TELANGANA INTRODUCTION The social classes in the Muslim community, elitist character of the Indian politics and the domination, cultural or otherwise, of the upper strata in the political arena have given birth to a number of Muslim political parties and groups. These organizations are partly religious and partly political. For them religion is the source of their ideology and political programme. It is the biggest integral element of the so-called identity of the community. It would be wrong to say that entire Muslim leadership belongs to these organizations. But, it exploits and uses their strength in order to consolidate its position within the community as well as outside the community1. With the exception of the Muslims attached to the communist Parties, no section of the Muslim leadership has been critical of the ideology and the programme of Muslim parties and groups.Now a revolution is possible with the change of outlook and change of opinion. it means that Islamic movement has a bright future here2. To ensure internal controls in financial reporting and compliance to rules and regulations in financial transactions, we periodically undertake inspection of District Treasuries under Section 10, 13 and 17 of CAG (DPC) Act, 1971 read with Regulations on Audit and Accounts 2007. This Annual Review Report on the working of Treasuries, Pension Payment Offices and Pay and Accounts Office, Hyderabad in the State of Telangana for the year 2018-19 is prepared as required under Paragraph 20.17 of Manual of Standing Orders (A&E) Volume I. The Report includes deficiencies noticed during compilation of accounts and local inspections of treasuries conducted during 2018-19 for improving the functioning of treasuries. At present a large village spreading over 16 Sq. Kms. with a population of 7,075 persens, Kolanpak was a reputed town during the Early and Middle Ages. The place was identified as the Kusasthalapura of Dhananjaya who was defeated by Samudragupta in the 4th century A.D. It later became the second capital of the Kalyani Chalukyas from the 11 th century A.D. Afterwards it passed into the hands of the Cholas during the reign of king Rajendra Chola and then into the hands of the Kakatiyas who came to power in the succeeding centuries. Apart from being a flourishing and prosperous commercial centre, Kolanpak popularly known as Kulpak was a cradle of religions and served as a meeting ground for t"e three important religious faiths of the day, namely Jainism, Saivism and Vaishnavism. All the three faiths thrived side by side in harmony for some time. Traces of the flourishing state of each one of these religions could be seen even today in the remnants of the dilapidated shrines or temples r3presenting the respective religions, existing then in the area.

After a relentless struggle for more than five decades under the leadership of our Hon’ble Chief Minister Sri KCR the dream of separate State of Telangana became reality. I am eternally grateful to the Hon’ble Chief Minister Sri KCR for entrusting me the responsibility of presenting the Annual Budget 2021-22. 2. As Telangana is marching towards historical development by fulfilling the needs and aspirations of all sections of society is getting appreciation from within the State and outside. The seven-year-old State is in the forefront of development though competing with the seventy-year-old states in the Country. This is a matter of pride for all the people of Telangana. 3. As the great poet Dasarathi rightly said, “Nothing is achieved easily…” (yedi sulabhamga saadhyapadadu lemmu…), the incredible progress in Telangana has not been achieved easily. At the time of the formation of the State, there was uncertainty and confusion all 1 over. All the sectors in Telangana were engulfed in backwardness. The Telangana Government by assessing the revenues and expenditure with full understanding and by adopting new policies to suit the requirements of the new State and by removing the uncertainties has taken rapid strides towards development.
