SITUATION REPORT #15 West Earthquake Emergency Response (WIRES) Update as of: 9 - 12 Febuary 2021

Country / Location of and Districts, Province, Emergency Situation Update Information: Overview The Indonesia Meteorological, Climatology and Geophysics Agency (BMKG) reported a 5.9-magnitude earthquake struck off West Sulawesi Province on Thursday, January 14th 2021 at 01.35pm UTC+7. The epicentre was located on the land, 4 kilometres northwest of Majene district at the depth of 10 kilometres. It was followed by earthquakes with intensity of 6.2 magnitude on January 15th at 01.28am UTC+7. Several aftershocks continued afterwards:  5,0 magnitudes on January 16th at 06.32 am UTC+7 with the epicenter being 6 kilometers northeast of Majene district at the similar depth of 10 kilometres.  Wednesday, February 3rd, 2021 at 15:25:38 WIB, with 5.2 Magnitude at depth of 18 km. Location: 3.01 LS, 118.82 East Longitude (9 km Northwest of Majene).

As of February 4th 2021, according to the National Disaster Management Agency (BNPB), a total of 107 people died (97 in Mamuju, 10 Majene)*, 70,496 people were displaced and 3369 people were injured. Several public facilities have been damaged, including 23 Provincial government office (18 Mamuju, 5 Majene), 37 schools (22 in Mamuju and 15 in Majene, 10 hospitals/public health centers, and 34 worship places (26 Mamuju, 8 Majene). As February 3rd 2021, there were 18,215 houses have been damaged, 11.423 houses in Mamuju District and 6.792 houses in Majene District.

Based on the results of the post evaluation meeting West Sulawesi on February 3rd. 2021, West Sulawesi Provincial Government was decided the emergency response status change to a transition status from emergency to recovery. On February 4th 2021, a meeting was held by the West Sulawesi Provincial Secretary which was attended by the all institution at the provincial level, the Regent of Majene and the Regent of Mamuju and his staff, and related agencies to discuss the status of the emergency transition to recovery and its readiness. The key message from the coordination meeting:

1. February 5th , the period of emergency transition to emergency recovery so that elements of the TNI / POLRI will be withdrawn and handed over to the Provincial Government. 2. Commander of the Transitional Command Post is the Provincial Secretary, Dr. Muhammad Idris, M.Si which will be effective for 2 months (5 Feb - 5 April 2021). 3. For cluster activation will be assist by the Volunteer Desk. 4. Strengthening the Regional Hospital with 100 beds in field hospitals 5. The Ministry of Public Works (PU) will set up a special tent for COVID 19 patients in the hospital area (infectious center) totaling 80 beds 6. During the rehabilitation period, public kitchens will remain and the Provincial Government is looking for donors for it 7. Decisions / directions from the are: activity synchronization, strategy mapping, cluster mapping There are 5 sector in the recovery post: 1. Evacuation Cluster / service (public kitchen) 2. Health Cluster 3. Logistics equipment 4. Opening of isolated villages, infrastructure and security 5. Supporting units (special data and info, volunteer desks, vertical agencies -> system and information tools)

