    MANAGEMENT OF THE UNDERWATER AND COASTAL ARCHAEOLOGICAL HERITAGE IN ISRAEL’S SEAS (I) GESTIÓN DEL PATRIMONIO ARQUEOLÓGICO SUBACUÁTICO Y COSTERO EN LOS MARES DE ISRAEL (I) EHUD GALILI1 - SARAH ARENSON2 [email protected] [email protected] ABSTRACT The Maritime cultural heritage of Israel reflects important chapters in the history of humanity, including the Neolithic revolution and the beginning of agriculture, the emergence of the first empires and the foundation of the three monotheistic religions. Erosion due to sea level rise and human activity is destroying important coastal and underwater archaeological sites. Low levels in the Sea of Galilee and the Dead Sea exposed many archaeological remains, which are threatened by erosion, treasure hunting and coastal development. Without intensive rescue and protection activities, the valuable cultural maritime heritage will vanish within a few decades. Legal and operational tools are currently 151 applied in order to assure integrated coastal zone management, to control coastal development and to protect the marine cultural resources. Among these are the Antiquities Law, the Planning and Building Law, the Nature and Parks Law and the Law for the Protection of the Coastal Environment. Coastal and underwater sites are mapped and monitored, protected coastal and underwater sites are declared and rescue surveys are carried out in the endangered sites. A national risk assessment document of the coastal and underwater heritage and detailed preservation and protection plans have been prepared. Pilot projects for protecting and preserving the sea walls of Ashkelon, Apollonia and Akko were completed and several damaged harbors in the Sea of Galilee were reconstructed.

    Adalah’s Newsletter, Volume 63, August 2009 The New Israeli Land Reform August 2009 Background On 3 August 2009, the Knesset (Israeli parliament) passed the Israel Land Administration (ILA) Law (hereinafter the “Land Reform Law”), with 61 Members of Knesset (MKs) voting in favor of the law and 45 MKs voting against it. The new land reform law is wide ranging in scope: it institutes broad land privatization; permits land exchanges between the State and the Jewish National Fund (Keren Kayemet Le-Israel) (hereinafter - the “JNF”), the land of which is exclusively reserved for the Jewish people; allows lands to be allocated in accordance with "admissions committee" mechanisms and only to candidates approved by Zionist institutions working solely on behalf of the Jewish people; and grants decisive weight to JNF representatives in a new Land Authority Council, which would replace the Israel Land Administration (ILA). The land privatization aspects of the new law also affect extremely prejudicially properties confiscated by the state from Palestinian Arab citizens of Israel; Palestinian refugee property classified as “absentee” property; and properties in the occupied Golan Heights and in East Jerusalem. Land Privatization Policy The law stipulates that 800,000 dunams of land currently under state-control will be privatized, enabling private individuals to acquire ownership rights in them. The reform will lead to the transfer of ownership in leased properties and land governed by outline plans enabling the issuance of building permits throughout the State of Israel in the urban, rural and agricultural sectors. Change in the organizational structure of the Israel Lands Administration The reform further stipulates a broad organizational re-structuring of the ILA.

WOLF** *Department of Geography, Oranim School of Education, Tivon, Israel **Department of Geosciences, Oregon State University, Corvallis, OR, USA ABSTRACT When peace negotiations do one day resume between Israelis and Arabs, shared water resources will again take centre stage, acting both as an irritant between the parties, and as a tremendous inducement to reach agreement. The ‘hidden’ hydropo- litical issues that will need to be resolved between Israel, Lebanon and Syria in the course of eventual boundary talks are considered. Two of these issues, the village of Ghajar and its relation to the Wazani Springs, and the possibility of groundwater flow from the Litani to the Jordan headwaters, change the fundamental understanding of the relation- ship between hydrologic and political claims, and could threaten the entire approach to water negotiations both between Israel and Syria and between Israel and Lebanon. Fortunately, other agreements within the basin can inform the path solutions here might take. The most critical step towards conflict resolution is separating the concepts of territorial sovereignty from water security. This can be done most effectively by offering joint management, monitoring and enforcement strategies, as well as encouraging greater transparency in water data across boundaries. Introduction Despite the current deadly, and apparently intractable, conflict between Israelis and Arabs, history suggests that peace negotiations will one day resume. When they do, shared water resources will again take centre stage, acting both as an irritant between the parties, and as a tremendous inducement to reach agree- ment.

    Empowering Students Via Travel: Probing the Arab-Israeli Conflict from the Field Dr. Jonathan Snow Roanoke College [email protected] APSA Teaching and Learning Conference February 2020 Abstract Teaching the intricacies of the Arab-Israeli conflict to undergraduates in a comprehensive and dispassionate manner presents numerous difficulties, even under controlled classroom conditions. As logistically difficult as it is, traveling to the region and exploring the issues through direct interactions with its various peoples, places, groups, and polities allows for a unique and meaningful opportunity to unravel otherwise unfathomable elements of this complex case. This paper documents the particular successes, challenges, and missteps of a recent international travel-learning course which brought a group of American undergraduates to Israel and the West Bank for an intensive learning experience. Unlike traditional classroom settings, this course was frontloaded with all of the readings so that the students came in with at least a minimum shared base level of knowledge. The focus on the ground was exploring how on a day- to-day level the inhabitants of the region coexist more than they clash. In this course students gained a unique insight into the various aspects of the current and past Arab-Israeli conflict through exposure to a wide range of sites, narratives, politics, and initiatives in this land shared and claimed by both sides. We were able to meet with individuals from across the various political, ethnic, and religious divides and visited locations in Israel and the West Bank that are holy to Jews, Christians, Muslims, Druze, Baha’is, and others. Students had access to places and peoples out of reach to regular tourists, allowing for thoughtful analysis and understanding of the conflict, its complexity, and its possible resolutions or evolutions.
