CONCLUSIONES 166 CONCLUSIONES De acuerdo a los datos compilados en el análisis de los resultados obtenidos, es oportuno establecer las conclusiones para cada uno de los objetivos establecidos en esta investigación; considerando que el conocimiento claro de los objetivos planteados para el diseño del sistema de telefonía básica facilita las labores de diseño asociadas al proceso investigativo. En tal sentido, para el diseño del sistema se aprovecha la infraestructura instalada actualmente, brindando los mismos servicios prestados a las redes móviles y básicas rurales. A partir de los fundamentos obtenidos de la empresa INFONET, se estableció para el sistema, la probabilidad de bloqueo (Pb) de 0.015; lo cual implica que el 1.5% de las llamadas que se generen no podrán ser atendidas en la hora pico. Además, se considera para la operación del sistema, el modelo Erlang B (las llamadas bloqueadas abandonan el sistema), en treinta y cinco (35) mE. En la fase de diseño del sistema se estudiaron tres (03) perfiles tecnológicos, de los cuales se seleccionó el sistema AS-300, en razón de la notable capacidad que posee para transmitir una taza de datos para canales de voz de cincuenta y seis (56) Kbps, para código sesenta y cuatro (64) Kbps, y para códigos ADPCM de treinta y dos (32) Kbps. Como parte de la misma fase, se planificó la red con un margen de reserva para el manejo de tráfico, en el 167 cual la capacidad de manejo del sistema esta siempre por encima de lo requerido por las dimensiones del tráfico actual, a los fines de prever cualquier crecimiento rápido e inesperado de usuarios. -

Issue Brief • July 2008 The Distribution of Bolivia’s Most Important Natural Resources and the Autonomy Conflicts BY MARK WEISBROT AND LUIS SANDOVAL * Over the last year, there has been an escalation in the political battles between the government of President Evo Morales and a conservative opposition, based primarily in the prefectures, or provinces. The opposition groups have rallied around various issues but have recently begun to focus on "autonomy." Some of the details of this autonomy are legally complex and ambiguous, and they vary among the provinces whose governments are demanding autonomy. Since May of this year, four prefectures – Santa Cruz, Beni, Pando, and Tarija, which are often referred to as the "Media Luna" 1 – have held referenda, which were ruled illegal by the national judiciary, 2 in which a majority of those voting voted in favor of autonomy statutes. While there are a number of political and ideological aspects to this conflict, this paper focuses on one of the most important underlying sources of the dispute: the distribution of Bolivia's most important natural resources. For reasons described below, these are arable land and hydrocarbons. This paper shows that the ownership and distribution of these key resources are at the center of the current conflict. Furthermore, it appears that reform of this ownership and distribution may be necessary for the government to deliver on its political promise to improve the living standards of the country's poor majority, who are also disproportionately indigenous. According to the most recent data, Bolivia has a poverty rate of 60 percent. The number of people in extreme poverty is about 38 percent (UDAPE, 2008). -

ABSTRACT This case study presents a dilemma situation on how to determine the discount rate for cash flows in places where the country risk perceived by investors differs considerably from the country’s sovereign debt premiums. Specifically, we present the case of TELMEX, the Mexican telecom corporation, valuing and presenting a bid offer for CANTV, the Venezuelan telecom corporation. Venezuelan capital markets and sovereign debt premiums have a lower correla- tion than those present in other Latin American and emerging markets. In this case and its study guide, we review the existing literature and propose a new and comprehensive methodology for the estimation of discount rates in the Venezuelan case, incorporating the difference in stock market volatilities into the country risk consideration. The proposed solution can be exported to other emerging markets with low correlations between their sovereign debt premiums and their internal capital markets. Key words: discount rate, cost of capital, cost of equity, country risk premium, sovereign debt, Latin America, cash flow valuation. This case study does not intend to make a value judgment on the acquisition offer made by Telmex for a block of Cantv shares, but, simply, to outline the Venezuelan situation as an investment scenario for an international company and to calculate the respective investment risk. -

NATIONAL MUSEUM Vol. 87 Washington : 1939 No, 3073 OBSERVATIONS ON THE BIRDS OF NORTPIERN VENEZUELA By Alexander Wetmore An extended journey in the southern republics of South America several years ago aroused a wish to know something in life of the birds of the northern section of that great continent, a desire that was finally gratified in the latter part of 1937 when arrangement was made for field work in Venezuela. In brief, in this second journey work began at the seacoast 50 miles west of La Guaira, was extended inland to the higher levels of the CordiUera de la Costa at Rancho Grande, and, with brief observations at Maracay in the valley of Aragua, was concluded with a stay at El Sombrero in the northern Orinoco Valley 80 miles due south of the capital city of Caracas. The studies thus included a transit through the arid tropical zone of the north coast, the subtropical rain forests of the coast range, the open valley of Aragua, and the northern section of the llanos down to that point where the blanket of thorny scrub that extends south- ward from the hills on the northern boundary of that great level plain begins to open out in the vast savannas that reach toward the Rio Orinoco. The collections from the region included in the Parque Naciondl serve as a link to join work done by earlier investigators in the region of the Cumbre de Valencia and Puerto Cabello in Estado Carabobo, and in the vicinity of Caracas.