Challenges/issue: 1. Public awareness that they do not want to use PPE when participating in activities 2. The number of COVID-19 has increased dramatically after the earthquake and the Provincial Government has ordered 20 GeNose at UGM, belum ada kejelasan ketersediaan barang 3. The appointment of the Regional Apparatus Organization leadership is 100% under the authority of the Governor, not the Regional Secretary. 4. If the massive test facilitated by the government, they must prepare the test equipment and isolation place for the patients. 5. Based on the information on Child Protection and psychosocial cluster In 1 – 7 February 2021, there are 2 under-five children (7-month baby and 2-year child) who died because sick in the camps. 6. The people on camps experience Acute Respiratory Infections and require a medical examinations due to the changing season. Assessment JNA dan JENA WVI initiated coordination to prepare the Joint Need Assessment that involved 48 partners from other NGOs and local partners. Feasibility and Risk Assessment /Market Assessment WVI collaborated with Save the Children and other NGOs to conduct the Feasibility and Risk Assessment for the preparation of the Cash Voucher Program. To conduct the assessment in the field, WVI collaborated with local partners: Yayasan Karampuan in Mamuju and Sigap Kerlip in Majene District. WVI also assess the collaboration with a financial institution in the Majene district, it started with BNI. Data collection will be completed by January 27th and the cleaning data was in progress until February 1st. In February 1st 2021.. Based on the assessment, there are 5 finance provider that exist in Mamuju and MAjene, and two of them ready to presented their program to cluster FRA. The detail information about the finance provider can be access via link : https://docs.google.com/spreadsheets/d/1rOhEN31Nfaxj- wS7itWnxWGAiW_QdWsfNVqjXanM1yY/edit#gid=0 General Finding FRA :  There are concerns from households and community leaders regarding the implementation that is not well targeted (including overlapping assistance), the socialization process, coordination and transparency that is not well done  Village offices were the main choice for households and community leaders as locations for distribution of assistance, both in areas with remote access or those with close access.  During the data collection period, the market situation was not 100% stable.  During the data collection period, more than 50% of shops / vendors stated that the main impact they felt related to the supply chain of goods was limited / delayed delivery of the supply of goods, besides that the decrease in people's purchasing power and distribution of assistance by NGOs and the government also had an effect on reducing their turnover this time Recommendation : 2. Non-cash assistance is a preference and can be provided for disaster survivors  Conflict risk mitigation needs to be managed by means of a transparent process, starting from identification of beneficiaries, verification of data, socialization to distribution of assistance.  The coordination process with the local village government needs to be well managed as a measure to manage conflict risk.  Coordination between non-cash aid actors in West Sulawesi needs to be improved to ensure that there are no overlapping areas.  Endorsements and appeals from the local government (Provincial Government) will play a very important role in the acceptance of the local community (e.g. through the guidelines in the SK) 3. The location for the distribution of assistance chosen should be the one close to where the beneficiaries live (Village office), in order to facilitate beneficiary mobilization and reduce transportation costs incurred by beneficiaries.

Market Assessment. In January 29th 2021, WVI conduct the market assessment on Ulumanda District to complete the result from the FRA that still on cleaning process to get recommendation about CVP program. The result of the market assessment:  Preferred modality: Cash Assistance  Reason: Cash assistance is very important because it can be used to buy goods / needs that currently do not exist / have not received assistance in the community and can also be used as capital.  Decreased appetite, because the place, and also the food eaten is always the same. The number of meals remains 3 times with a menu of , noodles, eggs. Other side dishes are not available, there is assistance of canned fish, but the community doesn't really like it.  People who work as fishermen do not have the courage to go to sea because they are afraid of the tsunami and because people are still in refugee camps. The community is also still waiting for information from the village government regarding the development of the post-earthquake situation. The community will return if they get instructions from the village government.  From the initial finding of market assessment, BRI link become the 1st option as the financial provider and 2nd was post office. The recommendation for nominal transfer:  IDR 325,000 (USD 23,21) + Local transport to market/bank  IDR 572,000 (USD 40,86) + Local transport to market/Bank  IDR 700,000 (USD 50,00) + Local transport to market/bank Based on the assessment result (FRA, Market assessment) and an agreement with the West Sulawesi CVA cluster, decide the nominal Voucher/transfer are IDR 700.000. (USD 50)

