PMAPS 2016 Conference Program WELCOME FROM CHAIR On behalf of the Organizing Committee, it is our great pleasure to welcome you to attend the 2016 International Conference on Probabilistic Methods Applied to Power Systems (PMAPS 2016), which is jointly organized by Tsinghua University and Chongqing University in China. The PMAPS 2016 will be held in Beijing, October 16-20, 2016. The theme of the PMAPS 2016 is “Shaping the Future of Probabilistic Applications”. 184 papers from 29 countries will be presented at the conference including 98 student papers. 131 reviewers participated in the paper review process. The experts in the PMAPS fields across the world will attend the conference. The plenary session, 4 panel and invited paper sessions and 41 regular paper sessions will provide a platform for the attendees to demonstrate their achievements and exchange their ideas. We will also organize a whole day’s tutorial on October 16, 2016, which will benefit those who want to acquire basic and advanced knowledge in power system reliability. We are pleased to see that a considerable number of students from different countries have expressed their significant interests in the PMAPS fields. To acknowledge and encourage the excellence of students in the areas of probabilistic methods applied to power systems, the “Best Student Paper Awards” are established at the 2016 PMAPS conference. The official title of the awards will be announced at the awarding ceremony. Your attendance will not only help you acquire useful information, meet old friends and establish new networks, but also greatly enhance the success of the conference. A technical tour to a big micro-grid project site and a Great Wall tour will give you long time lasting memories. At present, the university has 20 schools and 54 departments with faculties in science, engineering, humanities, law, medicine, history, philosophy, economics, management, education and art. The University has now over 46,200 students, including 15,636 undergraduates, 18,661 post-graduates and 11,903 doctor candidates. As one of China’s most renowned universities, Tsinghua has become an important institution for fostering talent and scientific research, which ranks the 24th place in the QS World University Rankings of 2016. - Department of Electrical Engineering, Tsinghua University The Department of Electrical Engineering at Tsinghua University was founded in 1932. It currently has five research fields. They are power system and its automation, high voltage and insulation technology, electrical machinery and electric equipment, electrical theory and new technology, power electronics and power drives respectively. About 120 bachelors, 80 masters and 40 PhDs graduate from the department every year. The Electrical Engineering Discipline has been ranking the first place since the first evaluation of disciplines by China’s Ministry of Education. There are 128 full time staffs and 98 of them are faculties. The faculties include one academician of the Chinese Academy of Science and the foreign academician of the Royal Swedish Academy of Engineering Sciences, one academician

Wall, Ph.D. ABSTRACT China, with its long history of using education to serve the nation, has committed significant financial and human resources to building world-class universities in order to strengthen the nation’s development, steer the economy towards innovation, and gain the prestige that comes with highly ranked academic institutions. The key economic shift from “Made in China” to “Created by China” hinges on having world-class universities and prompts China’s latest intentional and pragmatic step in using higher education to serve its economic interests. This thesis analyzes China’s potential for reaching its goal of establishing world-class universities by 2020. It addresses the specific challenges presented by lack of autonomy and academic freedom, pressures on faculty, the systemic problems of plagiarism, favoritism, and corruption as well as the cultural contradictions caused by importing ideas and techniques from the West. The foundation of the paper is a narrative about the traditional intertwining role of government and academia in China’s history, the major educational transitions and reforms of the 20th century, and the essential ingredients of a world-class institution.

A detailed outline of UTS’s approach to foreign interference, including a timeline of when these tools were developed and our approach for the future, can be found in our opening statement tabled with the Committee on 19 March 2021. In summary for the Committee’s benefit, UTS, working closely with University Foreign Interference Taskforce (UFIT) and other universities, has developed a number of tools designed to mitigate foreign interference risks including: • A mature policy framework covering risk and due diligence • A risk-based delegation framework which ensures independent oversight and approval, including the use of an external due diligence partner • Clear rules around managing conflicts of interests in the Code of Conduct • External risk condition indicators used for risk assessments • Best practice cyber security program, including online awareness training • A principles-based approach to international engagements which ensures UTS makes an informed decision on a potential partner based on the opportunity and risk profile • A deliberative cultural change program including staff training activities that are tiered based on the risk profile of the area. The nation is home to the largest tertiary sector in the world, is the leading sender of international students, the third largest receiver of international students, and its government has aggressively pushed internationalization policies at its top universities. Policymakers and educational stakeholders in China have been implementing these strategies in order to chase world-class status for the nation’s universities. While the world-class university concept is ubiquitous across the globe, there has been no agreed upon definition for these elite institutions. In China, though, rankings have been adopted to make sense of this elite status. This dissertation explores the impact that university rankings have had on the Chinese higher education system. There has been considerable research on university rankings in China, but some gaps remain. Studies have explored Chinese universities’ ambitions for world-class status, but rankings are often marginalized within these studies. Studies on the impact of university rankings have mostly focused on their connection to Chinese international students, as league tables have key tools in decision-making for this population. Conversely, research that has focused on domestic students has emphasized geographic biases in university admissions and affluence advantages in the system, and usually has not engaged with global or local rankings.
