Skilled Iowa is a statewide initiative designed to prepare Iowa’s workforce for the demanding jobs of today and of the future. The program allows both the employed and unemployed to take an exam that identifies work-ready skill sets. The individuals then receive a ranking based on the exam’s success rate. Employers appreciate the exam results, as it improves the odds that new hires will be able to successfully meet the demands of the job. Des Moines County received the designation because a large number of local residents have already taken the exam and a number of area employers have already agreed to consider the exam rankings in the employment process. Partnership Welcomes David Toyer David Toyer is the Greater Burlington Partnership’s new Director of Economic Development. David comes to Burlington having served as the Economic Developer for the City of Webster City, Iowa the past three years.

During his time in Webster City, David was responsible for creating the city’s economic development marketing program, which attracted recognition from both the International Economic Development Council and the Mid-America Economic Development Council.

“I’m excited to join the Greater Burlington Partnership’s team and be part of their new Partnering for the Future campaign,” said David. “I’m also looking forward to meeting with representatives of local industries in the first few weeks.”

David has spent more than a decade working in development and land use consulting. Additionally, his background includes time as a registered lobbyist. With this, the question may arise: “Why is a Chamber of Commerce studying social assistance programs?” The answer to this lies in the countless comments from members of the Chamber of Commerce throughout the past six to seven years in regards to an influx of out-of-staters coming to Iowa to apply for government sponsored programs. It has been a highly discussed issue, but nobody has investigated the matter very far. Up until this study was conducted, all that existed were rumors of what has taken place in Southeast Iowa during what has been nationally known as the ‘Great Recession.’ The government affairs committee deemed it necessary to either confirm or debunk what has taken place in terms of social assistance programs in Intern Mark Foster presents the Social Assistance findings to the Greater Burlington Board on May 21. With this, Mark compiled a nonpartisan report stating the facts, statistics and testimonials of officials within the programs that creates an insight to the trends and changes actually taking place. Anonymity was given to all of the officials in order to create a truthful and non-hostile environment for interviews. Though the project has taken place over numerous weeks, it must be stated that given the far-reaching governmental bureaucracy and the copious amount of social assistance programs that exist, not every statistic, fact or question can be found or answered with this report. Growth has started, sputtered and stalled more than once. Yet this sector that produces over half the private GDP and employs half the private sector continues to be a mainstay of our economy.

Des Moines County small businesses once again remain positive and are looking toward the future. From January through April, personal interviews were conducted with 70 area small businesses. While pride in weathering the economic challenges in the last few years was a comment heard often, so was talk of sales growth, expansion and increased employment needs.

Sales were up for both total revenue and individual sales for the third year in a row. Total revenue this year showed 63% of businesses with increasing revenue and none showing a decrease in revenue.

Projected increases in employment needs are also up with 42% of the companies we talked with. No one had decreasing employment projections, further evidence of a strengthening local market.

Employers continue to express concern regarding the quality, stability and availability of workers in the area. Lower skilled workers in Iowa surpass the number of lower skilled jobs by 20%, while middle skills see the reverse, with a 17% gap in workers for the jobs available. Training and educating low skilled workers for the middle skill jobs is a focus.

No matter the size of your business, technology has both tangible and intangible benefits that can help you make money and produce the results your customers demand. 2012 results show that 44% of the companies surveyed have technical based business opportunities emerging with 50% of the opportunities in products, product improvements or production systems. While 2013 results again says 44% of the business surveyed have technical based opportunities, the majority of them (56%) were in social media and websites. Business owners’ thoughts on the strengths and weaknesses of the Greater Burlington area: Strengths Weaknesses • Regional shopping hub • Low income jobs, lack of disposable income • Loyal customers • Declining population • The riverfront and tourism events • Loss of young people • Small town feel • Riverfront development • Downtown improvements • Lack of skills in labor pool

Uncertainty regarding the Affordable Health Care Act, minimum wage increases and federal budget cuts has small business owners cautious about what the coming year will bring. The most common concern amount small business owners (67%) was legislation adversely affecting business, namely the Affordable Health Care Act and minimum wage increase. Only 27% felt there might be legislative action that would benefit them, with commercial property tax reform at the top of the list. BUSINESS SUCCESSES

Looking for a fun way to spend summer evenings with friends and family? Then grab a lawn chair and head down to the 5 & V – downtown Burlington’s outdoor theater! Movies will be shown on the side of Drake Hardware and Software at Fifth and Valley Streets four evenings this summer. There’s no admission for the events, though donations are accepted.
