The Plan parallels the National Response Plan (NRP) and incorporates guidance from the Federal Emergency Management Agency (FEMA), as well as lessons learned from disasters and emergencies that have threatened Twin Falls County in the past. The plan is in compliance with the National Incident Management System (NIMS). Major emergencies and disaster incidents are unique events that present the community and emergency personnel with extraordinary problems and challenges that cannot be adequately addressed within the routine operations of government. Since disasters differ in important ways, and it is impossible to plan for every contingency, highly detailed operational procedures are avoided in the plan in favor of a streamlined all hazards preparedness approach. Twin Falls County has many individual departments that may not have detailed operation procedures; therefore, this plan acts as fundamental guidance for emergency response. The coordination of this plan and standard operating procedures within the EOP is an ongoing process through regular training and exercises. Implementation of the EOP will require extensive cooperation, collaboration, and training. I ask for your continued cooperation and assistance as we implement our community EOP. I thank you and look forward to working with you to continue to improve our ability to protect our citizens. The Twin Falls County Emergency Operations Plan (EOP) is effective upon signing by the jurisdictions represented in the Memorandum of Understanding on previous pages 7-15. This Plan is based on the National Incident Management System (NIMS) adopted by Twin Falls County by Resolution No. 2005-05 on 14 February 2005. (See Resolution above) In order to fully implement this plan, we must know what is in it. It is recommended that each agency review this plan annually. For those who have positions outlined in the Roles and Responsibilities section, please be familiar with your duties and make sure you have a backup in case you are unavailable. Please be sure to teach this individual what that position’s responsibilities are and ensure that the Twin Falls County Office of Emergency Management (OEM) knows who your backup is. Ongoing Plan Management & Maintenance If a plan is to be effective, its contents must be known and understood by those who are responsible for its implementation. The Twin Falls County OEM and involved department heads will brief appropriate additional personnel as appropriate. This Plan will be published by the Twin Falls County OEM and updated in its entirety every five years. Any changes resulting from this annual review will be published and distributed to agencies holding this Plan.     Technical Brief: 2018-19 Student Engagement Survey

    Technical Brief: 2018-19 Student Engagement Survey Introduction This report provides a technical overview of Idaho’s 2018-19 statewide administration of the Cognia™ Student Engagement Survey (SES) to elementary, middle, and high school students, which was conducted from February 1st through March 15th, 2019. The SES collects feedback directly from students about their learning experiences. Survey results provide a useful summary of the insights learned from student responses and provide schools and districts with the opportunity to understand student engagement in greater detail. These insights enable schools, districts, and states to engage in more collaborative conversations with institution stakeholders to better respond to the needs of their students. Data from completed surveys are reported at the school, district, and state level and results are categorized by type and level of engagement. The school receives data on the percentages of Committed, Compliant, and Disengaged students for each of the three engagement domains (Behavioral, Cognitive, and Emotional) based on completed responses. At the state level, data is reported annually as an indicator of school quality as part of the state’s accountability system under the Every Student Succeeds Act (ESSA). This “Student Engagement” indicator accounts for 10% toward the identification of K-8 schools for comprehensive support and improvement. High school survey results are used solely for reporting purposes . Instrument Overview There are generally four ways to measure student engagement: self-report surveys, teacher reporting, interviews and observations. Of these four, surveys and observations are the most widely used and reliable. The SES is based on extensive research and collects direct feedback from students regarding their level and type of engagement in the learning process while assessing how much they enjoy school on a variety of practical and actionable levels.

Hagerman Section/Snake River This beautiful high desert section of the Snake River offers plenty of whitewater excitement. Our guides are very knowledgeable on the history of the river and the surrounding area. Idaho is well known for its amazing geology and this river section offers spectacular examples of how the Snake River cuts through Southern Idaho. Wildlife and waterfowl are abundant along the river corridor. Natural springs from the Snake River Aquifer flow into the river. This half day trip is great for ages 6 and up. Meeting Place: Lower Salmon Falls Dam Trip Times: 10:30 am with riverside lunch – 3:30 pm with no food service Approximate trip length: 3.5 hours. All trips require a reservation. Banbury to Thousand Springs/Snake River Paddle your own watercraft with a guide down the Snake River.
