Organized jointly by Tamil Virtual Academy, Anna University, INFITT in Collaboration with CIIL & TamilNadu Govt. , KCT (https://tamilinternetconference.org/tic2019/) We are excited to announce the 18th edition of Tamil Internet Conference 2019 (TIC2019), the conference on Tamil Computing to be held at Anna University, Chennai. Research in the areas of Artificial Intelligence, Computational Linguistics and Language Processing faces a number of significant challenges, especially in the development of tools, resources and systems for languages other than English such as Tamil. Most of the research in the areas of Computational Linguistics and Artificial Intelligence is predominantly for English. In this context Tamil Internet Conference (TIC) has emerged as the major regular forum for presentation and discussion of the best research results for the work on Tamil Language in the areas of Tamil Computing and Computational Linguistics. Initiated in 1997 at Singapore, the TIC series has established itself as a specialised and competitive forum for the presentation of the works on Tamil Computing ranging from theoretical linguistics, computational linguistics, corpus studies, computational modelling and high end applications. The series is unique in that it covers Tamil Computing from such a variety of multidisciplinary perspectives. In this Eighteenth edition of TIC2019, "Tamil Robotics and Language Processing” has been chosen as the special focus theme. There are invited talks, paper presentations and exhibition on this theme. This mission is possible only if efforts are taken by the Government of Tamilnadu by motivating the skilled personnel in computing through linking the domain experts of all walks of life to create all sorts of applications and other required platforms in Tamil. STANDARDISING COMPUTING ENVIRONMENT Computing with Tamil relates to the design and development of useful applications which permit interaction with the system in Tamil. The applications could be standalone applications running on different platforms or web based applications , using Tamil in machine translation, text to speech, Optical Character Recognition (OCR), data processing, deep learning and big data analytics. For many years now, text in Tamil has been displayed on the web, the multiplicity of the fonts seen have posed real problems in arriving at some uniformity in text display. This was the main theme of discussions during the Tamilnet99 conference held in Chennai during February 1999. Till date, 16 International Tamil Internet Conferences were conducted to popularise Tamil language in computing with the latest conference(2017) was held in Canada. Tamil Nadu Chief Minister M.Karunanidhi at TamilNet '99, the international conference on the use of Tamil in Information Technology held in Chennai in February, 1999. At the conference held in Chennai in 1999, it was proposed that the placement of glyphs within a Tamil font would follow a recommended scheme.

Principal Secretary, Information Technology Department, Government of Tamil Nadu Among the many functions of any Government, evolving policies on various fronts, moving files and taking decisions in pursuance of those policies, delivering services, providing employment opportunities, enabling businesses to thrive, maintaining law and order, etc., would be the top priorities. With the large-scale use of Information and Communication Technologies (ICT) in every aspect of governance, starting a couple of decades back, these functions have leap-frogged to hitherto unimaginable levels of efficiency in governance and concomitant citizen satisfaction. Expectations of better and better governance have also increased among our Citizens, as is evidenced by their aspirations frequently aired through the social media. Tamil Nadu has been in the forefront in using and consuming ICT for the larger benefit of its Citizens. Every Department/Agency of the Government of Tamil Nadu have taken proactive steps in this direction and the results are there for all to see. We recently issued a Government Order for making all Government offices in Tamil Nadu to be ERP driven. No wonder then, that Tamil Nadu is considered a State to look up to, insofar as ICT and its use cases are concerned. Hence, this is a good time to look back at the achievements and look forward to furthering this cause, using the Emerging Technologies. Tamil Nadu has been a pioneer in e-Governance and the Information Technology Department, through the Tamil Nadu e-Governance Agency (TNeGA), ELCOT and the National Informatics Centre (NIC) have been spearheading this movement.
