1. Pandemic Emergency Unemployment Compensation (PEUC) The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27, 2020. It expands states’ ability to provide unemployment insurance for many workers impacted by the COVID-19 pandemic, including for workers who are not ordinarily eligible for unemployment benefits. Pandemic Emergency Unemployment Compensation (PEUC) program covers individuals who: a. Have exhausted all rights to regular unemployment compensation under state or federal law b. Have no rights to regular unemployment compensation under any other state or federal law c. Are not receiving compensation under the unemployment compensation laws of Canada d. Are able to work e. Are available for work f. Are actively seeking work – If required by state law g. Per North Dakota executive order 2020-08, Governor Burgum temporarily suspended the actively seeking work requirement. This program provides 13 weeks of benefits. To be eligible for PEUC you must meet all of the following eligibility requirements: a. You must first apply for and receive regular unemployment compensation benefits. b. You must exhaust your regular unemployment compensation benefits. c. You are able and available for work, within the meaning of applicable state law. Filing Requirements a. Submitting your PEUC claim application does not mean your PEUC claim has been filed. JSND needs to review and manually file your claim. This process does take time. If additional information is needed, you will receive a letter or phone call requesting the missing or incomplete information. a. The best way for you to monitor your PEUC claim progress is to review your correspondence page on your UIICE account. b. Once your claim has been filed, you will receive a PEUC Monetary Determination that contains your weekly benefit amount

Certification and reporting requirements Complete weekly certifications to receive benefits a. Once your claim has been filed, you will receive a PEUC Monetary Determination that contains your weekly benefit amount b. The action of filing your PPEUC claim by itself does not start payments. You must file a weekly certification for each week you want to receive payment from the PEUC program. c. Weeks for unemployment purposes begin on Sunday and end on the following Saturday. The earliest you can file for a week of unemployment is on Sunday for the prior week that ended on Saturday. d. You have a maximum 13 days after the Saturday of the week you wish to receive benefits to complete your certification. Failure to certify within the 13-day period may result in your being ineligible for benefits for the week. Please refer to the Unemployment Insurance Claimant Guide for additional instructions regarding certifying a week for benefit payment. You must report gross wages earned for any employment. If you worked for someone and were paid, or if you are entitled to payment for the work, you must report the wages in the week earned. You may continue to complete weekly certifications until you are no longer unemployed. If you receive PEUC benefits and later it is determined that you were ineligible for these benefits, you will be required to repay any PEUC benefits to which you were not entitled.

Federal withholding

a. PEUC benefits are subject to federal withholding. You may elect to have federal withholding deducted from your pandemic emergency unemployment compensation. You will receive a Form 1099-G to file with your income tax return.

Your responsibilities a. It is your responsibility to give accurate answers to any questions asked in regard to your initial claim and weekly certifications for PEUC benefits. Failure to furnish requested documents or information might result in benefits being delayed or denied. b. All information is subject to verification. PEUC benefits are provided through federal funds. Criminal and/or civil penalties for violation of federal and/or state laws will be enforced for willfully making false statement or concealing information to obtain or increase your Pandemic Emergency Unemployment Compensation (PEUC) benefits.

3. Childcare Emergency Operating Grant Information is subject to change (updated on 4/7/20)

In order to help childcare providers cover some of the extra costs of operating that will come with the modified operating practices, and to help sustain the childcare industry through this period of disruption, the state of North Dakota will be offering emergency operating grants to childcare providers. This grant will be available to all childcare providers licensed by the State of North Dakota.

a. Providers who accept the grant must agree to prioritize children of health/safety/lifeline worker households and will cap at $50/month, the fees they would typically charge families to hold a spot during extended absences from care. b. We strongly encourage providers to consider offering care during extended, expanded, and alternative hours. Disruption creates opportunities for innovation. This is a time to consider ways that we can think differently about how we provide care. c. It is important to note that all childcare providers who operate during the emergency will be required to use the modified operating practices, which were developed with advice and input from providers and other professionals working in the childcare industry. d. If a childcare provider opts out of the state-provided Childcare Emergency Operating Grant, they will not be required to prioritize health/safety/lifeline workers or modify absence policies but will be required to follow modified operating standards.

Childcare Emergency Operating Grant (CEOG) General Principle: Help sustain financial viability of childcare operators through this emergency and recovery.

a. All childcare providers who are licensed by the State of North Dakota (DHS) or have a Self-Declaration Certification, and who are open and providing service, will be eligible to receive the CEOG. b. The payment will be established based on facility type and licensed capacity, as noted in state licensing systems. c. Each provider who opts-in to the CEOG must agree to: i. Prioritize health/safety/lifeline worker households in assigning spaces in their childcare. ii. Adjust their absence payment policy so that current families whose children attend the facility will not be charged more than $50/month to hold their spot in the center, even if their child is not attending.

7. Things you can do if you are feeling depressed or anxious

1. Depression Depression can look different for different people. Some common symptoms can include feeling sad or down, not being able to concentrate or focus, feeling irritable or angry, sleeping too much or not being able sleep, Depression can happen to many people and is sometimes due to our life situations.

2. Anxiety Many people feel anxious when their lives take sudden and unexpected changes. Other people feel anxious and can’t explain why. Some commons symptoms of anxiety include feeling restless, racing thoughts, not being able to stop thinking about certain things and feeling nervous.

What you can do when feeling anxious and/or depressed • Stay connected with family and friends – social distancing doesn’t mean social isolation • Get into a routine and make a daily schedule. • Practice healthy living habits like proper nutrition and sufficient sleep. • Remain in contact with people you care about and who care about you (call, Zoom, Facetime, Facebook, text, Duo, email, etc.) • Go for a walk (but remember to stay 6 feet from others) • Allow yourself life’s little pleasures such as listening to music, taking a warm bath, reading, etc. • Seek counseling

General Information from all of our grocers: • Trucks are arriving on a regular basis, including daily and, in some cases, more often than that at times. • Stores have been fast tracking the flow of products that are the highest in demand such as food, medicine and other essentials. • When shipments arrive, grocers are prioritizing certain products including disinfectants and paper products for restocking. • In some cases, grocers are limiting the amounts that can be purchased on in-demand items and respectfully ask all guests to consider their immediate needs. • When certain items are absent from the shelves, it is generally that there will be new supplies in a matter of a day or two rather than weeks. • All vendors have staff who are working extra hours to meet the increased demand. Due to the ongoing COVID-19 outbreak, Grand Forks area food pantries are making necessary service changes to minimize the risk for citizens and meet increased demand. Food boxes will be prepacked at all agencies to allow for more social distancing.

Below are the service requirements for each pantry along with any operational changes due to COVID-19. Local agencies will be coordinating with each other in order to best meet demand and the safety needs of the public.

Anyone who would like to donate cleaning supplies or food items for use by pantries may bring donations to the Salvation Army between 9:00am – 4:00pm, M-F. After hours, donations may be brought to the front office at Northlands Rescue Mission. Donated items will be shared between any pantries in need.

The Salvation Army will deliver food boxes to those who have tested positive for COVID- 19 and those on a public health order to quarantine. Documentation will be needed to provide proof of said order or positive test. The client will be notified via phone that the box is on the door once personnel have cleared the porch area. Client and personnel will have zero contact. h. We have met with GF Public Health and let them we will be delivering food boxes to anyone who tests positive, or has a public health quarantine order in in the city of Grand Forks and East Grand Forks. We would need verification form the individual(s). It will be a zero contact delivery as we will leave items on the porch and notify the recipient by phone that the box has arrived.
