The effort does not only rest on street pushers in the barangay but includes affluent personalities who likewise, had been entangled in drug dependency that enslaved them, notwith- standing their social status. As the agency’s mandate to combat illegal drugs, PDEA RO-NCR has strengthened ties with counterparts and stakeholders. The five (5) District Of- fices, three (3) Seaport Interdiction Units and four (4) terminals of NAIA-DITG have contributed efforts to bring in successful operations resulting to 54 Buy- bust Operations, 4 Search Warrant Operations, 1 Interdiction, and 1 Controlled Delivery with the total of 60 Anti-Drug Operations conducted. Among the said operations, there are 6 High Impact Operations out of 60 negation operations, 28 High Value Targets out of 178 total arrests. Also, 57 Intelligence Operations and 52 Joint Operations with other LEAs and 31 Barangay Cleared (Serious – 2; Moderate – 19; and Slight – 10) within this month which is equivalent to 5 High Impact Operations. The operations conducted have total confiscations of PHP 1.04 Billion of illegal drugs. This is a proof of harmonious atmosphere of cooperation with the com- munity. Successful operations have an impact that leaves the community to continually trust law enforcers and gives assurance that the government is seri- ous in its campaign against illegal drugs. OVERVIEW OF THE REGIONAL DRUG SITUATION The unrelenting desire to release the barangays from the clutches of dangerous drug have now resulted to a significant to- tal of Two Hundred Twenty Five (225) drug-cleared barangays . Anti-drug efforts must be sustained considering that initial success have been determined. Drugs of Choice Shabu remains to be the number one drug of choice in the region even with the ex- istence of other dangerous drugs such as Ec- stacy, Cocaine, Hashish and Marijuana. Drug Clearing Efforts Notwithstanding the great numbers of drug personalities in Metro Ma- nila, a significant total of sixty barangays have been declared as drug-free, consonant with the stated barangay drug clearing parameters by the DDB. Evidently, adamant desire to free the society from dangerous drugs remain unfiltered despite the omnipresent odds. Drug Trafficking Trends Placement of drug den has become less apparent due to the pressure brought by barangay drug clearing operations. Illegal drug manufacturing becomes less desirable on the part of drug syndicates who have shifted to illegal importation of dangerous drugs which posed lesser risk but great reward. It bears stressing that efforts must be focused on drug monitoring and detection of drugs in our ports of entry thereby eradicating drugs in the earliest opportunity before it may be flooded to the streets of Manila, making it harder to suppress. OVER-ALL ASSESSMENT It has been proven time and again that the National Capital Re- gion is the center of gravity of illegal drug activity in the country. That being said, PDEA RO NCR needs all the support it can get from all stakeholders in this campaign. Thus, this Regional Office is practicing the principle of 3Cs, “Cooperation, Coordination and Camaraderie”, to effectively implement our mandate. DIR III JOEL B PLAZA Regional Director NEGATION OPERATIONS At about 11:30 PM of May 4, 2019, operatives of PDEA RO-NCR Eastern District Office in coordination with Marikina CPS SDEU conducted BUY-BUST OPERATION along Mithi Street corner JP Rizal Avenue, Barangay Nangka, Marikina City wich resulted in the arrest of CHARLIE JOHN LOZADA y VILLANUEVA a.k.a. CJ, male, single, 35 years old, and residing at No. 2 Mirasol Street, Barangay Nangka, Marikina City. Confiscated and seized during the operations 50.2524 grams of SHABU as per Chemistry Report No. PDEA DD019-0204 with esti- mated value of Php341,716.321 (Standard Drug Price). Cases for violation of Sections 4 and 15, Article II of RA9165 were files against the ar- rested suspect before HON. PETER STEVE G. LIM, Assistant City Prosecutor, Marikina City with docket number XV-09INQ-19-00306. At about 09:00 am OF May 14, 2019 operatives of PDEA RO-NCR Quezon City District Office, together with Anonas Police Station 9, implemented SEARCH WARRANT NO. 5832 (19) against a.k.a PUTI a.k.a SOPHIA and Cohortsat Pook Libs, BlOCK 1, Barangay UP Campus, Quezon City which resulted in the arrest of RODOLFO BAYLE y BEROÑA a.k.a PUTI (Drug Den Maintainer), ale, 63 years old, married, carpeter and residing