2017 FEI NORTH AMERICAN JUNIOR, YOUNG RIDER CHAMPIONSHIPS CRITERIA FOR THE SELECTION OF TEAM(S) & INDIVIDUAL(S) 1. EQUESTRIAN CANADA CRITERIA Equestrian Canada (EC) has prepared the following qualification standards and selection criteria for the 2017 FEI North American Junior, Young Riders Championships – Dressage (NAJYRC). The following EC policies, agreements and criteria, are applicable to the qualification and selection process for the 2017 NAJYRC: (a) 2017 NAJYRC Criteria; (b) EC HPC Criteria - General Conditions Attachment J (c) EC Athlete Agreement, Applicable Codes of Conduct and Policies, FEI Criteria / Rules and Policies and 2017 NAJYRC Organizing Committee (OC) Policies. 2. TIME AND PLACE OF COMPETITION The 2017 North American Junior, Young Rider Championships (NAJYRC) will be held in Saugerties, New York from 18 th - 23 rd July 2017. 3. SELECTION PROCESS Refer to s. 14 and Attachment G of this criteria for the ranking system used in selection. In the event of a conflict between these criteria and Attachment G these criteria shall prevail. 4. DECLARATION PROCESS / FEE All riders must declare their interest in being considered for selection for the Championships. The following provides details on the declaration process. (a) The Declaration Form (Attachment A) must be completed, signed and received by the EC, Dressage Program Coordinator by Monday April 3rd, 2017. Please type or print clearly on all attachments. Incomplete or illegible forms will be considered invalid. EC is not responsible for any late, lost, delayed, misdirected or stolen correspondence; either submitted electronically, via postal service, commercially shipped or voice activated. Any intentional misrepresentation of information will eliminate the applicant from being considered. (b) A rider must declare their province on the Declaration Form. The Provincial declaration must be based on one of the following scenarios: (i) province of permanent address; (ii) province where attending school, four months consecutive minimum stay required; (iii) province where working with trainer, four month consecutive minimum stay required; or (iv) in the event that none of the above applies EC will decide based on the birthplace of rider or residential address of the rider’s parent(s). Riders should provide this information on their declaration if this provision applies. (c) Riders must provide proof of Canadian citizenship with their Declaration Form by Monday April 3rd, 2017 and not later than Friday, April 28th, 2017 , in the case of late declarations (see s. 12(b) for more specific details on citizenship requirements). (d) The declaration fee of $100 CDN. (Cheques payable to Equine Canada) must accompany the Declaration Form. (e) Late declarations will be accepted until Friday, April 28th, 2017 . Under no circumstance will a late declaration be accepted after Friday, April 28th, 2017 . The late declaration fee will be $300 CDN. Note: Riders should ensure that they do not skip competitions they would otherwise attend based on assumptions about who is declared and who is not declared. (f) It is the responsibility of the owners and riders to ensure that they know and understand the NAJYRC Selection Procedures, EC Rules and FEI Regulations. 5. NO ALTERATIONS (a) No alteration of rider/horse combinations will be permitted after declaration. (b) Should a rider/horse combination change during the qualifying period, a new declaration is required and the new combination must obtain all new qualifying marks. No carryover marks from a horse with another rider nor a rider using a different horse will be permitted. 6. ATHLETE AGREEMENT / TEAM PROTOCOL / DISPUTE RESOLUTION (a) Riders must sign a current EC Athlete Agreement and EC Code of Conduct when declaring for consideration to represent Canada at the NAJYRC (a copy of these agreements will be e-mailed to the athlete at the e-mail provided by the athlete on their declaration form). Both signed agreements must be returned by Monday, May 29 th , 2017, in order for the declaration process to be considered complete. Failure to sign and return the EC Athlete Agreement and/or the EC Code of Conduct by the deadline will make the rider’s declaration invalid. (b) Dispute Resolution Policy – Elite Athletes: Athletes participating in the selection process hereby adopt the ‘Dispute Resolution Policy for Elite Athletes’ as the mechanism to resolve disputes between all declared riders and EC. Declared riders are ‘Athletes’ pursuant to the Dispute Resolution Policy for Elite Athletes. Therefore, any dispute relating to the EC Selection/Nomination procedure must be made according to said policy. Formal internal appeals to the Selection Process must be received by the EC office within 72 hours after the rider has been notified in writing and/or verbally of their nomination/selection status. 