priority to officiate in school sports competition, however, non-DepEd personnel may be tapped whenever necessary. 3. NUMBER OF COACH The following team events whose number of athletes are above ten (10) may have one (1) Assistant Coach aside from the required number of coach, hence, the total coaching staff will only be two (2): Basketball (Elementary Boys and Secondary Boys and Girls) Baseball (Elementary and Secondary Boys) Football (Elementary Boys and Secondary Boys and Girls) Sepak Takraw (Secondary Boys) Softball (Elementary and Secondary Girls) Volleyball (Elementary and Secondary Boys and Girls) The Assistant Coach must also submit the required documents. 4. “NO COACH, NO PLAY” POLICY 4.1 The policy of “NO COACH, NO PLAY” shall be applied in the duration of the Palaro. 4.2 In cases wherein the non-appearance of the coach is justifiable, the coach concern should immediately inform their respective PESS Supervisor the reason of non -appearance during that particular game.

    2013 ASEAN YOUTH Championships Compiled by Pirie Enzo Final List of Qualifiers ASEAN Youth Champs UPDATED: SEA-Youth-2013-OFFICIAL-RESULTS The PATAFA has submitted an initial list to the ASEAN Youth organizing committee in Vietnam. We will not be adding any further athletes to this lineup as the qualification period ended with the close of the Palarong Pambansa. We kindly now ask the following below athletes to a) Confirm availability June 3 to June 9 b) Provide a photo copy of their passport to [email protected] which will be cc. to PATAFA No further athletes will be added to this lineup however athletes will be removed if a) They do not reply in time regarding availability (end of this week) b) Do not provide passports in time c) They are too old or too young for this meet they must be born in 1996, 1997 or 1998. Funding We are still finalizing this and we would appreciate any assistance to email [email protected]. A priority list will be created and allocated for available athletes for the team. Now that the Palarong Pambansa is completed this is a final list of qualifiers for the ASEAN Youth Games. The list will be submitted to PATAFA. Below is an initial tentative list of Qualifiers for the ASEAN Youth Games Jun 4-8 Ho Chi Minh, Vietnam. The event is for athletes born in 1996, 1997 and 1998. We expect to add more to the team once the Regional Palarong and Palarong meet is completed. Please note I have listed all the qualifiers in an event, just in case athletes are not available or cant secure passports in time, priority will go to the top qualified as only 2 per event might be permitted.

President Rodrigo R. Duterte, according to Philippine Sports Commission (PSC) Chairman William I. Ramirez, also the chef-de-mission of Team Philippines, insisted that the national sports agency expend its energies towards the athletes’ preparations for the Games. Ramirez and the PSC commissioners, thus, continued meeting with different national sports associations, athletes and coaches to assess what needs to be done to help them in their preparations. It is of national interest that the welfare of our athletes be given premium since they are the ones who will compete for flag and country. They need to be ready in all aspects of the competition - physical, emotional, spiritual, psychological and mental. The PSC is doing its share to meet those needs. However, the athletes must have peace of mind not just during the competition proper but also during their ongoing training. It would do them much good if everybody who play vital roles in their SEA Games stint are also at peace with each other. “We win as one,” as this SEAG edition’s theme goes. In the same line of argument, we also lose as one Philippines if we do not make unity and peace both a genuine part of our actions – atleast for the sake of our athletes who, like soldiers, are set to march into battle come November.