at Block 1, Lot 36, Pook Libis, Barangay UP Cam- pus, Diliman, Quezon City; SOPHIA BAYLE y MENDOZA a.k.a SOPHIA (Drug Den Maintainer), female, 27 years old, single, massage therapist and residing at Blk 1, Lot 36, Pook Libis, Barangay UP Campus, Diliman, Quezon City; ROSANNA BAYLE y MENDOZA a.k.a BAKAT (Drug Den Visitor), female, 33 years old, single, massage therapist and residing at Blk 1, Lo 36, Pook Libis, Barangay UP Campus, Quezon City;RAYMUND SANDICHO y VILLAR a.k.a R-R (Drug Den Visitor / Watchlisted), male, 4 years old, single, construction worker, and residing at Purok 8, Pook Libis, Barangay UP Campus, Diliman, Quezon City; JUN ABAN y LOPEZ a.k.a JUN (Drug Den Visitor), male, 31 years old, single, unemployed and residing at No. 206 Ba- rangay Botocan, Quezon City; CLARISSA RAMOS y CABARNES a.k.a BALASANG (Drug Den Visitor), female, 24 years ld, single, unemployed and residing at Blk 2, Lot 68, Pook Libis, Barangay UP Campus, Diliman Quezon City; and ARTURO APARENTE JR y CASTRUDES a.k.a KAGING (Drug Den Visitor), male, 31 years old, single, construction worker and residing at Libo Area 1, Parañaque City. Cases for violation of Sections 6,7,11,12 and 15, Article II of RA9165 were filed accordingly against the arrested suspects before HON. NICASIO C. ROSALES, Assistant City Prosecutor, Quezon City. At about 1:30PM of May 20, 2019, operatives of NAIA-IADITG conducted INTERDICTION OPERATION at Central Mail Exchange Center (CMEC), Domestic Road, Apsay City which resulted in the arrest of ORION HAMRE-TAMAYO y ALFON- SO, Filipino-American, male, 26 years old, single and reiding at 52 Copenhagen, Merville, Parañaque City after he claimed a package shipped by Michael Arash Abedzadeh of 378 Xujiahui 505 Shanghai, China. Confiscated and seized during the operation was 30 cartridges declared as Chocolate which yielded posi- tive result for 474.5551 grams of Tetrahydrocan- nabinol (THC) as per Chemistry Report No. PDEA- DD019-229. A case for viola- tion of Section 4, Article II of RA9165 was file against the arrested suspect before HON RINA AL- CANTARA, Assistant City Prosecutor, Pasay City with docket number XV-13-INQ-19-E-01362. At about 04:15 PM of May 23, 2019, joint operatives of PDEA RO-NCR Seaport Interdiction Unit, PDEA RO-4A, PDEA IIS, PDEA RO-X, Customs IIS, Customs Anti-Illegal Drug Task Force, MICP Office of the District Collector, Philippine Coast Guard, CGSOF Task Force Aduana Task Force NOAH, PNP RDEU and Malabon City Police Station conducted INTER- DICTION OPERATION at No 89 M Santos Street, Santolan, Malabon City which resulted to the seizure of MOL 171 kilogram of SHABU with estimated value of Php1,162,800,000.00 (Standard Drug Price). A case for violation of Section 4, Article II of RA9165 is being prepared for filing against the suspect. At about 07:00PM of May 25, 2019, operatives of PDEA Northern District Office, together with Valenzuela Police Station Drug Enforcement Unit, implemented SEARCH WARRANT NO. 5848 (19) against ROMEO DELOS REYES y DAVID a.k.a OMENG AND Cohorts AT Diverside Street, Diverside Homes, Barangay Gen. T. De Leon, Valenzuela City which resulted in the arrest of RO- MEO DELOS REYES y DAVID a.k.a. OMENG (Watchlisted/ Drug Den Maintainer), male, 54 years old, single and residing at Diverside Street, Diverside Homes, Barangay Gen.

There were 298 admissions for this week. Quezon City has the highest (33.48/10,000 population) attack rate (Table 2). 159 deaths were reported (CFR 0.61) (Table 1/Figure 1). BASIC INFORMATION 1.1 LOCATION The Asian Barometer 2014 Survey covered the entire Philippines, and had four major study areas: National Capital Region (NCR), Balance Luzon (outside NCR), Visayas and Mindanao. 1.2 POPULATION The population of the Philippines in 2010 was 92,097,000, with estimation at 100,096,496 as of July 1, 2014. Fifty percent of the population is urban, with the median age as 23.2 years.1 1.3 GOVERNMENT2 The Philippines is a democratic republic with the president as the head of the state and the government. It is a unitary state with the exception of the Autonomous Region in Muslim Mindanao, which is largely free from the national government. The president is elected by popular vote for a single six-year term through the first-past-the-post rule. The bicameral Congress consists of the Senate and the House of Representatives. Members of the Senate are elected to a six-year term (limited to 2 consecutive terms).