2017 NORTH AMERICAN JUNIOR YOUNG RIDER SELECTION CRITERIA PAGE 2 OF 29 7. CHEF(s) D’EQUIPE (a) The EC Dressage Program Coordinator shall ensure that a copy of the NAJYRC Dressage Prize List is forwarded to each Chef(s) d’Equipe. (b) The Chef(s) d’Equipe, in coordination with the EC Dressage Program Coordinator, is responsible for submitting the Entry in Principle, Nominated Entry and Definite Entry with the relevant entry fees to the Organizing Committee for the NAJYRC by stated deadlines. (c) The Chef(s) d’Equipe is responsible for team management, liaising with EC Dressage Department and the NAJYRC Organizing Committee. The Chef(s) d’Equipe will help the team members coordinate transportation, accommodations, team apparel etc., as well as handle the entries. Chef(s) d’Equipe are responsible for the behaviour of their teams and or individuals throughout the event. They and their National Federation (NF) are responsible for any damages that occur. EC will hold members of the team responsible for reimbursement of any such damages which they cause and invoice the appropriate party(s) accordingly. The riders selected to represent Canada at NAJYRC MUST stay at the hotel / accommodations organized and or approved by the Chef(s) d’Equipe . Chef(s) d’Equipe must apply and ensure adherence to the obligations set forth as per FEI Regulations, the EC Code of Conduct and the USEF Code of Conduct. 8. SPONSORSHIP (a) All donations of apparel and tack for the team must be organized through EC, this will ensure that: (i) designs are approved, (ii) corporate logos are appropriate in size and position (iii) there are no violations of EC trademarks; (iv) they meet FEI requirements; (v) the Official Team attire is ordered for the exclusive use of team members. 9. FUNDRAISING (a) All declared riders are strongly encouraged to fundraise to help cover the expenses for NAJYRC. Group activities such as silent auctions and raffles help to make connections with other riders and to build team spirit. EC can assist by providing letters that may be used to help obtain donations for fundraising events. (b) Funds raised from these activities should be remitted to EC. The submitted money will be used to decrease the costs of all NAJYRC riders. The fundraising target is $1,000 per rider. Team members will be invoiced equally for the difference between the amount of funds submitted and the total cost of sending the Team. 10. QUALIFICATION PERIOD (a) The Qualification Period shall begin Friday, June 24th , 2016 and end Sunday, June 18th , 2017. NOTE : The end date for the qualification period may be changed to an earlier date due to NAJYRC organizing committee deadlines. Please check the EC website at www.equestrian.ca regularly for updates. 2017 NORTH AMERICAN JUNIOR YOUNG RIDER SELECTION CRITERIA PAGE 3 OF 29 11. QUALIFYING COMPETITIONS / CLASSES AND QUALIFYING SCORES (a) Qualification is based upon a rider/horse combination. (b) Qualifying classes must be ridden at either EC Gold or Platinum (CDI), USEF national or FEI sanctioned competitions. Note: Riders may use scores obtained in Test of Choice (TOC) classes for qualification. (c) Each rider/horse combination must submit scores as follows: Junior Riders i. Three (3) Technical Scores – Three (3) Technical scores must be submitted, each technical score submitted must be a minimum of 62% or higher. A. Two (2) scores from the FEI Junior Team Test – at least one score submitted must be from 2017; Note: One score can be from 2016 provided it is within the qualifying period; and B. One (1) score from the FEI Junior Individual Test - this score must be from 2017; C. A maximum of one score from the FEI Junior Team Test and one score from the FEI Junior Individual test may be obtained at the same competition. D. For information on additional eligibility requirements for NAJYRC see s. 12 (Rider Eligibility Requirements / Restrictions) and s. 13 (Horse Eligibility Requirements / Restrictions) of this criteria. E. Scores obtained from the 2016 NAJYRC classes may be used for qualification provided they meet all qualification criteria as outlined in this document. ii. Freestyle Score As a minimum eligibility standard, each declared rider must obtain a score in the FEI Junior Freestyle test from a qualified competition within the qualification period. All scores must be achieved from a panel as outlined in s. 11(d) below. The panel’s average (final score) is to be submitted. The submitted Freestyle score will not be used as selection scores except in the case of breaking a tie as set out in s. 14(g). Young Riders (i) Three (3) Technical Scores – Three (3) Technical scores must be submitted, each technical score submitted must be a minimum of 63% or higher. A. Two (2) scores from the FEI Young Rider Prix St. Georges / FEI Prix St. Georges Test – at least one score submitted must be from 2017; Note: One score can be from 2016 provided it is within the qualifying period; and B. One (1) score from the FEI Young Rider Individual Test - this score must be from 2017; C.
