The purpose of the letter is to inform Mr. Michel that the Deputy Secretary-General accepts his invitation to participate in the European Development Days, to be held from 15 to 17 November 2006 in . A copy of the letter is enclosed for your information.

It is expected that the Deputy Secretary-General will arrive in Brussels at 8:00 a.m. on Wednesday, 15 November 2006 on board flight CO 60, and depart at 9:30 a.m. on Thursday, 16 November on board CO 61. The Deputy Secretary-General will be accompanied by his Special Assistant, Ms. Martine Therer, and a Security Officer, Mr. Eric Bramwell. Mr. Antonio Vigilante, Director of the United Nations Office in Brussels, will also assist the Deputy Secretary-General throughout his visit in Brussels.

We will send you a copy of the Deputy Secretary-General's programme once it is finalized. In the meantime, my colleague Martine Therer, who is in charge of coordinating the visit, stands ready to answer any question you may have.

The event on 15 November during the European Development Days that Louis Michel is urging you to attend in Brussels is the Plenary session N°1 on "Perspectives on Governance". Other personalities that would join you in this session include Desmond Tutu, President Wolfowitz and10-15 African Heads of States. I have been told that +/- 500 key professionals in the field of development will be participating, so it is likely to be a good opportunity to reach out to an influential group on the UN strategy/vision for governance. Deai' Deputy Secretary General,

I have the pleasure to inform you that the European Development Days will take place in Brussels on November 13-17 2006. This initiative symbolizes our determination to take action on two pressing matters: enhancing public awareness about development cooperation issues and strengthening the effectiveness of EU development assistance in view of the implementation of the Millennium Development Goals.

The event, to be renewed each year, isj>art of the follow-up to the new European Consensus on development, which emphasized the common values, principles and commitments of the European Union in favour of poverty eradication. In light of this agenda, the European Development Days shall work in an inclusive and participatory approach towards sharing our perspectives about key issues of international cooperation.

The European Development Days of 2006 shall advocate a positive message about "Africa on the move" and include two components. The first one will aim at raising public awareness among European citizens of issues related to development. A great number of cultural or entertaining manifestations, such as exhibitions, will be organised for this purpose. Furthermore, any opportunity for synergy will be encouraged and shall constitute an essential pan to this event's success. A good illustration is the Millennium campaign, organised on this occasion, in collaboration with the European Commission.

[email protected] The second component will take the form of a three-day forum targeted at development professionals. On November 15-17, they will be invited to participate in open and thought- provoking debates, which should fuel our visions and practices. In 2006, the focus shall be put on the pivotal issue of governance, with plenary sessions highlighting its various understandings. In addition, roundtables will cover the various political, economic and social aspects of governance, namely democratic process, state rehabilitation, fight against corruption, natural resources management, consolidation of social rights and protection of vulnerable groups.

The ambition of the development professionals' forum is to foster enriching and useful exchanges. Accordingly, the choice of speakers, equally representing European and partner countries, shall epitomize a balance between the political, economic, social and academic arenas. In addition, for the 2006 edition of the forum to be a real opportunity for a euro- African dialogue, special attention will be dedicated to a strong participation of African officials. Furthermore, the forum intends to be an occasion for multiple contacts. To this effect, the necessary facilities shall be put in place in order to enable bilateral meetings that may be called for.

In view of your experience and personal commitment in favour of Africa, I am honoured to request your participation to this unprecedented event at European level. The nature and form of your contribution shall be defined at your convenience. Hence, I have asked my services to follow-up on this invitation, in collaboration with your office.