From the results of the assessment of financial providers in West Sulawesi (BRI, BNI and Bank Suselbar and 1 post office), the WIRES Project will cooperate with PT to process the distribution of cash assistance, because: 1. The Bank requires beneficiaries to have identity card or family card for opening accounts 2. Beneficiaries must make a bank account 3. The account book printing process takes a longer and longer time so that it exceeds the duration of the project.  In February 4th 2021, WVI, PLAN Indonesia and Yayasan Karampuang are discussed with the Regional Secretary of West Sulawesi Province and the West Sulawesi Disaster Response coordinator to : 1. Encouraging the functioning of the Protection and Evacuation Clusters during the rehabilitation period -> requesting that the Provincial Government produce a Decree for the Regional Staff Organization appointed to lead the cluster / sub-cluster / working group that will be activated 2. Disaggregated data management of children and vulnerable groups 3. COVID 19 protocol in evacuation posts -> massive test in camps areas 4. WVI also informed what will be done together with partners for 90 days in response  Yayasan SIGAP KERLIP facilitated Child Protection Mechanism by assisting 2 boys with child labor issue in Mamuju District The children was used by some people as daily worker to packing NFI from donors. The child has separated from his family and works in VIHARA Temple. After collaborated with local NGO and Yayasan Karampuang, the children already sent back to his family in Takalar, .  WVI with local partners Yayasan SIGAP KERLIP coordination with the Regent and Regional Secretary of Majene District to informed about WIRES’s program in Majene District. One of the result, the Government of Majene district will support 115 teachers who will join in the psychosocial support program with Rapid Antigen Test, WVI will presented the result of the rapid assessment, and activation of the working group for protection and shelter in Majene District. WVI also asking the Regent to join in the distribution process of 100 children kits in Kebiraan Village at February 9th 2021.  Wahana Visi Indonesia collaborated with Volunteer Desk in West Sulawesi to share material about the strategy of humanitarian action workers in breaking the chain of the spread of COVID- 19 ( offline and online) . Disseminate about COVID-19’s protocol to volunteers so that they can become an example for the community at camps 2. Synergy between local governments and volunteers related to earthquake and pandemic management 3. Fulfillment of the SWAB ANTIGENT kit by the local government 4. Increased the public awareness that COVID-19 is already around us so we need to keep our bodies in good condition by discipline apply the health protocol.

The results of discussions with the Provincial Secretary for the activation of the Evacuation and Protection (PP) clusters have been held in the PP cluster inauguration meeting on February 10th 2021 which is chaired directly by the West Sulawesi Provincial Social Service Office and a follow-up meeting will be held every Wednesday.

Distribution process is carried out with SIGAP Kerlip, LPMP Sulbar and National Army. LPMP West Sulawesi and National Army provided transportation for kits distribution. HK packages will be distributed to people in the Mekkata village area only, althoug there are families from other villages who have moved to the Mekkata village and according to their criteria they will become as the potential beneficiaries. 2. Families with children aged 15-18 years On February 8th 2021, WVI with local partners ( SIGAP KERLIP) discussed with the village government, community leader, and Cadre of Poysandu ( Integrated health service post) in Kabiraan Village to define beneficiaries’ criteria of children kits. Here are the criteria: 1. Children aged 0-2 years 2. Children who are in refugee camps and in the village. The distribution of 100 children kits needs two days to complete because there are 4 from 9 sub-villages that are difficult to access by car.

Program Master Teacher /CVP WVI collaborated with Educational Quality Assurance Institution (LPMP) West Sulawesi, Yayasan Karampuang and Yayasan Sigap Kerlip to conduct the Master Teacher Program. The training for the 30 Teachers conducted on 3 – 5 February 2021. 15 teachers on Mamuju dan 15 Teachers on Majene. The training using 2 method: online (Facilitator) and Offline ( Co-facilitators). There are 4 materials that were delivered to participants: 1. Psychosocial Support 2. Psychosocial First Aid 3. Child Protection 4. Hygiene promotion – COVID-19 The Master Teacher Program aims to encourage teachers to return to teaching and children to return to learning and provided that the beneficiaries have met the criteria and followed the predetermined conditions. Staff with local partners and stakeholders ( LPMP and Education Department) develop criteria for the beneficiaries: The beneficiary’s criteria are: A. Criteria for Master Trainer: 1. Living in a refugee camp 2. Not a civil servant 3. Representing the Organization 4. Ready for training to completion 5. Ready to become a facilitator to train teachers, volunteers and other stakeholders 6. Ready to provide training in the future if needed

Preparation Psychosocial training for 200 teachers, community leaders and faith leaders

After the master teacher training, WVI and partners continue to discussed with Village Government and community leader to inform about WVI’s program and consult about beneficiary’s criteria. In February 1 – 11 2021 There are 5 villages in mamuju that already facilitate the discussion and socialization about WVI’s program. They are: Takandeang, Taan, Sumare, Rangas, and North Botteng villages. The discussion in Majene District already done but the data has not set from the local partners that facilitated the process. In February 13th the community and partners will sent the 200 name of target beneficiaries according to the criteria.

