This study examines the speech event of giving directions and is based on 1 18 samples of audiotaped second-language second language (L2) English direction giving gathered from male native speakers of Gulf Arabic in the United Arab Emirates. Additional information was collected on six social variables that may influence the ability of L2 speakers to successfully give directions. The study compares these data to baseline data in first-language (LI) Arabic and LI English, collected in a similar fashion from 46 male native speakers of Emirati Gulf Arabic and 50 male and female native speakers of UK/British Isles English. The data are supplemented by ethnographic interviews with Emirati nationals, which examine the social, cultural, and historical contexts of direction giving in Abu Dhabi. Analysis of the data reveals that when giving directions in L2 English to a native speaker of English, Arabic speakers tend to overuse relational directions and underutilize landmarks and street names as direction giving strategies. Analysis of IX some of the baseline data in English and in Arabic reveals a much greater use of landmarks and less reliance on relational directions. It is argued that the infrequent use of landmarks in the sequences prohibits the “accumulation of common ground” that Clark and Wilkes-Gibbs claim to be necessary for discourse to proceed in an orderly manner.

    UNSETTLING STATE: NON-CITIZENS, STATE POWER AND CITIZENSHIP IN THE UNITED ARAB EMIRATES by Noora Anwar Lori A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy in Political Science Baltimore, Maryland October, 2013 ABSTRACT: This dissertation examines the development and enforcement of citizenship and immigration policies in the United Arab Emirates in order to revisit an enduring puzzle in comparative politics: why are resource-rich states resiliently authoritarian? The dominant explanation for the ‘oil curse’ assumes that authoritarianism emerges because regimes ‘purchase’ the political acquiescence of their citizens by redistributing rents. However, prior to the redistribution of rents comes the much more fundamental question of who will be included in the group of beneficiaries. I argue that oil facilitates the creation of authoritarian power structures because when political elites gain control over fixed assets, they can more effectively erect high barriers to political incorporation. By combining stringent citizenship policies with temporary worker programs, political elites develop their resources while concentrating the redistribution of assets to a very small percentage of the total population. In the UAE, this policy combination has been so effective that non-citizens now comprise 96 percent of the domestic labor force. The boundaries of the UAE’s citizenry became increasingly stringent as oil production was converted into revenue in the 1960s. Since oil reserves are unevenly distributed across the emirates, the political elites who signed concessions with successful oil prospectors have since monopolized control over the composition of the citizenry. As a result, domestic minorities who were previously incorporated by smaller emirates who did not discover oil have since been excluded from the citizenry.

(Signature)………………………………………………. 1 Abstract This dissertation discusses United Arab Emirates (UAE) state-society relations in historical perspective; analyses qualitatively the Emirati political culture; examines how the latter affects governmental policies in the UAE; and evaluates both qualitatively and quantitatively the political orientations and values of the Emirati educated youth. Through a discussion of existing theoretical and conceptual approaches, and the observation of the UAE case study, it argues that an important and overlooked dimension among students of state-society relations in authoritarian rentier states is citizens’ political culture, which should nonetheless be examined within a more integrative framework of analysis. Accordingly, this study employs a refined version of the holistic ‘state-in-society’ approach (Kamrava, 2008), in combination with rentier state theory (RST) and the political culture perspective (Almond & Verba, 1963), to qualitatively discuss the general Emirati political culture (agency/input), and assess how the latter affects governmental performance/policies (output); and to evaluate, both qualitatively and quantitatively, the political culture of the educated Emirati youth as the main potential supporters or opponents (agency/input) of the ruling elite.

    2 SHEIKH SHAKHBUT AND THE GREAT DECLINE Inheriting a powerful and prosperous sheikhdom, hegemony over their neighbours, and a strong relationship with their British protec- tors, the children and grandchildren of Sheikh Zayed bin Khalifa Al- Nahyan nonetheless dragged Abu Dhabi into a mire of internal discord, poverty, and isolation. Their capital, which began the twenti- eth century as the most populous settlement in the lower Gulf, soon descended into obscurity and what had once been a thriving economy became an increasingly marginalized backwater. Decades of successful expansionism were coming undone as the ruling family’s authority shrank so much that it commanded little authority beyond the most historic of its ancestral homes. By the mid-1960s, long after their more progressive and commercially-minded Bani Yas relatives in Dubai and the Qawasim of Sharjah had assumed leading roles in regional affairs, residents of Abu Dhabi found themselves on the side- lines of both important Gulf-wide political developments and a massive economic boom prompted by the discovery and exploitation of some of the world’s largest oil reserves. In some ways, the sheikh- dom’s economic downswing was inevitable given the precariousness of its pearling industry and the impact of international recession. But even with the arrival of oil wealth little improved, as the Al-Nahyan still lacked a forward-thinking leader capable of harnessing the new economic opportunities and overcoming the factionalism that threat- ened to tear the monarchy apart. 25 ABU DHABI The early successions The many wives of Sheikh Zayed bin Khalifa Al-Nahyan—most of whom hailed from different Bani Yas sections or different tribes— underpinned the strength of his rule and the stability of Abu Dhabi during the nineteenth century.

    Abstract The thesis examines the process of state formation of the only surviving federal state in the Arab world: the United Arab Emirates (UAE). It tries to answer questions related to the historical circumstances leading to the federation; the respective role of the British officials and the local rulers in it; and the methods and strategies employed by the rulers of these Emirates during the negotiations leading to the formation of the federation to preserve their local status and power while bridging the gaps between them and establishing a viable state. It argues that, of the main sets of political players at the time (the British officials and the local rulers), it was the interaction among the rulers that led to the successful outcome of announcing the new state. Even during the successive negotiations to establish unions, the rulers of the Emirates did not differ over the forming of a larger state; however they did disagree on their influence over decision-making institutions within the new state. Therefore, it was the recognition by the rulers of each other‟s power and the value of their potential contribution to the future union that determined the issue of the negotiations and the inclusion or exclusion of a particular ruler from the union. The ambition of this research is to contribute to the literature on federal state formation in the post-colonial world, with a particular emphasis on the process, the forces, and the avenues leading to the merging of various components into one political entity. It relies on newly-released British official documents and the increasing availability of personal accounts (books, articles and memoirs) by individuals who participated in the negotiations, giving new tools to investigate various aspects of the social, economic and political factors associated with the formation of the state on the Coast of Oman.
