Now there are 9 institutes of SCE: Institute of Structural Engineering, Institute of Safety and Disaster Prevention Engineering, Institute of Geotechnical Engineering, Institute of Civil Engineering Construction, Institute of Underground Engineering, Institute of Road and Bridge Engineering, Institute of Geomatics Engineering, Institute of Built Environment, Institute of Clean Energy; 10 platforms (research centers, laboratories and bases): National and local joint engineering research center of environmental geological hazard prevention in reservoir area, National Civil Engineering Experimental Teaching Demonstration Center, Collaborative Innovation Center of Disaster Prevention and Mitigation in Mountain Towns Construction, Collaborative Innovation Center of Steel Structure and Building Industrialization, Mountain Towns Construction and New Technology Key Laboratory of Ministry of Education, Chongqing Engineering Laboratory of Geological Hazard Prevention in Mountain Towns of Reservoir Area, 2 High Performance Wind Power Facilities and Efficient Operation International Cooperation Base, Low Carbon Green Building Human Settlement Environment Quality Assurance Discipline Innovation Base, National Low Carbon Green Building International Joint Research Center of the Ministry of Science and Technology, Green Building and Human Settlement International Joint Laboratory of Ministry of Education. In SCE, there are over 295 faculty and staff members, including 77 full professors and 78 associate professors. Three professors are the members of China Academy of Engineering. Except Undergraduate Program and Postgraduate Program, SCE also offers English-Taught Program for international students. 3 About the Participating Universities Hokkaido University Hokkaido University is a leading comprehensive university that places importance on its graduate schools. The university started out in 1876 as the Sapporo Agricultural College, the first modern academic institute in Japan. During its long history, the college was promoted to an Imperial University and then flourished after the creation of the new university system. Over this period, we have declared and cultivated our basic philosophies of education and research, namely the “Frontier Spirit,” “Global Perspectives,” “All-round Education” and “Practical Learning.” In order to meet the demands of society and to move ahead as a part of the National University Corporation, Hokkaido University needs to formulate a long term goal for developing the basis of knowledge generation, dissemination and application in the new century, while still reconfirming our basic philosophies and recognizing our accountability to society. Wall, Ph.D. ABSTRACT China, with its long history of using education to serve the nation, has committed significant financial and human resources to building world-class universities in order to strengthen the nation’s development, steer the economy towards innovation, and gain the prestige that comes with highly ranked academic institutions. The key economic shift from “Made in China” to “Created by China” hinges on having world-class universities and prompts China’s latest intentional and pragmatic step in using higher education to serve its economic interests. This thesis analyzes China’s potential for reaching its goal of establishing world-class universities by 2020. It addresses the specific challenges presented by lack of autonomy and academic freedom, pressures on faculty, the systemic problems of plagiarism, favoritism, and corruption as well as the cultural contradictions caused by importing ideas and techniques from the West. The foundation of the paper is a narrative about the traditional intertwining role of government and academia in China’s history, the major educational transitions and reforms of the 20th century, and the essential ingredients of a world-class institution.

    WELCOME FROM CHAIR On behalf of the Organizing Committee, it is our great pleasure to welcome you to attend the 2016 International Conference on Probabilistic Methods Applied to Power Systems (PMAPS 2016), which is jointly organized by Tsinghua University and Chongqing University in China. The PMAPS 2016 will be held in Beijing, October 16-20, 2016. The theme of the PMAPS 2016 is “Shaping the Future of Probabilistic Applications”. 184 papers from 29 countries will be presented at the conference including 98 student papers. 131 reviewers participated in the paper review process. The experts in the PMAPS fields across the world will attend the conference. What Foreign Interference tools do they have in place and when were they developed? A detailed outline of UTS’s approach to foreign interference, including a timeline of when these tools were developed and our approach for the future, can be found in our opening statement tabled with the Committee on 19 March 2021. In summary for the Committee’s benefit, UTS, working closely with University Foreign Interference Taskforce (UFIT) and other universities, has developed a number of tools designed to mitigate foreign interference risks including: • A mature policy framework covering risk and due diligence • A risk-based delegation framework which ensures independent oversight and approval, including the use of an external due diligence partner • Clear rules around managing conflicts of interests in the Code of Conduct • External risk condition indicators used for risk assessments • Best practice cyber security program, including online awareness training • A principles-based approach to international engagements which ensures UTS makes an informed decision on a potential partner based on the opportunity and risk profile • A deliberative cultural change program including staff training activities that are tiered based on the risk profile of the area. High-risk areas have received training designed and delivered in collaboration with the National Counter Foreign Interference Coordination Centre in the Department of Home Affairs, and • Various staff resources including an online information portal supported by multi- channel awareness campaigns. As the Government’s risk appetite for international engagement has evolved, so too has ours and while many of these tools existed for some time they have evolved over the years.

The nation is home to the largest tertiary sector in the world, is the leading sender of international students, the third largest receiver of international students, and its government has aggressively pushed internationalization policies at its top universities. Policymakers and educational stakeholders in China have been implementing these strategies in order to chase world-class status for the nation’s universities. While the world-class university concept is ubiquitous across the globe, there has been no agreed upon definition for these elite institutions. In China, though, rankings have been adopted to make sense of this elite status. This dissertation explores the impact that university rankings have had on the Chinese higher education system. There has been considerable research on university rankings in China, but some gaps remain. Studies have explored Chinese universities’ ambitions for world-class status, but rankings are often marginalized within these studies. Studies on the impact of university rankings have mostly focused on their connection to Chinese international students, as league tables have key tools in decision-making for this population. Conversely, research that has focused on domestic students has emphasized geographic biases in university admissions and affluence advantages in the system, and usually has not engaged with global or local rankings.
