Dear Joel,

Hopefully, this letter finds you well.

After our telephone discussion and a review of your recent letter to reporters concerning your playlist "forecasting" plan, I'm afraid I have some serious reservations about your proposed system. Here's why:

1. Playlist forecasting" will not be reality based and is no better than the current system. It is still subjective and will continue to distort information and leave the door open for playlist manipulation. 2. There is no need for an individualized weighing system" in this scenario. It will further muddy already questionable information and will introduce more dubious information from Arbitron. 3. Playlist forecasting" will go against our policy of reporting actual airplay. We are not the only station this will affect.

4. `Forecasting" will not be applicable to stations who do music late in the week, such as KRBE. We cannot forecast on Tuesday what we will put on the air on Thursday or which rotations will change. Under your proposed system, we would basically be unable to forecast any new airplay for

the latter 5 days of the reporting week. There is simply no way to get around this. I feel the system we are currently using is the most appropriate for feeding accurate information into the national pool. I am open to new ideas and anything that will help form a more realistic picture of the national

airplay landscape, but the type of prognostication you are proposing is dangerous for the whole industry. Fur- thermore, I don't believe you'll get the majority of radio to back it.

The offer to participate in your new system is appreciated, but unfortunately our views seem to differ. If you will still be able to accommodate our playlist as it currently is published and distributed, we can continue to participate in your national information pool. If you will not, we need to discuss the future relationship between KRBF and R&R.

He's been too busy putting his touch on a radio station that's very tightly niched, but nevertheless serves a diverse audience. His goal: to attract them all and take Z90 to the top of the market. Under his leadership, Z90 enjoyed a point-sized bounce in the latest trends, but Steve is the first to point out that his work has just begun.
