The rating reflects our assessment of the credit profile of a three-bridge system that has stable operating margins, no additional debt needs, and traffic trends that have not yet stabilized. More specifically, the rating reflects what Standard & Poor's considers: • A well-balanced financial operations with the Sanibel Causeway, Cape Coral Bridge, and Midpoint Memorial Bridge representing approximately 37%, 32%, and 31% of fiscal 2011 net revenues, respectively; • A lack of significant competition from toll-free roads, combined with the county's covenant not to build competing facilities unless they will become part of the three-bridge system; and • Historically good senior debt service coverage, which has been no less than 1.7x since 2008, despite lower traffic -

VOL 12, NO. 3 SANIBEL & CAPTIVA ISLANDS, FLORIDA JULY 23,2004 JULY SUNRISE/SUNSET: # 06:50 20:19 # 06:50 20:19 # 06:51 20:18 # 06:51 20:18 # 06:52 20:17 # 06:52 20:16 ft 06:53 20:16 Sanibel Causeway Toll Marine Lab Keeps An Increase Needed To Pay Eye On Water Quality For Replacement Bridges submitted by Lee County Department of Transportation ee County transportation and administration officials are proposing a toll increase for the Sanibel Causeway to pay for the replacement of its three Lbridges, a move necessitated in part by recent lawsuits and increased construc- tion costs. The proposal calls for the current $3 toll to increase to $6. The discounted prepaid toll would increase from 50 cents to $3. The eight other discount programs for the bridge also would increase. A complete list of the discount programs follows and is available on the Internet at leecounty.com/publicwords/sanibelcauseway. Depending on how frequent a user you are and which discount program you select, your per trip cost could be as little as $1.71. Go to the same Web site to see a chart of discounppro- grams and per trip costs. The Board of Lee County Commissioners will begin considering the proposal at its July 27 meeting (9:30 a.m.). County staff will recommend setting a 5 p.m. public hear- ing on August 10 to discuss, the proposed tolls. Both meetings will be in the County Commission chambers, Old County Courthouse, 2120 Main Street, in downtown Fort Myers. Timing is critical for a decision on the increased toll proposal: LeeWay's discount tolls programs renew each November. -

There will be single lane closures from 9 a.m. to 4 p.m. Estero Parkway Bridge # 124128: Lee County DOT will perform bridge maintenance on the Estero Parkway Bridge (I-75 Overpass) beginning June 30th and be completed by July 9th, 2015, weather permitting. There will be single lane closures from 9 a.m. to 4 p.m. Most of the work will be done in the emergency lanes with no impact to traffic. Veterans Memorial Parkway at the Del Prado Overpass Bridge # 124098: Lee County DOT will perform bridge maintenance at the Del Prado Overpass beginning June 29th and be completed by July 9th, 2015, weather permitting. INTRODUCTION TO LEEWAY HOW IT WORKS LeeWay operates using an electronic transponder, installed on the wind- shield inside your vehicle or front bumper (with a special bumper mount). As you pass through the toll plaza, an overhead antenna reads the tran- sponder, calculates the toll due, and automatically deducts the correct toll amount from your prepaid toll account. A LeeWay account allows you to tie all your transponders to one pre- paid account., eliminating the need for employees or family members to wait in a lane for receipts.
