ARTICLE .1 Macro-Perspectives beyond the World System Joseph Voros Swinburne University of Technology Australia Abstract This paper continues a discussion begun in an earlier article on nesting macro-social perspectives to also consider and explore macro-perspectives beyond the level of the current world system and what insights they might reveal for the future of humankind. Key words: Macrohistory, Human expansion into space, Extra-terrestrial civilisations Introduction This paper continues a train of thought begun in an earlier paper (Voros 2006) where an approach to macro-social analysis based on the idea of "nesting" social-analytical perspectives was described and demonstrated (the essence of which, for convenience, is briefly summarised here). In that paper, essential use was made of a typology of social-analytical perspectives proposed by Johan Galtung (1997b), who suggested that human systems could be viewed or studied at three main levels of analysis: the level of the individual person; the level of social systems; and the level of world systems. Distinctions can be made between different foci of study. The focus may be on the stages and causes of change through time (termed diachronic), or it could be at some specific point in time (termed synchronic). As well, the focus may be on a specific single case (termed idiographic), in contrast to seeking regularities, patterns, or generalised "laws" (termed nomo- thetic). In this way, there are four main types of perspectives found at any particular level of analy- sis. Interstellar Communication: The Case for Spread Spectrum David G Messerschmitta aDepartment of Electrical Engineering and Computer Sciences, 253 Cory Hall, University of California, Berkeley, California 94720-1770, USA, [email protected], 1-925-465-5740 Abstract Spread spectrum, widely employed in modern digital wireless terrestrial radio systems, chooses a signal with a noise-like character and much higher bandwidth than necessary. This paper advocates spread spectrum modulation for interstellar communication, motivated by robust immunity to radio- frequency interference (RFI) of technological origin in the vicinity of the receiver while preserving full detection sensitivity in the presence of natural sources of noise. Receiver design for noise immunity alone provides no basis for choosing a signal with any specific character, therefore failing to reduce ambiguity. By adding RFI to noise immunity as a design objective, the conjunction of choice of signal (by the transmitter) together with optimum detection for noise immunity (in the receiver) leads through simple probabilistic argument to the conclusion that the signal should possess the statistical properties of a burst of white noise, and also have a large time-bandwidth product. Thus spread spectrum also provides an implicit coordination between transmitter and receiver by reducing the ambiguity as to the signal character. This strategy requires the receiver to guess the specific noise-like signal, and it is contended that this is feasible if an appropriate pseudorandom signal is generated algorithmically. For example, conceptually simple algorithms like the binary expansion of common irrational numbers like π are shown to be suitable. Due to its deliberately wider bandwidth, spread spectrum is more susceptible to dispersion and distortion in propagation through the interstellar medium, desirably reducing ambiguity in parameters like bandwidth and carrier frequency. -
The Search for Extraterrestrial Intelligence
THE SEARCH FOR EXTRATERRESTRIAL INTELLIGENCE Are we alone in the universe? Is the search for extraterrestrial intelligence a waste of resources or a genuine contribution to scientific research? And how should we communicate with other life-forms if we make contact? The search for extraterrestrial intelligence (SETI) has been given fresh impetus in recent years following developments in space science which go beyond speculation. The evidence that many stars are accompanied by planets; the detection of organic material in the circumstellar disks of which planets are created; and claims regarding microfossils on Martian meteorites have all led to many new empirical searches. Against the background of these dramatic new developments in science, The Search for Extraterrestrial Intelligence: a philosophical inquiry critically evaluates claims concerning the status of SETI as a genuine scientific research programme and examines the attempts to establish contact with other intelligent life-forms of the past thirty years. David Lamb also assesses competing theories on the origin of life on Earth, discoveries of ex-solar planets and proposals for space colonies as well as the technical and ethical issues bound up with them. Most importantly, he considers the benefits and drawbacks of communication with new life-forms: how we should communicate and whether we could. The Search for Extraterrestrial Intelligence is an important contribution to a field which until now has not been critically examined by philosophers. David Lamb argues that current searches should continue and that space exploration and SETI are essential aspects of the transformative nature of science. It is important that they remain so. It is important that the centers of power remain places where healthy 5 state infrastructure and decent industry produce forward-thinking and empowered individuals with enough energy in their bodies and money in the bank to believe all of it had to be for the best. After all, progress always comes at a price. The heroes of modernity can never be allowed to waver in this, for they have learned the important lesson that trium- phalism can be the only entry to the modern. And their job is to give life to those poor souls whose his- tories were usurped, who can only traffic in death, whose victimhood disallows ever reimagining their own conditions. But what if the heroes of moder- nity are also paying the price? What if, behind the veneer of triumphalism and pity—pity for others, pity for oneself—we have all lost? What if we are all victims, not only of modernity’s great redistribution of wealth, but of its wholesale reformatting of life in relation to death? But what if another kind of modernity had been developed which was even more radical—so much so that its forward arrow actually sought to conserve and preserve previous lifeworlds against the ravages not of vanguardist reforms but of time itself? And reanimate those worlds. -

