I and the Bombay Delegates present at the ninth session· of the Liberal Federation held at A kola in December 1926 had the· privilege to invite the next ses~ion to Bombay. In due course, I moved the Council of the Western Inaia National Liberal Asso· ciation to organi~e a Reception Committee which was able through itsseveral Sub-Committees to carry out all the necessary details of the sessions successiully including the raisirig of funds. for that purpose. The City of Bombay was the birth place of the Indian National Congress in 1885. It was also at Bombay in 1915 that the Congress under,the presidency of Lord Sinha laid the found ation of the Reforms which culminated in the passing of the Government of India Act of 1919. It was again in the City of Bombay that the first session of what is now known as the Natio- nal Liberal Federation was organised when, owing to the exigenci· es of the Montagu-Chelmsford Reforms, the Liberal Party had to secede from the Special Session of the Congress in 1918. It was,. therefore, appropriate that, at the next critical juncture in the co· nstitutional history of India, the tenth sessions of the Federation was held in Bombay in order to give a correct lead to the country. This sess:~on was invested with special significance owing tcr the recent announcement of the constitution and scheme of the Indian Statutory Commission, the necessity of solving the pro blem of Hindu-Moslims Unity and giving effect to the recom• mendations of the Indian Sandhurst Committee. The occasion demanded firm, wise and sagacious guidance and it was fortunate· that we were able to secure an eminent publicist like Sir Tej. Bahadur Sapru, as the President of the Session. The report and the proceedings of the Federation published herein will indicate that the task before the Federation was satis· factorily performed. The response from all over the country was good and the number of delegates. was about 400 represent· ing all interests and communities in the cou.,try. As regards the finances, I am thankful to the numerous members apd friends of the Liberal Party for the generous assistance they re.ndered to u~. I hope and trust that the sucess of this Session will help in the further organisation and consolidation of the Liberal Party whose importance and responsibility is bound to increase as the country advances further towa~ds its goal of full responsible-government. I cannot conclude without tendering my thanks on behalf of the-Reception Committee to Rao Bahadur Manaji Rajooji for the generous hdp he has given which alon~ has made it possible for our Committe to publish this report in such a short time and to Mr. D.