Psychosocial Support for Sunday School Teacher WVI collaborated with the local church to conduct psychosocial support training for Sunday school teachers. There are 18 Sunday school teachers and faith leaders (16 females, 2 males) and 1 Religious Counselor ( 1 female) from the Ministry of Religious Affairs joined in the training from 9 – 11 February 2021 via zoom. The action plan from which each participant will do are: 1. Learning the material given at home 2. Apply to family and closest people 3. Making a personal activity plan

Quote from one of the participant: Ferry, Male, 37 years old “Thanks to WVI for organizing the training for us. We will learn more about the material that has been shared with us. Next, we will map the camps that need support and design activities with the children in those camps” Aprida , Female, 35 Years Old “ In this situation, I will continue to learn and practice psychosocial support because now I am a trainer”.

Logistics &  Limited internet and phone connection in the response areas hinders the coordination process among Procurement remote staff and local partners.  The media accountability and visibility were process through provision in Palu.  Staff conducted coordination with vendors in Mamuju to assess the probability they become WV’s partners in supplying stationery and accommodation, both Majene and Mamuju. In Majene, WVI collaborated with LPMP to facilitated the accommodation with lower price than any hotel in Mamuju or Majene.

Duration of 3 months. (15 January 2021 – 15 April 2021) Response  Accountability assessment On February 6th, the assessment already done in Mamuju district , thus all collecting data process are complete, both in Majene and Mamuju. There were 26 people in Majene and 14 People in Mamuju who participated in the collecting data process through 4 FGDs “ Majene FGD boys : 9 boys FGD girls : 5 girls FGD Male : 6 male FGD Female : 6 female

From the results of the FGDs, it was found that the information needed by the community was related to the need to receive information about what kind of support/ assistance that were provided, aid distribution, and the identity and program from WVI. 2. Most of the community prefer to get information from WVI's staff because it can be conveyed clearly. 3. The community mostly prefer using telephone to call the hotline number of WVI, or conveying it directly to WVI / Yayasan karampuang / Sigap kerlip Staff to voicing a complaint. 4. For consultation, matters of activity or assistance that are expected to be discussed together, namely related to the benefits and objectives of the activity, suggestions, and criticisms that come in. Meanwhile, child respondents said they need every activity is done in a fun way Program 5. the community stated that they could participate, starting from the agreement that needed to be done for the activities to be carried out, mapping, data collection of potential beneficiaries and criteria for beneficiaries in particular, and as participants in the training held. Furthermore, men’s groups also stated that they work together to build tents and lift goods during distribution. Child respondents also suggested that they wanted to be involved in children's activities Recommendation : 1. The suggestion box is a feedback channel that still needs to be used as a medium to accommodate feedback from the public, especially during the distribution process. With a pandemic condition, WV also needs to ensure that in providing feedback through the suggestion box, the community and staff remain safe from Covid19. 2. Providing clear information related to organizational identity, objectives of activities, and programs through billboards attached to strategic points, as well as providing banners/flyers for each activity carried out. 3. WV provides clear directions to staff so that any sensitive issues that come in need to be immediately conveyed to the accountability team and then directed to RM. 4. Community representation also needs to be present in every consultation process related to the program, which will be carried out. 5. Delivering detailed and clear information related to the program to minimize misunderstanding in the community and government.

There were 21 feedbacks received from February 9th - February 12th , 2021, during dissemination about WVI program and consulting proces of CVP which was conducted offline in Rangas Village - Mamuju. 81% (17 feedback) expressed their gratitude about the WVI’s 19% (4 feedback) provided suggestions regarding the program which will be done in next week.

The suggestion are : 1. To conduct the data colletion for target beneficiaires in the camps directly. 2. To provide psikososial support not only for the children but also for their parents. 3. To conduct dissemination about WVI’s program directly to the camps so people can more understand about the program. 4. To help also the leader of the sub-village.
