Politike Teritorijalnosti U Bih Tema broja: BiH – 15 godina nakon Daytona Politike teritorijalnosti u BiH Višeslav Raos Unatoč sve većoj ulozi informacijsko-komunikacijskih teh- nologija i virtualnih društvenih arena na političku promidžbu i komunikaciju, globalizacijskih procesa koji proizvode međuovi- snost država te europskih i atlantskih integracija koje nadilaze i redefiniraju suverenost, fizički prostor odnosno teritorij još je bitna odrednica političkog djelovanja i predmet političkoga. Uloga prostora i prostorne prisutnosti posebice je naglašena u fragmentiranim društvima s dubokim vjerskim, jezičnim i Uloga prostora i prostorne etničkim rascjepima. Društveni, pa i etnički, odnosi po pravilu sadržavaju i komponentu prostornih relacija (Cox, 2002:147). Teritorijalnost je akt političke proizvodnje, dinamične i pro- prisutnosti posebice je naglašena mjenjive konstrukcije, koja zbog svoje inherentne isključivosti vodi k razgraničenjima i prijeporima (Blacksell, 2006:20). Prostor u fragmentiranim društvima s odnosno teritorij ujedno je i fizički opipljivo tlo, građevinsko i poljoprivredno zemljište koje je podložno diobi, ali i nemateri- jalni prostor koji je u percepciji nositelja kolektivnih identiteta dubokim vjerskim, jezičnim i nedjeljiv (Toft, 2003:127). Na primjeru postdejtonske BiH i nje- zine administrativne podjele pokušat ću pokazati ulogu terito- rijalnosti u politici. etničkim rascjepima Međuentitetska granica i podijeljene općine Općim okvirnim sporazumom za mir u BiH, poznatijim pod nazivom Dejtonski sporazum, definirane su i ozakonjene unutar- državne teritorijalne promjene koje tvore podlogu suvremeno- ga političkog života u toj zemlji. U pregovorima u Daytonu uspo- stavljena je Međuentitetska crta razgraničenja, odnosno granica između Federacije BiH i Republike Srpske, koja uvelike odstupa Višeslav Raos, znanstveni novak u Centru za politološka istraživanja i polaznik doktorskog studija iz komparativne politike na Fakultetu političkih znanosti. Od kraja misije nametanja mira njem na vitalni nacionalni interes bošnjačkog naroda odbačeni (peace enforcement) SFOR-a (Stabilisation Force, međunarodna su odlukama Ustavnog suda BiH (AP-2821/09). Riječ je o prvoj granici utvrđenoj od titularnoga naselja (Bosanska Krupa), zadržavanjem imena multilateralnim pregovorima zasnovanima na geografskoj do- Krupa (na Uni) pokušava se održati političko-identitetska pri- kumentaciji, odnosno na satelitskim snimkama koje omogućuju sutnost Republike Srpske i njezina naslovnog naroda (Srbi) na najveću preciznost u razgraničenju. Entitetskim tom spora, budući da su vlasti Republike Srpske razgraničenje razgraničenjem podijeljena je i općina Kupres. Istoimeni grad entiteta nazivale „granicom entiteta“, dok je Ustavni sud BiH to pripao je Federaciji, a manji dio općine sa sjedištem u Novom osporio, pozivajući se na činjenicu da Dejtonski sporazum riječ Selu postao je dio Republike Srpske. Općina Oštra Luka, nastala „granica“ (border) spominje samo u kontekstu vanjskih oboda od dijelova općine Sanski Most koji su pripali Republici Srpskoj, bosanskohercegovačke države. primjer je jedne od jedinica lokalne samouprave u srpskom en- titetu koje su bile predmet još jedne prakse imenovanja što je Podijeljene jedinice lokalne samouprave smjerala jačanju identitetsko-teritorijalnog označavanja i raz- graničavanja. Prvo, politiku preimenovanja općine Bosanski Šamac pripao je Republici Srpskoj (pod ime- u Republici Srpskoj obilježuju pokušaji prikrivanja odnosno mi- nom Šamac), dok je od manjeg dijela stvorena općina Doma- nimaliziranja pojave općebosanskog identiteta i materijalnih ljevac-Šamac (sjedište u Domaljevcu) u Federaciji. U Bosanskoj Posavini su podjelom općina Gradačac, Orašje broj 4 - prosinac 2010. 7 Tema broja: BiH – 15 godina nakon Daytona i Odžak stvorene općine Pelagićevo, Donji Žabar i Vukosavlje u Tablica 1.     