Galactic-scale macro-engineering: Looking for signs of other intelligent species, as an exercise in hope for our own * Joseph Voros Senior Lecturer in Strategic Foresight Faculty of Business & Law, Swinburne University of Technology, Melbourne, Australia Abstract If we consider Big History as simply ‘our’ example of the process of cosmic evolution playing out, then we can seek to broaden our view of our possible fate as a species by asking questions about what paths or trajectories other species’ own versions of Big History might take or have taken. This paper explores the broad outlines of possible scenarios for the evolution of long-lived intelligent engineering species—scenarios which might have been part of another species’ own Big History story, or which may yet lie ahead in our own distant future. A sufficiently long-lived engineering-oriented species may decide to undertake a program of macro-engineering projects that might eventually lead to a re-engineered galaxy so altered that its artificiality may be detectable from Earth. We consider activities that lead ultimately to a galactic structure consisting of a central inner core surrounded by a more distant ring of stars separated by a relatively sparser ‘gap’, where star systems and stellar materials may have been removed, ‘lifted’ or turned into Dyson Spheres. When one looks to the sky, one finds that such galaxies do indeed exist—including the beautiful ringed galaxy known as ‘Hoag’s Object’ (PGC 54559) in the constellation Serpens. This leads us to pose the question: Is Hoag’s Object an example of galaxy-scale macro-engineering? And this suggests a program of possible observational activities and theoretical explorations, several of which are presented here, that could be carried out in order to begin to investigate this beguiling question. -
Dynamics of the Arecibo Radio Telescope
DYNAMICS OF THE ARECIBO RADIO TELESCOPE Ramy Rashad 110030106 Department of Mechanical Engineering McGill University Montreal, Quebec, Canada February 2005 Under the supervision of Professor Meyer Nahon Abstract The following thesis presents a computer and mathematical model of the dynamics of the tethered subsystem of the Arecibo Radio Telescope. The computer and mathematical model for this part of the Arecibo Radio Telescope involves the study of the dynamic equations governing the motion of the system. It is developed in its various components; the cables, towers, and platform are each modeled in succession. The cable, wind, and numerical integration models stem from an earlier version of a dynamics model created for a different radio telescope; the Large Adaptive Reflector (LAR) system. The study begins by converting the cable model of the LAR system to the configuration required for the Arecibo Radio Telescope. The cable model uses a lumped mass approach in which the cables are discretized into a number of cable elements. The tower motion is modeled by evaluating the combined effective stiffness of the towers and their supporting backstay cables. A drag model of the triangular truss platform is then introduced and the rotational equations of motion of the platform as a rigid body are considered. The translational and rotational governing equations of motion, once developed, present a set of coupled non-linear differential equations of motion which are integrated numerically using a fourth-order Runge-Kutta integration scheme. In this manner, the motion of the system is observed over time. A set of performance metrics of the Arecibo Radio Telescope is defined and these metrics are evaluated under a variety of wind speeds, directions, and turbulent conditions. -

We have been incessantly reconnoitering our planet and universe from Mesopotamian era to modern era. The progression of rocketry and planetary science in past century engendered a futuristic window to explore Mars which have been a source of inspiration to hundreds of astronomers and scientists. Globally, it invigorated space exploration agencies to make expedition for planetary exploration to Mars and Human Mars Missions. Scientists and engineers have portrayed numerous Human Mars Mission proposals and plans but currently the design reference mission 5.0 of NASA is the only mission under study. Here we propose a mission architecture for permanent Human Mars Settlement with 1000 peoples with multiple launch of sufficient cargoes and scientific instruments. Introduction: This paper focuses on design of Human Mars Mission with reference to the instructions by Mars Society. We proposed mission architecture for carrying 1000 peoples onboard spaceship (Marship). Overall mission architecture outline map and Human Mars Settlement Map is provided next to this page. We divided the whole mission architecture into three phases starting from orbital launch of launch vehicles and Mars colony establishment. We proposed novel habitat for protection during robust dust storms, various method to make the colony economically successful, minerals and their applications, administrative methods, water extraction, plantation, landing patterns, estimation of masses of food to be carried out and customizable system for re-use and recycling. -
Can Solar Activity Influence the Occurrence of Economic
CAN SOLAR ACTIVITY INFLUENCE THE OCCURRENCE OF ECONOMIC RECESSIONS? Mikhail Gorbanev This paper revisits evidence of solar activity influence on the economy. We examine whether economic recessions occur more often in the years around and after solar maximums. This research strand dates back to late XIX century writings of famous British economist William Stanley Jevons, who claimed that “commercial crises” occur with periodicity matching solar cycle length. Quite surprisingly, our results suggest that the hypothesis linking solar maximums and recessions is well anchored in data and cannot be easily rejected. INTRODUCTION This paper reviews empirical evidence of the apparent link between cyclical maximums of solar activity and economic crises. An old theory outlined by famous British economist William Stanley Jevons in the 1870s claimed that “commercial crises” occur with periodicity broadly matching the solar cycle length of about 11 years. It is common knowledge that this “beautiful coincidence” claimed by Jevons and its theoretical explanation linking the “commercial crises” to bad harvests did not stand the test and were rejected by subsequent studies. -

Using catches presented by FAO on behalf of the USSR and Russian Federation as a baseline, total removals were estimated by adding estimates of unreported commercial catches, discards at sea, and unreported recreational and subsistence catches. Estimates for ‘ghost fishing’ were also made, but not included in the final reconstructed catch. Total removals by Russia were estimated to be 1.57 times the landings presented by FAO (taking into account USSR-disaggregation), with unreported commercial catches, discards, recreational, and subsistence fisheries representing an additional 30.6 %, 24.7 %, 1.0%, and 0.7 %, respectively. Discards reached their peak in the 1970s and 1980s during a period of intense bottom trawling for sprat that partially contributed to the large-scale fisheries collapse in the 1990s.