The War in Bosnia and Herzegovina Or the Unacceptable Lightness of “Historicism” Davor Marijan War Museum, Zagreb, Republic of Croatia Abstract The author in this study does not intend to provide a comprehensive account of the war in Bosnia and Herzegovina, in part because the cur- rent level of research does not enable this. The only way to understand this conflict is through facts, not prejudices. However, such prejudices are particularly acute amongst Muslim-Bosniac authors. They base their claims on the notion that Serbs and Croats are the destroyers of Bosnia and Herzegovina, and that both are equally culpable in its destruction. Relying on mainly unpublished and uncited documents from the three constitutive nations of Bosnia and Herzegovina, the author factually chal- lenges basic and generally accepted claims. The author offers alternative responses to certain claims and draws attention to the complexity of the war in Bosnia and Herzegovina, which has been mainly viewed in terms of black or white. The author does, however, suggest that in considering the character of the war it is necessary to examine first the war in Croatia and the inter-relationship between the two. The main focus is on 1992 and the Muslim and Croat differences that developed into open conflict at the beginning of 1993. The role of the international community in the war and the partition of Bosnia and Herzegovina are also discussed. At the end of the 20th century in Europe and the eclipse of Communism from the world political scene, it is not easy to trace the indelible marks left behind after the collapse of Yugoslavia and the wars that ensued.

After dealing with the natural features and social importance of the Posavina region in the past, presented is the importance of this region as a unique Croatian ethnic territory during the Mid- dle Ages. With the appearance of the Ottomans and especially at the beginning of the 16th century, great ethnic changes oc- cured, primarily due to the expulsion of Croats and arrival of new ethnic groups, mostly Orthodox Vlachs and later Muslims and ethnic Serbs. With the withdrawal of the Ottomans from the Pannonian basin to the areas south of the Sava River and the Danube, the Sava becomes the dividing line creating in its border areas two socially and politically different environments: the Slavonian Military Frontier on the Slavonian side and the Otto- man military-frontier system of kapitanates on the Bosnian side. Both systems had a special influence on the change of ethnic composition in this region. With the withdrawal of the Ottomans further towards the southeast of Europe and the Austrian occu- pation of Bosnia and Herzegovina the Sava River remains the border along which, especially on the Bosnian side, further changes of ethnic structure occured. SEECOF-18, MedCOF-9 Climate outlook for the 2018 winter season: Temperature and Precipitation According to the seasonal forecast based on tercile ranks and climate classification ratings, thermal conditions over the Republika Srpska and Bosnia and Herzegovina for winter 2018 had been described by the following categories: above upper tercille over all the Republika Srpska and Bosnia and Herzegovina wіth probability of 50% ( the portion 2, left). Figure1: Temp (left) and PRC tot (right) DJF18 Outlook For the southern area, along the coastal region, precipitation amounts had been predicted like below lower tercile value and “no clear signal” for the remaining part of the country (the portions 3 and 2, right). The Republika Srpska registered warm air thermal conditions and wery wet to extremely wet conditions over the most stations with acumulated snow cover greater than normal; The last winter season has been 11th warmest over the period 1952-2018 (7th warmest for the 1981-2018) Temperature, daily max, reached the first lowest value from 1961 (Bijeljina, Banja Luka, Doboj, Sokolac...) on several days from 25-28 feb. Lowest daily maximums Тxn were exceeded on 26-28 february Precipitation total reached 10th highest over the Southern and 5th max value over the rest in 137 years long data series. In Banja Luka, accumulated precipitation of 146mm, represents the second highest from 1862 years and differs from the absolute maximum (148mm;1889) just in 2mm. Snow depth on the end February days reached 2-3 highest value in the north-western part (Krupa na Uni, 96cm).
